DRAWER F PRAB April 10, 1984 The Parks and Recreation Advisory Board came to order at 4:20 72702 (501) 521.7700 MINUTES: Minutes of the March 27 meeting were approved as mailed with the correction of item number 5 as follows. The City Board of Directors did not deny the Butterfield Trail Subdivision request for a waiver of the Green Space Ordinance. The request has not be acted on. BUSINESS: pm. 1. Introduction of Horticulturist - Patti Reid 2. Green Space Ordinance: Dale Clark reported that the City Board of Directors asked for PRAB and the Planning Commission to give their recommendation of the revised Green Space Ordinance. PRAB Recommended that the ordinance be adopted to include in Appendix C, Article III, Section A(1) (k) (1), paragraph 1, and Section A(1)(k)(5) to include "... or to make a reasonable equivalent contribution in lieu of dedication of land, such contribution to be used for the acquisition of facilities and/or park land that serves the subdivision." MOTION: Sego/Melton To add "...facilities and/or park land..." for recommendation to the City Board of Directors on the revised Green Space Ordinance. Passed Unanimously. PRAB felt that the ordinance needed to be more precise to include acquisition of facilities so that the existing parks could be upgraded to meet the needs of the park district when there is no need for additional land. 3. Naming of Parks: City Board of Directors at the April 3rd meeting agreed to name the flood plain of Industrial Park "COMBS PARK" and the park on Highway 265 and 45 -"CROSSOVER PARK". 4. Wilson Park Master Plan: It was the wishes of PRAB to hold another public meeting to present the recommendations of the Parks Board concerning the Master Plan of Wilson Park. PRAB decided to establish phases in which to present The Public Meeting will be held on Monday, April 23 at 7pm, City Hall Room ,//, Connie Edmonston is to contact the Phyllis Rice from Northwest Times. DRAWER F 72702 (501) 527.7703 4. Wilson Park Master Plan: (continued) PRAB discussed the arguments concerning the parking lots received from the public. It was the opinion of PRAB that the parking lots are necessary to keep the traffic out of the park for safety reasons and also to solve the parking problems around the busy park. However, PRAB does not foresee the development of the Parking Lots numbers 3 and 4 on the Master Plan (on Park Avenue and the middle of Prospect Avenue). PRAB expressed their concern for the softball field being shorten due to the expansion of the pool deck area and the possible liability of balls being hit into the pool. PRAB recommended that the field be limited to girls softball play only and that signs be installed stating that adults are not allowed to play on the field due to its length. PRAB extablished the following phases for recommendation first to the public for their input and then to be submitted to the City Board of Directors_for final approval. PHASE I. - 1984 Projects: Design and build asphalt parking lot #1 on the east side of Prospect Avenue as proposed in the Master Plan. PRAB recommended investigating into moving the parking lot closer to the ballfield. This would preserve the trees next to Prospect Avenue. Design Parking Lot #2 on Wilson Avenue. Replace the existing creek bridge.. Plant trees on the north side of the swimming pool. This might help buffer the balls from the softball field. The trees will be of a kind that will not cause leaves to get into the pool. PHASE II. - 1985 Projects: Asphalt Parking Lot $2 on Wilson Avenue. Close off the park interior roadways. Place Wilson Park entry signs on southeast and northwest sides of the park. Remove the maintenance activity and beautify the area. Page 3 PRAB 4/10/84 FAYETTEVILLE, ARKANSAS P. 0. DRAWER F 72702 (501) 521 7700 4. Wilson Park Muer Plan: (Continued) PHASE II. - 1985 Projects Stabilize and beautify the creek banks and rebuild the other creek bridges. Repair service road to the pool. Renovate the ballfield. Replace bleechers. Build a flower garden and small gazebo on the southeast side. Replace playground equipment and some of the picnic facilities. Build drainage tile underground between tennis courts to handle the drainage from the parking lot to the east. Renovate park restrooms. It was the recommendations of the PRAB not to make the park too busy, and to preserve the open green space by NOT 1) adding more basketball courts; 2) adding more tennis courts; 3) adding a Park Activity Center, kitchen, rental facility; 4) adding a permanent band concert shell; OR 5) adding an exercise or jogging trail throughout the park. The public meeting to be held on Monday, April 23 at 7pm will be the last public meeting before PRAB gives their recommendations to the City Board of Directors. 5. Asbell Renovation G - Ribbon Cuttin• Ceremon The Asbell Gym Renovation Ribbon Cutting Ceremony will be held on Thursday, April 12 at 5:15 pm. Dale Clark will give the introduction and welcome; Bill Waite the history of Asbell Gym; and Mayor Noland will cut the ribbon. Following the ribbon cutting will be Asbell Gym activities including volleyball, rhythmic aerobics, belly dance, judo and karate. 6. Spring Park Tour Date: PRAB are to check their calendars for April 30, May 1,2, and 3 as possible morning tour dates.
