The Parks and Recreation Advisory Board came to order at 4:05 pm.
MINUTES: Minutes of the December 13, 1983 meeting were approved.
BUSINESS:
1. PRAB Members: Phil Thompson was appointed as
member by the City Board of Directors. He is
student in the Horticulture Department at the

2. Election of Officiers: Melton/Ryan Motion to elect the
following members as officiers of PRAB:
Chairman: David Lashley
Vice Chairman: Rodney Ryan
Secretary: Beverly Melton
Motion passed unanimously.
3. PRAB Committees: Committees of PRAB are as follows:
Facilities & Development: Bill Waite (Chair), Frank Rackerby,
Romey Thomason, Phil Thompson
Personnel & Recreation: Beverly Melton (Chair), Rodney Ryan,
Charlie Sego
Budget:' David Lashley (Chair), Bill Waite, Beverly Melton,
Rodney Ryan
Public Relations: Frank Rackerby, Romey Thomason
4 Lake Fayetteville Boat Dock Operator: Jim Carney, the new
Boat Dock Operator at Lake Fayetteville, was introduced to
PRAB. He will start on Sunday, January 15.
5 Wilson Park Master Plan: Dr. Al Einert presented a pre-'
liminary master plan of Wilson Park to PRAB for their
comments and recommendations. He stated that the concerns
or problems that he tried to address were: parking,
separate pool and tennis parking, security of the park after
11 pm, keeping vehicules out of the park where they are not
intended, security and safety of children in the play area
(equipment and vehicles), erosion of Skull Creek (and east
side), need for landscaping (asthetics), an entrance way,
and to relocate the park maintenance facility. He also
considered jogging trails, a place for concerts, better picnic
areas, need for signs, rest room improvements, and sidewalk
improvements.

Comments of PRAB:
Questioned whether to leave the softball field or not"'r›,',
Tennis Center: not to include concessions
Placing a gazebo which would be maintenance free in the south-
east corner of the park
An area in the creek for children to play in. First will need
to check with the Health Department and the creek water
quality. Do not want to encourage kids to get in the
creek if it is unsanitary.
Will need more deck area and another kiddie pool at the City
pool.
Make parking lots with only one entrance.
Need sidewalks around the entire perimeter of the park

a problem.
Need to beautify the creek area. Like waterfountainsin the

Dr. Einert stated that he hopes to be completed by the
mid part of February. He was invited to speak at the Maple
Hills Garden Club about the Master Plan of Wilson Park later
this week. He will get some of the clubs feedback also on
the preliminary plans.
Lake Fayetteville Environmental Center: David Lashley
read a letter from Hal Brown requesting $ 717.37 for a
trinocular microscope and attached camera and $182.63 for
pine trees to continue around the perimeter of the
Environmental Study Center. PRAB had agreed to donate
$900 from the Park Trust for purchase of a microscope.
Motion: Melton/Ryan To donate $900 to the Environmental
Study Center for a microscope and the pine trees. Motion
passed unanimously. (See letter enclosed)

7 ANNUAL PARK TRUST FUND MEETING: David Lashley reported that
as of December 31, 1983 the Park Trust Fund was in a CPA
Account in First Federal of Arkansas Heritage with a total of
$6,684.63. The checking account has $124.45. The contribu-
tion of the J.K. Gregory Charitable Trust was $2700. This
gives a grand total of $9,509.08 in the Park Trust Fund as
of December 31, 1983.
8. Walker Park and Charles J. Finger Park CD Money: Dale Clark
reported that bids came in on Monday and that he will
review them with Sandra Carlisle on Wednesday. Bids were
received from Miracle, Gametime and Natural Structures.
9. Arkansas APts Council Grant for Children's Theatre:
Connie Edmonston informed the Board that it was time to
submit another Arkansas Arts Council Grant for the
Children's Theatre. Motion Ryan/Thomason To recommend
to the City Board of Directors to apply for a grant from
the Arkansas Arts Council to help support the Children's
Theatre program.
Edmonston stated that a new session is starting this
week and she will report the attendance at the next PRAB
meeting.
10. Industrial Park: Dale Clark reported that he had attended
a finance meetingrn with the City Board of Director's
committee and they agreed for $2,000 be budgeted for a
Master Plan of Industrial Park in 1984. PRAB stated that
research needs to be done to see if the Model airplanes
radios would interfere with the Industries in the area
and also the safety area of the glide path needed.
11. Green Space Ordinance: David Lashley said that he met with
Jim McCord who had an updated map with more dots on it (in
order to represent a more definite plan for parks in the
different districts to be presented to the Supreme Court.
Once this Ordinance is accepted, fees can again_be charged
for Green Space.
12. Annual Review of PRAB with the City Board of Directors:
PRAB would like to tentative set this early in February.
They will discuss it at the next PRAB meeting.
