DRAWER F 72702 (501) 521•n00 PRAB January 24, 1984 and Recreation Minutes of the Advisory Board came to order at 4:10 pm. January 10, 1984 meeting were approved 1. Orientation:i Chairman David Lashley gave a brief orientation to start a new year. He stressed the importance of attending PRAB meetings and taking an active role in the committee structure. The committees are to have meetings in which to recommend policies for the approval of PRAB. Motion: Ryan/Sego To approve the PRAB committee appoint- ments as suggested at the January 10th meeting. Passed unanimously. 2. Annual Review of PRAB with the City Board of Directors: PRAB recommended Tuesday, February 14 as the meeting date for the annual review with the City Board. Dale Clark is to check with Mr. Grimes if the date is agreeable with the City Board. PRAB stressed that the date and time was flexible with them and that it could be changed to meet the schedules of the City Board. PRAB is to meet at 4 pm, reffeshments for the City Board will be at 4:15 followed by an hour meeting starting at 4:30 pm. Connie Edmonston will confirm the date with both City Board and PRAB as to the date, time and meeting place. The program outline for the meetingis as follows: I. Slide Show - Connie Edmonston II. Introduction - David Lashley III. Organization - Dale Clark IV. Facilities & Development - Bill Waite (To include the Master Plan of Wilson Park) V. Personnel & Recreation - Rodney Ryan Connie Edmonston is to update the Capital Improvement Program, Long Range Plan (indicating plans for 1984), and the Park Plat Priority List. Speakers are to have an outline of their speach in to Connie by Friday, February 10th to be placed in a booklet. 3 Review of Organizational Chart & Job Descriptions: PRAB Deferred the organizational chart and job descriptions to be reviewed by the Personnel & Recreation Committee for their recommendations to PRAB. Children's Theatre: City Board of Directors approved for the Parks Department to apply for the Arkansas Arts Council Grant to support the Children's Theatre Program. The total budget for the grant was $7,553 (AAC to budget ; of graduate assistantship of $2,625 and the City the other half of $2,625) The remainder of expenses of the budget will be paid from admission fees collected. Currently the program has a capital fund of $503 for future construction of a stage. A new session started January 9. Gary Cupp is the instructor. Enrollments were as follows: Beginning Acting Grades 1-3: 7; Grades 4-6: 11; Advanced: 8 TOTAL of 26 participants 5. Future Recreation Programs: Dr. Ryan discussed the possibility of offering a Community Band program in the summer. A good program could be devised in working with the High School Band Director to have concerts in the parks. A tentative meeting is set for the last of February with Mr. James Bryant. PRAB also discussed Arts Live program. The Board referred the coordination of recreation programs and possibilities of new programs to the Personnel and Recreation Committee to investigate. FACILITIES & DEVELOPMENT 6. Asbell Gym Renovation Status: Dale Clark reported that the inside of Asbell is completed and that they are playing a few games on the new floor The outside brick work and foyer are not completed yet. PRAB recommended to have open gym when the work is completed and to get good publicity on the worthwhile project. 7. Walker Park North and Charles J. Finger Park: City Board of Directors approved bids for the playground equipment and picnic facilities with C.D. money as follows: Bergfeld: 2 Softball backstops 1 set combination football/soccer goals 1 set Jr soccer goals Tot playground structure (redwoods 2 merry-go-rounds • 0 PRAB Page 3 1-24-84 FAYETTEVILLE, ARKANSAS F. 0. (Continued): 72702 (501) 521-7700 Natural Structures: 4 - Picnic table shelters 2 - Redwood playground structures 8 - Redwood picnic tables Miracle: 10 - Permanent park benches 4 - Swinging park benches 1 - 20 ft hexagon redwood pavilion 1 - 32 ft hexagon redwood pavilion 8. Lake Sequoyah House Renovation: Dale Clark renorted that the agreement with Vernon Berfeind to renovate the house in lieu of.rent was approved by Mr. Grimes. 9. Swimming Pool Report: Connie Edmonston has been working on programs and policies for the City Swimming Pool. PRAB approved for the pool opening dates to be tentative set for May 26 thru September 3. This will make 14 weeks of operation. OTHER BUSINESS: 10. Agendas: It was the consensus of the Board to have Connie send out agendas on the Friday before the Tuesday meetings. Board members are to have material in to Connie by Friday noon for the agenda. 11. Lake Fayetteville South Shore Site (Zion Road): Dale Clark reported that they have been having problems again with the congregation -at Lake Fayetteville South Shore Park and the police recommended that the park be closed. PRAB consensus to close the gate throughout the bad weather months. The road needs to be repaired and railroad ties set to block off the turn around areas in the park. The trinocular microscope and attached camera will cost $1434.73 from Sargent -Welch, making your Board's Trust Donation $717.37. We are very greatful for this opportunity to improve our instructional material for students and the general public. If it meets with your group's approval, we would like to spend the remaining $182.63 on pine trees to continue the perimeter planting project you have assisted us with in the past. We are very, very pleased with the cooperation we have received from you, and the highly competent assistance we have gotten from Bob Braswell and the City workers you sent us. Particular mention should be made of the very fine job being done for all of us by Connie Edmonston.
