DRAWER F 72702 (601) 621-7700 Parks & Recreation Department PRAB November 8, 1983 The Parks and Recreation Advisory Board came to order at 4:05 pm. MINUTES: Minutes were approved as mailed with the correction of Charles J. Finger Park. BUSINESS: 1. Status of Lake Wilson: Dale Clark reported that the Water and Sewer Department tried to find the spillway line underneath the inside of the dam at Lake Wilson. They were unsuccessful so Dale is trying to get the Street Department to try with their machinery. 2 Chanter of Commerce: PRAB discussed that they need to get in contact with the Chamber of Commerce concerning the publicity and industries to help volunteer in the parks. These were ideas that the Chamber of Commerce Beautification Committee recommended at a previous meeting to PRAB. 3. Industrial Park Land: The Industrial Park Committee has approved to let the Parks Department use the flood plain land that was previously requested. The Industrial Park Committee left the useage up to PRAB. Soccer, the Model Airplane Club and additional softball/baseball fields have been discussed. PRAB felt that a thirty day notice lease is not enough. They would like to have futher clarification of what land and the thirty day notice from the Committee. Dale Clark is to contact Dale Christy for this information. 4. Date for Fall Park Tour: PRAB decided to take their annual Fall Park Tour on Wednesday, November 16 from 7am until 9am starting at the Wilson Park Swimming Pool new parking lot. The tour will take place regardless of weather. Donuts and coffee will be provided. 5. Green Space Ordinance: Dale Clark reported that the Supreme Court ruling on the Green Space Ordinance was that the "Cit4's. parks plan is not sufficiently definite to enable the City to required a subdivider to dedicate land for park purposes or make a monetary contribution in lieu of such dedication. The Supreme Court did not address the constitutionality of imposing such a requirement on a sub- divider. " It further stated that the parks plan would need 1 PAYETTEVILLE, ARKANSAS P. 0. PRAB members were puzzled in that the Court viewed the park's plan as vague. 6. Lake Fayetteville Boat Dock Operator: Dale Clark reported that James Wood has not made his mind up as to whether he would like to move to Lake Fayetteville. Advertising for the position will be taking place soon. 7. Job Description Handbook: A Job Description Handbook needs to be inserted in the Long Range Planning Booklet. 8. Autumnfest Report: Inserted into the minutes are the results of the events that the Parks Department sponsored for Autumfest '83. They are as follows: Grade School Art Contest: 97 entries Youth Pet Show: 21 entries. Picture with the Lion: 28 people Bicycle Decorating Contest: 6 entries Belly Dance Show: Magic Show: All had very good attendance Children's Theatre: at both the Mall & CCE Building Rodney Ryan helped with the Pet Show; Frank Rackerby with the Picture of the Lion; and Bill Waite with the Bicycle Decorating Contest. 9 Walker Park North: Dale Clark reported that the grass planting on the playing fields at Walker Park North have been accepted and soccer will move in the area this spring. 10. Babe Ruth Lights: The Babe Ruth Board guaranteed that the lights at the Babe Ruth fields will be up by Spring or sooner. 11. Turkey Trot: The 2nd Annual Turkey Trot will be held this Saturday at 10 am, Razorback Track. Rodney Ryan will help present the awards. 12. Children's Theatre: Connie Edmonston reported that the second 8 -week Children's Theatre classes did not have a very big response so she passed notes out in the schools to advertise, and had a very good response. The Grades 1 thru 3 Beginning Class has fifteen students enrolled, the Grades 4 thru 6 has ten, and Advanced Acting class will meet this Thursday (Six are expected). H FAYETTEVILLE, ARKANSAS F. 0. Ballfield Concession Report: Dale Clark reported that the revenues for the summer concession at the ballfields was $11,900.72 and the total expenses was $9,650.60, giving a net profit of $2,240.12. Dale Clark had requested that the profits be put back into the Ballfield improvement projects. He received a note from Finance that that as it stands the concession profits is a general fund income and cannot be used without the Board changing it. It will be reviewed with the Finance Committee during budget hearings. NEXT PRAB MEETING: Tuesday, November 22, 1983 at 4 pm, Continuing Education Building. MEETING ADJOURNED at 5:05 pm.
