PRAB
April 24, 1984
The Parks and Recreation Advisory Board came to order at 4:05 pm.
MINUTES: Minutes were approved as mailed.
Business:
I. Green Space Subdivision: Connie Edmonston attended the
Plat Review for Windsor Townehomes in the Park Place
Subdivision. This plat is located on Highway 45 off
of 265. It contains 6.6 acres with 48 multi -family
dwelling units. The subdivision lies within the Root
Park park service area. There was some talk from the
developers that tennis courts, playground equipment,
and a swimming pool were being considered for the sub-
division. According to the Green Space Ordinance
the land required for the subdivision is .48 acres or
money dedicated in lieu is $4,080.
Motion: Sego/Ryan To recommend money in lieu of land
for the green space of Windsor Townehomes since it lies
within the Root Park service area. Motion passed unanimously.
II Softball Report: The Friends of Youth will be hosting
the first softball tournament for the season this weekend
,(April 28, 29). The regular season play will start on
Monday, April 30.
Dale Clark reported that the softball fence at Wilson
Park needs to be repaired before the little girls season
starts. The outfield was torn down for construction of
the swimming pool. The fence will be placed according
to the girls ASA Softball Rules of 175 feet from home
plate to first and third bases and 200 feet to center
field. Dale Clark reported that the Park's budget only
allows for half of the fence to be repaired ($1,000) and the
total fence should be repaired at the same time.
Motion: Ryan/Sego To recommend for a Budget Adjustment
in order to reset the entire fence for the little girls
softball games at Wilson Park Ballfield. Motion passed
unanimously.
Scoreboards for Wilson Park and Asbell Park Ballfield
are still on hold with the City Purchasing Agent until
the City's communication systems specifications are
completed.

II. Softball Report: (Continued)
Bleachers bids will be awarded at the City Board May 1
meeting.
All the softball fields have been aerated and some
grass sowed in preparation for the season.
III. Concession Report: Karen Hendricks has been hired again
this year to manage the ballfield concessions. Dale
Clark reported that he is looking into leasing an
ice machine for Lake Fayetteville Concession Stand
from Stephen Zisner for $60/month.
IV. Swimming Pool: Connie Edmonston reported that all pool
staff has been hired. Bob Staaf will be the Pool Manager.
The pool will open on Memorial Day, May 26. Pool staff
will start working on May 21 to help get the pool
ready and for inservice training. Lindsey Kisor Pools
(Richard Naylor) will professionally help get the pool
and equipment ready for the season.
V. Spring Park Tour Date: The Spring Park Tour will be on
Tuesday,May 1 starting at 7am from Wilson Park Swimming
Pool Parking Lot. Hopefully plan to go until loam, but
if some members need to leave at 9 am, we will make it
in the tour to get them back and then to continue on.
Park sites to be included are Lake Fayetteville, Lake
Sequoyah, Lake Wilson, Combs Park, Finger Park, Babe Ruth
Park, Walker Park North, Wilson Park, Swimming Pool,
Lake Fayetteville Ballfields, Asbell Ballfields, Crossover
Park.
PRAB expressed that they need to investigate possible
recreational facilities to be included at Crossover Park
so that a Master Plan could be developed. A professional
study for the park was included in the 1984 budget for
$2200.
VI. Combs Park Master Plan: The City Purchasing Agent has
the bid announcement for advertising the Master Plan of
Combs Park out to the public.

V. Wilson Park Public Meeting Review: PRAB discussed the
neighborhood reaction to the development of Wilson Park
as recommended by the Parks and Recreation Advisory Board.
(See handout enclosed.) Many of the neighborhood residents
were concerned mainly as to what was infront of their house
and not the park totally. PRAB felt the meeting was very
beneficial in getting the neighbors views and discussing
the overall plans for the park and the many hours of
planning and reasonings for such a development. It gave
PRAB time to explain the developments and justifications
for such. PRAB expressed that it is essential to let
the neighbors view the engineering plan for the parking
lots. The parking lots seemed to be one of the main
concerns of the residents. PRAB stated that they need
to determine the size of the parking lots as to how many
cars I& willaccomodate and the space count existing around
the park. PRAB will review whether to go with sheltered
picnic tables or not when the time comes since it was a
concern of the residents.
*It was the consensus of PRAB to recommend to the City
Board of Directors Phases I and II for the development
of Wilson Park. (See handout for Phases)
*PRAB see the need for and recommends to the City Board of
Directors for the City to build a sidewalk on the Wilson Park
side of Park Street (on the east end of the park). PRAB
would like these recommendations concerning Wilson Park
development to be on the City Board of Directors Agenda
for May 1. Bill Waite will present PRAB's recommendations.

Recommendations of the PRAB for the development of Wilson Park
are as follows:
PHASE I. - 1984 Projects
- Design and build asphalt parking lot on the E. side of Prospect
Avenue. (Parking Lot #1)
- Design parking lot on Wilson Avenue. (Parking Lot #2)
- Replace creek bridge.
- Plant trees on the N. side of the swimming pool.
- Replace ballfield bleAchers and scoreboard. Repair fence.
PHASE II. - 1985 Projects Suggested
- Asphalt parking lot on Wilson Avenue. (Parking Lot #2)
- Close off park interior roadways.
- Wilson Park entry signs on SE and NW sides of the park.
- Remove the maintenance activity and beautify the area.
- Stabilize and beautify the creek banks and rebuild creek bridges.
- Repair service road to the swimming pool.
- Renovate the ballfield.
- Build a flower garden and small gazebo on the SE side of the park.
- Replace playground equipment and some of the picnic facilities.
- Build drainage tile underground between tennis courts.
- Renovate park restrooms.
PRAB further recommends not to make the park too busy and to
preserve and beautify the open green space. Plans for additional
basketball courts; tennis courts; park activity center (including
kitchen, meeting room, rental checkout); permanent band concert
shell; or exercise/jogging trail are not being considered at this
time. It is the opinion of PRAB that the addition of parking
lots are necessary to keep the traffic out of the park for
safety reasons and also to solve the parking problems around
the busy park.

WILSON PARK PUBLIC MEETING - April 23, 1984

PRESENT: Audrey Ray, Maxine Reeser, Theda Collins, Floy York,

Flossie Upchurch, Frank Sharp, Allan Beachamp
PRAB: Bill Waite, David Lashley, Phil Thompson,
Charlie Sego, Frank Rackerby, Romey Thomason
Park Staff: Dale Clark, Patti Reid, Connie Edmonston
Bill Waite, PRAB Facilities Chairman, led a discussion of the
development of Wilson Park. Comments made by the public were
as follows:
- To leave out the band shell completely.
- Why not have a jogging tack? All jog on the street. As a walker
we need a sidewalk. Sidewalks would help define the park
boundaries.
- Lights are a nuisance.
- Correct traffic problem and keep the hooligans out at night.
- Place the parking lot #1 down by the tennis courts and
basketball courts. PRAB response: This would not be consis-
tent with the overall plan to get the traffic out of the park.
Also it would be dangerous with the little children going to
the swimming pool. Kids and parking lots do not go together.
- Parking lots will be locked at night.
- Shelters and gazebos are a problem. The wrong people use them.
- Charles Wilson stated in his deed to the City that the west
side was to have no buildings in that area. Connie Edmonston
is to check the deed. However, PRAB have no plans for a building
in that area except the possibility of a sheltered picnic table.
- Why not have perpendicular parking along Wilson and Prospect?
- Please assure that the big Oak trees are not bothered.
- PRAB- decided that they need to reconsider sidewalks at their
next meeting on Tuesday.
- Have a park security guard.
- The City police do not patrol Wilson Park very well - need more
patrolling.
- Castle pond is stoppped up again now. PRAB response that we
have got to keep it clean.
- Why not gravel the parking lots instead of asphalt? It would
be more beautiful, preservation of the planet, asphalt is hard
on the atmosphere. .
- Al Einert spoke that gravel would have to be hauled in yearly
and that the parks crew would really have to watch the rocks
around the parking lots so they wouldn't get thrown at some
cars or person(s).
- PRAB response: Will visit with the engineering firm about
asphalting or graveling the parking lots.
- Need public educational program concerning picking up trash.
- Keep neighborhood up on the placement of the parking lots.
