PRAB
May 22, 1984
The Park and Recreation Advisory Board came to order at 4:20pm.
MINUTES: Minutes were approved as mailed with the following
correction in Section I. (A) for the Butterfield Trail Village
section to read "...PRAB would accept a waiver of the green
space exaction or money in lieu of."
BUSINESS:
I. Green Space Ordinance - Woodland Hills Development:
Woodland Hills Development is located on Wedington Drive
and Hall Street. The land area for the development is
7.33 acres with 96 multi -family dwelling units. The
Planning Commission request a recommendation from the
Parks Board to accept land donation of .96 acres or money
in lieu $8,160 according to the Green Space Ordinance.
The development is within the Asbell Park service area.
MOTION: Lashley/Melton To recommend to the Planning
Commission to request a green space requirement of money
since the development lies within the Asbell Park service
area. Passed Unanimously.
II. Green Space Ordinance Waiver Request - Windsor Townehomes
in the Park Place Subdivision: At the April 24th meeting,
Prab recommended to request money in lieu of land for the
green space requirement of Windor Townehomes since it
lies within the Root Park Service area. Bobbi Jones informed
Connie Edmonston that Dr. Hayes from the Park Place Subdivi-
sion is requesting a waiver of the green space ordinance
because "...the total development area planned for will
be a 90 -acre area with a 5 acre fishing lake, hiking
trails, a swimming pool and two tennis courts within a two
year period. He said he felt that duplication of service
is being requested by the Advisory Board asking for a
cash donation. Hays said he thought that his development
was begun before the Green Space Ordinance came into effect
and he wasn't sure if it applied to his property. He
added that he felt the Board would be putting a financial
diccifulty on this project." (quoted from the Planning
Commission minutes on May 14, 1984) Mrs. Jones asked PRAB
for their recommendation of the waiver request.
MOTION: Thompson/Melton PRAB does not recommend a waiver
of the Green Space Ordinance for the Winsor Townhomes
Development because it does not meet the requxrements;.

to exempt the development from the Ordinance. -,Passed

III. Combs Park Master Plan: Dale Clark had visited with
Al Einert,who was the only bidder for the master plan
of Combs Park,to compromise on his bid since
it was over the amount that was budgeted for the project.
They came to the agreement that Dr Einert would not
exceed $2,200 for the master plan and that the Parks
budget would pick up the platt fees up to $350, the
Parks Department would provide a park staff person to
help him for two days, and the Parks budget would
pay for the base maps up to $25.
MOTION: Melton/Thompson To recommend to the City
Board of Directors to hire Dr. Al Einert to devise
a master plan for Combs Park not to exceed $2,200.
Passed Unanimously.
PRAB gave the following recommendations for the development
of Combs Park to Dr. Einert:
1. Entrance, road, and parking area to be described and
located.
2. Model Airplane flying area to include one landing
strip; to teinanareanot to interfere with the other
activities; with easy access to adequate parking;
suggested area for pavilion and play area. PRAB
stressed that they would like the pavilion and
play area marked so that the club would have a
location for them to do the projects. PRAB suggested
that a color code be used to denote projects that the
Parks Department will be responsible for and those
that the Model Airplane and any other special interest
group would be doing.
3. Restroom facilities for all areas - future.
4. Best potential areas for the playfields, which would
include four soccer fields and four adult softball fields.
Dale Clark suggested using a wheel type arrangement of
the fields.

IV. Golf Course Study:
Al Einert informed PRAB of the golf course study that
he has just completed. Dr. Einert was asked by the
County judge to conduct a study of the need for a municipal/
county golf course. Dr. Einert's sample population was
off -campus students. .Results from his study indicated
that 60% of the off -campus students felt there was a need
for a municipal golf course and that they would use the
facilitiy. The county judge also asked Dr. Einert to
check with the Fayetteville and Springdale Parks Departments
to have their feedback. The Rural Public Society authorized
Dr. Einert to conduct a survey of Washington County and
possibly to include Benton County. The Rural Public
Society felt that a municipal golf course would enhance
tourism and industries. Logical sitesidentified for the
course were Lake Wedington, Tonitown, Lake Fayetteville
The course would require 150 to 200 acres and would cost
approximately 11 million dollars. Dr. Einert remarked
that they wanted to keep this low key and to be ready
if they decide to build a course when public grant money
would become available. PRAB members stated that they
had thought of building a golf course at Lake Fayetteville
in the future, but would have to give it some thought.

V. Lake Fayetteville Lily Pads: David Lashley reported that
Hal Brown from Lake Fayetteville Environmental Center and
Dr Terry Lavy have been working together as to Mr. Levy's
suggestion of injecting the lily pads with a kind of
roundup to kill them.
MOTION Thompson/Rackerby PRAB recommended using the
established practices as advised by Dr. Lavy on a small
test area at Lake Fayetteville for removal of the lily
pads. Motion passed unanimously.
VI. Swimming Pool Report: Connie Edmonston reported that
the City Pool will open on Saturday, May 26th. See
City Pool Program Brochure.
VII. Youth Theatre Report: Connie Edmonston reported that there
will be two 5 -week sessions in Youth Theatre for the
summer. Classes will start on June 4th and on July 9th.
Classes offered are Tiny Tots for ages 3 to 5, Grades 1-3,
Grades 4-6, Jr. High, and Sr. High. Dr. Patricia Relf will
be the instructor for the first session. Connie Edmonston
also reported that the Arkansas Arts Council approved their
grant request for the grant year of July 1984 to June of
1985. The toal grant money approved was $1,641.
