MINUTES: Minutes of the February. 28, 1984 were approved as mailed. BUSINESS: 1. Green Space for Plats: A. Butterfield Trail Subdivision: 248 Retirement Units on Joyce Street. Truman Yancey and Don McGuire were present to represent Butterfield Trail. Mr. Yancey presented the plan for recreational activities in the subdivision to include shuffleboard, swimming pool, exercise room, .health center, gazebo, whirl pool, craft room, gift store, game room, library, ice cream parlor, stage, picnic tables, benches and lounges (26). The PRAB investigated thesubdivision regulations stating that a subdivisioncould request a waiver of dedication of land or contribution in lieu if the following criteria was met: 1)"the physical characteristics of the site, and its surroundings, make the site suitable for park purposes; 2) the proposed site is consistent with the city's general plan for parks; and. 3) the proposed recreational facilities are sufficient and adequately serve the residents of the subdivision." After a lengthly discussion. PRAB members viewed the subdivision as providing recreational opportunities and facilities that are consistent in the needs of what that age group requires. Butterfield Trail had spent alot of time and money in their plans for recreation. The Butterfield Trail subdivision population is not a "typical" subdivision in that it .serves a special population, the Senior Citizens. .(.One must be 62 years old) According to the Park Master Plan, the subdivision is served within the Sweetbriar Park neighbor- hood. In view of the above comments, PRAB said that the Butterfield Trail subdivision appeart to provide the necessary recreation facilities for that particular group of people and that they would accept to waiverthe green space or money in lieu of.
