Special Meeting
PRESENT: Dale Clark, Bill Waite, Rodney Ryan, George Knight,
David Lashley, Romey Thomason, Charlie Sego, Al Einert,
3 Graduate students from the U of A, Connie Edmonston
Meeting came to order at 4:03 pm at the Youth Center.
MINUTES:
Al Einert presented PRAB with the Master Plan of Charles J. Finger
Park.
Dr. Einert stated that a ground well was found in the proposed
parking lot. He spoke with the Engineers and it will be capped
with a City manhole covering. It could possibly be tapped
later for water in the park.
Einert suggested that the trails should be relocated periodically.
He further recommended that the area needs to be geographically
studied. Could possibly have University groups to study the birds,
rocks, etc to make interpertive signs for the park.
The house was owned by Taylor (Mr. Grimes had burned the house).
Einert had contacted Helen Finger Leflar, child of Charles J. Finger,
for research about the area. He found that Charles J. Finger
was English and he wrote "A Guide to Arkansas".
PRAB recommended that research needs to be continued on Charles J.
Finger.
Einert proposed the following projects to be completed: parking
lot, fencing, brush hogging, entry way, rehabilitating the.
old barn, engineering the pond.
MOTION: To recommend to the City Board of Directors approval of
the Master Plan of Charles J. Finger as proposed by Dr. Al Einert.
Rodney Ryan/George Knight. Motion passed unanimously.
PRAB discussed that a time frame and phases need to be devised in
developing the park as proposed by Dr. Einert.
PRAB also discussed with Dr. Einert their concern for a Master Plan
on Industrial Park and an inventory plus Master Plan on certain parks.
It was the concensus of PRAB to move along with Industrial Park Plans
once the snags on the 30 day lease and the land is pinpointed.
David Lashley will visit with Dale Christy concerning the matter

before the December 13th Meeting.
Dr. Einert expressed that he would like to have the NW Regional
Master Plan of the Parks Booklet.
PRAB will continue their Fall Tour on Tuesday, December 6 at 7am
starting at Wilson Park Swimming Pool Parking Lot.
The last Board meeting will be Tuesday, December 13 at 4pm,
Continuing Education.
