The Parks and Recreation Advisory Board came to order. at 4:10 pm.
MINUTES: Minutes of the February. 28, 1984 were approved as mailed.
BUSINESS:
1. Green Space for Plats:
A. Butterfield Trail Subdivision: 248 Retirement Units
on Joyce Street. Truman Yancey and Don McGuire were
present to represent Butterfield Trail. Mr. Yancey
presented the plan for recreational activities in the
subdivision to include shuffleboard, swimming pool,
exercise room, .health center, gazebo, whirl pool,
craft room, gift store, game room, library, ice cream
parlor, stage, picnic tables, benches and lounges (26).
In respect to the recreational investment, Butterfield
Trail asked for a waiver of the Green Space Ordinance.
The PRAB investigated thesubdivision regulations stating
that a subdivisioncould request a waiver of dedication
of land or contribution in lieu if the following
criteria was met: 1)"the physical characteristics of
the site, and its surroundings, make the site suitable
for park purposes; 2) the proposed site is consistent
with the city's general plan for parks; and. 3) the
proposed recreational facilities are sufficient and
adequately serve the residents of the subdivision."
After a lengthly discussion. PRAB members viewed the
subdivision as providing recreational opportunities
and facilities that are consistent in the needs of
what that age group requires. Butterfield Trail had
spent alot of time and money in their plans for
recreation. The Butterfield Trail subdivision population
is not a "typical" subdivision in that it .serves a
special population, the Senior Citizens. .(.One must be
62 years old) According to the Park Master Plan, the
subdivision is served within the Sweetbriar Park neighbor-
hood. In view of the above comments, PRAB said that
the Butterfield Trail subdivision appeart to provide the
necessary recreation facilities for that particular group
of people and that they would accept to waiverthe
green space or money in lieu of. Motion: Sego/Ryan
To accept the request to waive the green space ordinance.
Motion passed. 3 yes, 1 no, 1 abstaining

1. (Continued) There was O m reluctance to vote "whole -
heartily" due to the fact PRAB wants to be cautious in
establishing a precedent for future developers. But due
to the above mentioned facts and that the development is
not a typical type housing, the waive was granted by the
Parks Board for recommendations to the Planning Commission.
B. Cato Springs/265 Development: The multi -family unit sits on
3.01 acres and it contains 60 living units. According to
the Park Master Plan, the development falls within the area
serving Greathouse Park. Motion: Melton/Sego To recommend
to the Planning Commission to accept the money ($5,100) in
lieu of land dedication. (vote 5-0)
C. Oakland Townhouses Development: The 12 unit multi -family
housing sits on .55 acres. It is served by Asbell Park
according to the Master Plan. Motion: Melton/Ryan To
recommend to the Planning Commision to accept the money ($1,020)
in lieu of land dedication. (vote 5-0)
2. HCRS Grant Money. Dale Clark and Connie Edmonston attended
a grant workshop for HCRS money in Harrison. PRAB agreed
that Wilson Park would be an idea park for the matching
funds to be requested in the 1985 Budget Year. Connie
Edmonston is to seek further information concerning the
grant.
3. Park Horticulturist Position: Motion: To hire Patti Reid
as the Park Horticulturist as recommended by the Director,
Park staff, and the Personnel Committee. (vote 5-0)
PRAB requested for Patti to attend the next PRAB meeting.

Industrial Park Flood Plain Recreational Area: City passed
a resolution for the Parks Department to proceed with a
Master plan of this area.
5. Park Naming: Motion: To name the Industrial Park Flood Plain
"COMBS PARK" and the park at Highway 45 and 265 "CROSSOVER PARK".
(vote 5-0). PRAB requested that their recommendations be
sent to the City Board of Directors for their approval at their
next Board meeting.
6.
Asbell ' Gym Renovation Opening Date: PRAB requested an Opening
Ceremony of the newly renovated Asbell Gym. The date of
completion has not been set as yet.

7. Wilson Park Master Plan Comment: David Lashley presented
a recommendation from Flossy Upchurch concerning the
parking lot #1 location She also recommended that the
lot be graveled and not paved. PRAB viewed that it is
necessary that parking lot #1 be located in the proposed
Master Plan area. PRAB recommended however that a screen
or buffer be made on the residential side of the parking
lot. The parking lots location is essential for service
to the swimming pool, tennis courts, ballfield, and
future playground area by the Environmental Sculpture.Q.^4t\.
8. "Arts Live": Connie Edmonston has been working with Marge
from "Arts Live" in response for more recreational
&fl
Niies. She had proposed for three different type
workshops in the area of dance, poetry and music to be
given in the summer. However, the fees for the workshops
were too high.
9. Volunteers in the Parks: Connie Edmonston reported that the
volunteers have finished the work projects at Asbell and
Walker Park South. This past weekend the following groups
worked at Lake Fayetteville Softball Complex and Boatdock:
Sigma Chi, Chi Omega, Farmhouse and FFA. Sigma Tau Gamma
and the Phi Mus worked at Wilson Park.
