The Parks and Recreation Advisory Board came to order at 4:05 pm.
MINUTES: Minutes were approved as mailed.
BUSINESS:
1. Playground Equipment for Charles J. Finger Park and Walker
Park North: Ron Bales from Apex Playground Manufacturer
was present at the Board meeting to answer questions regard-
ing wood equipment versus metal. It was the common consent
of the Board to get redwood play structures. Sandra Carlise
from CD is waiting for the list of equipment needed and will
help write the specifications for the equipment. Mrs.
Carlise stated that it would be easiest to bid equipment
for both Finger and Walker Parks at the same time. Mr. Bales
stressed that the specs need to include the kind of wood,
pipe, type of coating and signs.
2. Model Airplane Flying Club Request: Bob Waldren representing
the Model Airplane Flying Club stated that their club now
has approximately fifty members. He further stated that
before the club would have to move from Lake Fayetteville
265 site or before they have an accident, they would like
to be relocated in the flood plain of Industrial Park.
The area in Industrial Park would be an idea. site in that
it would not disturb people, is not in a housing area, etc.
Mr. Waldren has spoke to the Industrial Park Committee. The
Committee has made a Resolution that the flood plain be used
for recreation as the Parks and Recreation Advisory Board
desires.
To be a member of the Model Airplane Club, one must fly and
belong to the American Modeling Association that has $100,000
liability clause and the proposed site is laid out as such
to abide by the Association's standards. The approach area
for the strip would need 2400 feet on each side. Improvements
needed as requested by the Club are as prioritized:
1. Road to the area $1,800.
2. Drainage conduit & grading $1,800.
3. Removal of trees on the South$2,000.
4. Area smothed & sodded for
runway $1,800.
5. Build 30' x 40' covered
pavillion $2,800.

2. (Continued) This would give the project a total of $10,200.
The figures were based on outside contractors. Mr. Waldren
said that he had visited with David McWethy who said that
the City crews could probably help to cut the cost and that
the DWI program could also help out. Mr. Waldren stated
that the Club would keep the area moved and maintained with
no expense to the City. The Club is requesting 35 acres.
All the flying would be done back to the east towards the river.
The Flying Club is basically adult orientated however they
would like to get the youth involved with a little race
track. At the current location on 265, they do not have enough
space to provide the race track.
Reaction from PRAB: PRAB stated that they have always been
reluctant to spend money on land and improvements that is
not City owned. The Resolution from the Industrial Park
Committee scares them. Dale Christy told David Lashley
that the Committee put that clause in due to the fact they
would someday like to sell it and they need the 30 day
clause. The land in -the area would cost approximately
$1,000/acre. PRAB is also considering other recreational
activities in that area and feel that they first need a
Master Plan of that area if they are going to put funds
into the area. The area committed by the Resolution is not
well defined. Parks would like to have the 1190 line.
Mr. Waldren commented that the longer they go in the existing
site, the more risk they would take in destroying property or
in having an accident. The Club this past summer had to quit
flying so that people could pick strawberries in that area
patch. Mr. Waldren went on to say that they could live with
having only the road fixed, trees down and area graded out
at Industrial Park. There is no water or sewer in that area
that they know of.
PRAB stated that "We will support you. . ." Initially they
had expected to get the land at Industrial Park - they were
surprised with the 30 day lease. Mr. Waldren stated that
the Club would like to be out in the area by Spring.
PRAB position was that they need some time on the matter.
The budget for 1984 has already been submitted, however they
probably could still help do some of the projects.
PRAB went ahead to state that "We have every intension to
work it out to move you all down there."

2. (Continued) Mr. Waldren again stated that they had two
crashes on the south end close to houses, now they are
flying big airplanes, the strawberry patch in now lcoated
close by, and that luck will run out on them.
PRAB Position: "We agree with the principle of locating
the Model Airplane Flying Club out there, but question the
financial involvement with special interest clubs." PRAB
agreed that they need to have a position on funding special
interest groups at this time.
David Lashley will followup with Dale Christy on the 30 day
snag. Once this is finalized, PRAB recommends to the City
Board of Directors to have a Landscape Master Plan of the
area in Industrial Park developed.
3. Lake Fayetteville Environmental Study Request: Hal Brown
spoke to Connie Edmonston about helping to fund the Study
Center with a Teaching Microscope. Last Spring PRAB had
donated $1,000 to help purchase a pontoon boat and as an
incentive for the School Systems to help. Both the Fayetteville
and Springdale School Systems came up with tho ey to
buy the pontoon boat so the $1,000 from the Trust
Fund was not needed. PRAB donated up to $300 for the Envir-
onmental Study Center to survey and map Gregory Park, and to
identify the trees. Students were going to do this with
the University confirming their finding. This money was
also to be taken from the Park Trust Fund. Hal Brown stated
that two surveys have been completed, 16 stations pin pointed,
the map and inital survey from the University is completed.
The schools will use this for identifying trees, botony and
english classes in the Spring.
The Fayetteville and Springdale Rotary Clubs were going to
donate money to purchase the Teaching Microscope.
Fayetteville Rotary Club has came up with the money, but the
Springdale Rotary Club might be backing out of their half.
Hal Brown asked if the PRAB would be interested in donating
money for half of the microscope amounting to $800 to $900.
The Teaching Microscope would be used for slide shows for
the public, science fair projects, and water quality studies.
It has a camera attached to it.

Microscope for the Lake Fayetteville Environmental Study
Center if the Springdale Rotary Club and any other group
does not provide the funds. However, the Board would like
to have some publicity in return.
4 Charles J. Finger Park Master Plan: Al Einert would like
to meet with PRAB for their recommendation. of Charles
J. Finger Park Master Plan before it is submitted to the
City Board of Directors. Al Einert will make his presen-
tation on Tuesday, November 29 at 4pm, at the Youth Center
in Dale's Office. Board members are urged to attend.
PRAB recommended that at this time they also check on their
Master Plan/Platting priority list and how it would fit in
with Al's schedule.

6. Green Space Ordinance: David Lashley reported to the Board
thatthe Green Space Ordinance was proved vague by the
Supreme Court, but was not considered as unconstitutional.
City Attorney Jim McCord is setting a meeting with David
Lashley and Larry Woods to take the vagueness out so that
they can continue to collect the fees and/or land.
7. Asbell Gym Renovation: Dale Clark reported that Don
Hunnicutt Construction is working on Asbell Gym. In addition,
a new scoreboard, water fountain, portable basketball goals,
portable bleachers, and volleyball standards and nets were
ordered to complete the project.
8 Lake Sequoyah House: Dale Clark reported that Don Hunnicutt
looked at the house at Lake Sequoyah and quoted it would take
$20,000 to get the house back into shape. Dale recommended
that it might be wise for the City to buy the material and
get someone that is handy to do the work to live in it.
Dale will investigate into the matter.
