PRAB
February 28, 1984
The Parks and Recreation Advisory Board came to order at 4:10 pm.
MINUTES: Minutes of the January 24, 1984 meeting were approved
as mailed.
BUSINESS:
1. Review of Wilson Park Master Plan: PRAB reviewed the Master
Plan as devised by Dr. Einert of Wilson Park. The Board
and nine people from the public discussed the master plan.
The following comments were made:
- The flow of the stream was disturbed by the Castle.
- The exercise trail and sidewalk be made of gravel instead
of concrete or asphalt
- Would not like the tennis courts to be placed in the
north east end.(In the place of the softball field)
Tennis courts are needed elsewhere or in other parks.
Suggested tennis courts east of the proposed ampitheater.
- Ampitheater, is it needed? One citizen commented that it
would be opened and inviting for that kind of activity.
There are already two ampitheaters in the City. There
needs to be a place for the performing arts such as
theatre, community band, etc. Citizens felt that the
park is too close to the homes and that the area is too
small. If the ampitheater is built, need to have better
security for such an activity.
- Stabilization of Skull Creek with natural stones and
walls of these stones to prevent erosion.
- The foliage on the north side of the park
needs to be cut back.
- Consensus of the group that there is not
picnic tables. They like the open green
some tables would be nice directly south
courts.
- Need more control of dogs in the area. The leash law needs
to be reinforced. Dogs are a problem with the trash cans.
Neighborhood complained that the trash pickup in the park
needs to be improved.
- Exercise Trail - liked the trails through the park, but
question the exercise stations. (Would the public use them?)
- Span of Wilson Park includes activities of picnicing,
swimming, tennis and jogging. Do not want to make the
park too busy. Need to preserve the green open space.

- Gravel for the sidewalks and parking lots would be too
hard to maintain and would have a drainage problem.
- Several spoke that they would not like to see an asphalt
trail through the park. The Arkansas River Park in
Tulsa has nature jogging trails made of white gravel.
- Citizens liked the parking on the side and to prevent
vehicles from entering the park.
- Would like to see creative play equipment which is
natural looking around the Castle area.
- Liked the single entrances tothe parking lots with
"massive" gates to close at night. Hope the parking
lots do not interfere with the big Oak trees.
- Need .security in the park. Suggestion to place an
apartment in the Activity Center for a security guard
to live. Need someone in the park during all hours
it is opened. Daytime supervision is good and they
really need it on weekends.
- Activity Center with meeting room. Question if it will
be used that much.
- Neighborhood does not mind softball facilities as long
as the games are before dark.
In conclusion, PRAB expressed that traffic and parking need to
be addressed immediately. The activity center, tennis courts,
and ampitheater will be addressed later. First priority was
to cleanup the Maintenance Headquarters in the rock building
and to move it. Second was to provide parking and third was
to upgrade the picnic facilities. PRAB expressed that they
will try to keep the public better informed of the Park's progress
and that they appreciate their interest and imput.
PRAB discussed that this year in the General Budget they
had $30,000 to carryout some of the Master Plan of Wilson
Park. The following time table was set:for 1984.
1. Asphalt Parking Lot #1 (on the northeast section of the
Park) and to build a gateway. PRAB expressed that
the engineering study should consider conserving the
trees as much as possible.
2. Design Parking Lot #2 for anticipating finances for 1985.
3. Push for perimeter park sidewalks.

5. Close off the interior roadways to the park

PRAB's main concern is to get traffic out of the park and to
facilitate the problems of parking. Citizens present expressed
that they liked the Master Plan and were glad that the Park

Department took the route of a professional plan for the
future of the park.
Motion: Melton/Lashley Recommends to the City Board of
Directors to cover the building of parking lot #1 in 1984
with the funds available. Motion passed.
2. E.O.A. Request for Summer Youth Recreation Program: Ralph Nesson,
Director of E.O.A. attended the PRAB meeting in response to
his request of $775 from the City of Fayetteville. In the past,
the City has budgeted $500 for the program. Mr. Nesson
stated that his request was made upon the number of kids from
Fayetteville attending the camp. (Last year there were 31 kids
from ages 7 to 9 years old)
It was the consensus of PRAB that since the budget for 1984 was
already approved with $500 for the E.O.A. Summer Youth Program,
that they would recommend to give E.O.A. $500. If more money
is needed to pickup the slack for the Fayetteville kids, PRAB
said that they would try to help out.

4. Horticulturist Position: Dale Clark stated that he hoped to
decide on a horticulturist by March 15th.
5. Industrial Park Master Plan: The budget adjustment for the
master plan of Industrial Park will be considered at the
next Finance Committee meeting according to Scott Linebaugh.
The Finance Department accidentally left this item off the
proposed 1984 budget.
6. Naming of "Industrial Park" and "Highway 265 and 45 Park":
Motion: Waite/Ryan To recommend to the City Board of
Directors to name the Industrial Park area "Combs Park"
and the park on Highway 265 and 45 to name it "Vandergriff Park"
or "Crossover Park". David. Lashley will present the park names
to the City Board of Directors.
7 Status of Charles J. Finger Park and Walker Park North:
Dale Clark reported that the parking lots have not been started
yet and that the playground equipment and picnic facilities
are expected to arrive by April..
8. Asbell Gym Renovation: Dale Clark stated that the brick work
is almost completed at Asbell Gym. Clark is to find out the
date of completion so that an opening ceremony can be planned.

9. Volunteer Park Program: Connie Edmonston reported that fourteen
volunteer groups from the University responded to the park
work projects. The following are scheduled to work:
Feb 25 at Asbell: Sigma Tau Gamma (Completed)
Feb 26 at Wilson: Arnold Air Society (Snowed -Rescheduled March 3)
March 3 at Walker Park: Alpha Gamma Rho & Sigma Nu Pledges
March 10 at Lake Fay Ballfields: Sigma Chi
March 10 at Lake Fay Boatdock: FFA
March 11 at Wilson Park: Sigma Tau Gamma & Phi Mu
March 31 at ?: Futrell Hall
Other groups that have not set a work date but want to help are:
Intra -fraternity Council, Agri. Mech Club, Alpha Kappa Psi,
Phi Gamma Delta, Alpha Phi Omega, Farmhouse
Connie has also sent letters to all civic clubs in Fayetteville
informing them of the park slide show presentation that is
available for their programs.
10. Lake Wilson: Dale Clark reported that nothing has been done
about the leakage problem at Lake Wilson.
11. Green Space Status: Connie Edmonston informed PRAB that the
Green Space fees is now into effect. Enclosed is a copy of the
Ordinance. She also stated that all money received shall be
deposited in an interest-bearing account. All the park fee
money . and interest shall be expended by December 31, 1990 for
the acquisition of park land and park development. If the
money has not been expended by the date, the Planning Commission
shall hold a public hearing to determine the disposition of the
money.
12. Other Business.
Dale Clark reported that Connie Edmonston and himself will be
attending a HCRS Grant workshop to investigate grant money for
Wilson Park. This will be at Harrison on March 6th.
