The Park and Recreation Advisory Board came to order at 4.:20 pm.
MINUTES: Minutes were approved as mailed..
BUSINESS:
I. Green Space Ordinance Waiver Requests:
Connie Edmonston informed PRAB that Bobbi Jones from
the Planning Office requested PRAB's recommendation's-
for
ecommendationsfor the waiver request of the Green Space Ordinance
from Butterfield Trail Village and Ms. Freda Poore's:::ibt
split.
A. Buttterfield Trail Village: It was the consensus of
PRAB to stay with the recommendation for the request
of the waiver made at the March 13th meeting. The
decision was as follows:
"After a lengthly discussion, PRAB members viewed the
subdivision as providing recreational opportunities
and facilities that are consistent in the needs of
what that age group requires. Butterfield Trail had
spent alot of time and money in their plans for
recreation. The Butterfield Trail subdivision population
is not a "typical" subdivision in that it serves a
special population, the Senior Citizens. (One must be
62 years old.) According to the Park Master Plan, the
subdivision is served within the Sweetbriar Park neighbor-
hood. In view of the above comments, PRAB said that
the Butterfield Trail subdivision appears to provide the
necessary recreation ; ilities for t
of people ant would accept waiver t ecy(614,
green space@latney in lieu of.
MOTION: Sego/Ryan To accept the request to waiver the
Green Space Ordinance. Motion Passed. 3 yes, 1 no,
1 abstaining.
There was some reluctance to vote "wholeheartedly", due
to the fact PRAB wants to be cautious in establishing a
precedent for future developers. But due to the above
mentioned facts and that the development is not a
typical type housing, the waiver was granted by the
Parks Board for recommendations to the Planning Commission."

B. Freda Poore's Lot Split Waiver Request: Ms. Poore
has fifteen acres which has.: been granted two lot
splits for;. her property off Highway 265 and South of
Old Wire Road from the Planning Commission. She
is requesting a waiver of the Green Space Ordinance
due to the fact as quoted by Ms. Poore "... as the
City of Fayetteville already owns a total of sixty
and three tenths (60.3) acres that adjoins the
South-east corner of my land."
MOTION: Sego/Melton In view that the City Green
Space Ordinance says that for every subdivision a
fee or land in lieu is required per structure rate,
PRAB recommends to the Planning Commission that a
waiver of the Green Space be denied in that the
request does not meet the waiver requirements and
therefore PRAB upholds the Green Space Ordinance.
PRAB discussed that the lot split is within the
park service area of Crossover Park and Root Park,
and that they would further recommend to the Planning
Commission that they would accept money in lieu of
land dedication from the lot split subdivision. Motion
passed unanimously.
II. Soccer Association Request for Walker Park North:.
Dale Clark received a letter from the Soccer Association
in that they are trying to get soccer established as a
sport in the school. The Soccer Association is requesting
use of Walker Park North soccer fields for high school
practice and for games.
MOTION: Sego/Ryan PRAB would look favorably to the
Soccer Association's use of the soccer fields at Walker
Park North after the Soccer Association presents the
plan to the School Board for their evaluation and after
they have the approval of the School Board Motion
passed Unanimously.
III Spring Park Tour Review: The following urgent matters
were discussed by the Parks Board after the Spring Park
Tour:
Wilson Park: PRAB said that the Environmental Sculpture
Garden's spring problem must be kept clean and that it
is left to the park staff to correct or to keep the
little pond clean. It was suggested that the little pond
might need to be flushed with a firehose periodically to
help remove the moss and grime.

III. Spring Park Tour Review: (continued)
Combs Park: Only one bid for the master plan of Combs
Park was received by the City. Dr. Al Einert requested
a fee of $3100 to complete: the master plan with a
time frame of approximately 90 days. His
proposal will be presented to the City Board of Directors
at the May 15th meeting.
PRAB requested that a conceptual plan be presented to
them of Combs Park before the plan is final. PRAB would
like to have the awarded bidder to meet with them at
their next meeting on Tuesday, May 22.
Priorities of the area are as follows: airplane flying
area, a road, parking spaces, playfields for soccer and
softball. Very careful attention needs to be given to
the placement of the areas. PRAB stressed that they
do not want plans for alot of permanent facilities because
the City does not own the land. PRAB expressed that they
need to make Combs comparable to the model airplane course
presently at Highway 265, in which the club help make
their own course and they maintained it themselves.
Park Maintenance Building Location: Dale Clark reported
that Al Einert suggested moving the Park Maintenance
Headquarters to the old pump station building near Combs
Park. Clark stated that Al Einert will consider this
as a possibility in the master plan of Combs Park.
Lake Fayetteville Boatdock: David Lashley said that
Terry Lavy is trying to come up with a recommendation to
PRAB for a solution in solving the lily pad problem at
Lake Fayetteville. PRAB discussed that we must get
recommendations and advise from other sources before a final
decision is made. Lashley will visit with Mr. Lavy before
the next meeting.
Lake Sequoyah House Renovation Project: Dale Clark reported
that his park groundskeeper named Vernon Burfeind has
signed a contract with the City to live in the house in
exchange for rent while he is actually renovating the
house himself. Clark stated that they have ran into a
problem with the well water in that it may be contaminated.
For the City to run a water line to the house it will cost
approximately $5,000. Parks only has $7500 budgeted the
renovation project. PRAB discussed the possibility of
working with the neightbors in jointly getting a city water
line. Clark stated that they have got to get moving on
the prg ect and that he will work on checking out the
possibilities in solving the water problem.

IV. Wilson Park Master Plan Procedures: David Lashley reported
that the City Board of Directors approved Phase I and II
of the Master Plan of Wilson Park.
PRAB stated that the $30,000 in 1984 budget will be used
for design and construction of Parking Lot #1 on the east
side of Prospect Avenue and for the design of Parking Lot #2
on Wilson Avenue. PRAB stressed that the parking lots
must be attractive. Dale Clark said that bids for
an engineer will have to be contracted as soon as possible.
PRAB recommended to get the design of both parking lots
#1 and #2 at the same time. PRAB stressed that they would
like the engineer to discuss his preliminary design with
them before it is presented to the public and the City
Board. Parking lot size needs to be determined. Dale
Clark said that he will see that car counts be made
around the park stating the time and day, and also to
be taken on ball game days. Trees that are dying in the
vicinity of Parking Lot #1 need to be tagged and also the
ones that will have to removed after the parking lot design
is completed need to be tagged for the public will know
which trees must be removed.
