The Parks and Recreation Advisory Board came to order at 4:15.
MINUTES: Minutes were approved as mailed.
BUSINESS:
1. Asbell Gym Renovation: Dale Clark reported that there were
six bidders for the renovation of Asbell Gym. Low bid went
to Don Hunnicutt for $40,756. There will be a change order
for additional electrical cost depending on what they find.
Asbell Gym Bid Award will be at the City Board of Directors
meeting on October 6, 1983.
2. SBA Grant: Connie Edmonston reported that SBA called and
the Parks Department was awarded the SBA Grant. However,
they placed the stipulation that the grant must be
competed by Friday, September 30 (only four days after
notification). The Parks crew will start on preparing
for the unemployed workers which will begin work on Wednesday.
Bids for the landscaping went to Kelchner-Mohney Greenhouse.
Mr. Mohney will also provide supervision by a licensed
nurseryman for the installation of the shrubs. This expense
will be included in the grant money.
3. Autumnfest: Connie Edmonston reported that Parks & Recreation
Department is sponsoring ggeevents in the Autumnfest. These
events include Youth Pet Show, Grade School Art Contest,
Youth Bicycle Decorating Contest, Picture with "Ringo" the
Lion (owned by Bill Faubus at Lake Wilson), Youth Theatre
Production, Magic Show by Wizard of the Ozarks Apprentises,
and Arabian Nights Belly Dancers. Autumnfest will take
place on Friday, Saturday and Sunday. September 30 —October 2.
4. Lake Wilson: Bill Faubus who is the tenant at Lake Wilson,
is having problems with gas and oil being in his water. It
was the understanding that Bill would build a bathroom on to
the house at Lake Wilson. The bathroom is completed, however
the water is stilt unfit to drink. Bill hauls his drinking
water in and takes a bath at his parents. Dale Clark said
that he is looking into hooking up a treatment facility to

pipe the water from the Lake up to the house. They would
need a purifier, filter and holding tank. Clark is
investigating the matter. He also reported that the Lake
is still leaking through the gates of the tower.
5. Volleyball Court at Lake Fayetteville South. Shore Site:
The sand volleyball court is completed at Lake Fayetteville
South and the public has been requesting use of the facility.
Dale Clark reported that the additional funding of $183 to
pay for the court will come from the Green Space donated
by Parkland Apartments in the Northeast Park District.
The Parks Board expressed that they should consider
building more sand courts at various park sites.
6 Facilities & Development Committee: Miracle and Apex will
be presenting their professional designs of both Walker Park
North and Finger Park facilities on Wednesday, September 28
at loam and on Thursday, September 29 at 2:30 (Apex).
7 School Pavilions: Dale Clark reported that the schools have
agreed to take over reserving their own school pavilion.
8. Walker Park North Parking Lot: Bill Waite reported that
the join agreement of the parking lot has been completed by
the City and U.S. Naval Reserve.
9. Park and Recreation Trust Fund Report: David Lashley reported
that in savings on 8-1-83 there was a total of $3,639.10 with
$276.80 in Interest and J.K. Gregory Trust donation of $2,700
giving a balance of $6,615.90. The Checking Account has
$22.50. The City sent a check for $3,000 which went to the
Downtown Square Flower Fund.
MEETING ADJOURNED at 4:51 pm.
NEXT PRAB MEETING: Tuesday, October 11 at 4pm at the Continuing
Education Building.
