The Parks and Recreation Advisory Board came to order at 4:11 pm.
MINUTES: Minutes were approved as mailed.
BUSINESS:
1. PRAB Finanace Committee Meeting: The 1984 budget for the
Parks and Recreation Department is due on Friday, October 14.
PRAB Finance Committee will meet on Thursday at 1:30 pm at
the Youth Center to review the budget.
2. SW Bell: Dale Clark stated that SW Bell Telephone Company
wants a 20' x 20' easement in Gregory Park at the corner of
Woodland and Sycamore Streets in order to build a cement plat-
form for their equipment. PRAB approved the easement with a
verbal acknowledgement to give the Parks Department $200 for
the easement.
3. Charles A. Finger Park: The work schedule of Charles A. Finger
Park between the landscape architecht Al Einert and Community
Development Sandra Carlisle concerning the placement of the
parking lot were controversial to each other. The problem
was brought to the attention of the Parks Board and it was
the Boards recommendation to see if some agreement could be
reached between the two. If an agreement could not be met,
it was the consensus of the Board that utilizing CD money
was priority in developing the park.
4. Plans for Walker Park North and Charles A. Finger Park:
Playground manufacturers Miracle and Apex presented plans
for facilities in Walker Park North and Charles A. Finger
Park. These plans will be held on Charles A. Finger Park
until the Master Plan is developed. The Board discussed the
facility layouts of Walker Park North. The plans will be
discussed in more detail at a later date.
5. Sand Volleyball Court: Bob Emerson from the Ozark Volleyball

the sand volleyball court at Lake Fayetteville South Shore Site.
They cannot find a civic club to help pay for half of the sand
bill in the amount of $283.

5. Sand Volleyball Court: (continued)
Motion: Melton/Ryan To finance the bill of $283 to pay for
the debt of the sand for the volleyball court. The PRAB also
recommended a sand volleyball court to be in the plans for
Walker Park North Park.
6. Moon Walker: Dale Clark reported that he was asked to place
a Moon Walker in Wilson Park in which a fee would be paid.
Motion: Thomason/Ryan To deny the request since it is the
City Ordinance that vending in prohibited in the Parks.
7. Wells Fargo Grant: Dale Clark reported that Wells Fargo
is still contacting him regarding a grant for a fitness trail
in the parks. The University of Arkansas Intramural Depart-
ment received this grant for the handicapped course. PRAB
decided to wait and see how the University's grant goes.
8. Other: Dr. Ryan suggested that some cities were utilizing
their civic clubs to help develop their parks. Each civic
club had their own park in which they were responsible for
developing. This might be a project that would be beneficial
to the department.
MEETING ADJOURNED: 5:30 pm.
NEXT PRAB MEETING: Tuesday, October 25 at 4pm at the Continuing
Education Building.

ATTENDANCE: Dale Clark, Rodney Ryan, Beverly Melton, Romey Thomason,
Connie Edmonston
