December 13, 1983
The Parks and Recreation Advisory Board came to order at 4:06 pm.
MINUTES: Minutes were approved with the correction of Item
number 3 to read the Park and Recreation Trust Fund instead
of the Gregory Trust Fund.
1. INDUSTRIAL PARK: David Lashley reported that Industrial
Park will lease approximately eighty acres of the flood
plain to the City on a 30 -day basis. The land is also
for sale for the amount of $1,000 per acre. It was the
common consensus of PRAB not to recommend to the City
Board of Directors the purchase of this land.
The Model Airplane Club had requested a certain part of
the area. However,
the area in which the Model Airplane Club requested will
limit the Park Department plans for placing soccer and
softball fields. PRAB highly recommended that they need
planning into. the project.
MOTION: Rackerby/Melton To recommend to the City Board
of Directors to lease the flood plain property offered
by Industrial Park and to have a Master Plan developed for
maximum use of the area. The PRAB would like to have
this item placed on the next City Meeting's Agenda.
PRAB discussed possibilities of useage of the land including
soccer practice fields, softball practice fields, Model
Airplane Club Flying Range, picnic facilities, basketball
goals, and park benches. They stressed that conflicts in
the area from the use of high frequency control of the
model airplanes needs to be determined.
2. LAKE SEQUOYAH HOUSE: Dale Clark reported that City Manager
Don Grimes gave his consent to let Vernon Burfine move a
RV by the house and to work on the house. His labor would
thus be traded in on rent of the house at $150 per month.
The Park Department crew will help Mr. Burfine with jobs
such as roofing the house. (Mr. Burfine is the new Park
Grounds Keeper.) Clark will check with the City Planning
and Zoning Offices for procedures in which to take. Also
a contract will be needed.

3 CD ALLOCATION FOR WALKER PARK NORTH AND CHARLES J. FINGER PARK:
Connie Edmonston reported that CD Director,•Sandra Carlisle
is in the process of getting the bids out for the playground
equipment and picnic facilities for the parks. Mrs. Carlisle
stated that Bid Openings will be January 9th, 1984 at 10 am,
CD Office.
4. JOHN REED LAND: David Lashley reported that Mr. Reed is
waiting for the City to correct the flooding problems at
his residence before donating his land to the Parks.
5. GREEN SPACE ORDINANCE: David Lashley, Jim McCord, Larry
Wood, Ernie Jacks, and Connie Edmonston met concerning
the clarification of a park plan to meet the Supreme
Court ruling. The map prioritizing future park areas
will be presented the same only with twelve districts
(transportation zones). These will help specify specific
locations of parks. Connie Edmonston is to ask Bobbi Jones
when the ordinance will be reimplemented.
6. CHARLES J. FINGER PARK: A time table/phase needs tobe
organized according to the Master Plan devised by Al Einert.
Items to be included are resources; what to be done;
time table such as one year, 5 years, 10 .years,. etc.;
Clark, Edmonston and the Facilities Committee are to devise
the phases to be reviewed by PRAB.
7. ASBELL GYM RENOVATION: Dale Clark reported that it is going
slow. The portable bleechers, scoreboard, volleyball
standards, and portable basketball goals are all purchased.
8 ASBELL PARK: Dale Clark reported that the soccer fields are
looking good. There is still some water standing between
the gymnasium and the trailer, but not on the soccer field.
9 TURKEY TROT: Connie Edmonston reported that there were
one hundred and forty-four participants in the 2nd Annual
Turkey Trot. She said it worked well both for the Parks
Department and the Civitan Club and that she would
recommend for them to do it again next year in conjunction
with the Club.

10. LAKE FAYETTEVILLE BOAT DOCK OPERATOR: Dale Clark reported
that five people will be interviewed for the final
selection of Boat Dock Operator this Thursday starting at
10 am. There will be a "going away party" for Polly Robbins
on Thursday, December 22.
11. MASTER PLAN: Connie Edmonston is to check with Al Einert
as to the progress of Wilson Park Master Plan.
12. OTHER: PRAB discussed that they needed to update and
critique the Departments Long Range Plans, job descriptions,
etc. (Possibly the first meeting in February)
NEXT PRAB MEETING: Tuesday, January 10, 1984 at 4 pm,
Continuing Education.
