MINUTES: Minutes were approved as mailed for the July 26, 1983 meeting. BUSINESS: Park Facilities and Developments; 1. Asbell Renovation: Connie Edmonston reported that the specifications were given to Sturman Mackey for the bids. 2. Walker Park North: Dale Clark, Sandra Carlisle, Bill Waite, and Connie Edmonston met with Miracle Playground Equipment District Manager, Tom Beverly to design the picnic/play areas of Walker Park North. Apex Company is also designing the park. The Board gave their approval for Miracle to present their proposal in three-dimensional drawings. 3. Charles A. Finger Park: The Board gave their approval for Miracle to present their proposal in three-dimensional drawings also for Charles A. Finger Park. Connie Edmonston said that Leon Cox, a resident on 1400 East Farmers called about the placement of the parking lot on East Farmers. He said that the road was already substandard and that in the future it could create some problems. He also stated that he would like to have a fence placed between him and the park to keep the public off his land. An entrance from the trailer court to the park would also be helpful. PRAB stated that they will consider his recommendations, but felt that since East Farmers was paved, people would use it instead of the: gravel road (West Farmers Road) even if the parking lot was placed off of West Farmers Road. 4. City Swimming Pool: PRAB recommended that the City Pool be closed after Labor Day weekend on September 6th. Hours of the pool are 4 - 6pm Monday thru Friday, 12:30 - 8pm Saturday, 12:30 - 6pm Sunday. Connie Edmonston is to investigate other city pools that keep water in their pool during the winter. 5. Lake Fayetteville Environmental Center: PRAB donated $1,000 last spring for the Study Center to purchase a pontoon boat. Hal Brown said that both Fayetteville and Springdale school systems donated money for the boat. The Study Center said that they still were in need of some testing devices and could use the Parks Trust money for such purchases. PRAB approved to donate $1,000 to the Lake Fayetteville Environmental Center from their Trust Fund for such purposes. Hal Brown is to provide PRAB with an itemized list of items purchased from the donation. 6 Lake Fayetteville: Lake Fayetteville Boatdock is having problems with the lilly pads. The sailing class from the University called about the problem. Connie Edmonston is to visit with Hal Brown and Rick Meyers from the University for the best solution in which to resolve the problem. Dr. Ryan suggested that in the future there needs to be more dock stalls at Lake Fayetteville. The Board agreed to add this to their long-range plans. Programs: 7. Youth Theatre: Connie Edmonston reported that Youth Theatre classes will be starting on Monday, August 29 meeting at the Youth Center. Classes offered are: Beginning Acting for Grades 1-3 and 4-6, and Advanced Acting. Gary Cupp is the Graduate Assistant who will be conducting the class. Guidelines for the Youth Theatre were presented to the Board. (See enclosure) 8. Volunteers in the Parks: Connie Edmonston is working on some volunteers from the University this fall for service projects in the parks. Phi Delt pledges are scheduled to work in Wilson Park on September 1. FAYETTEVILLE, ARKANSAS F. 0. DRAWER F Page 3 PRAB August 23, 1983 Other Business: 72702 (501) 521.7700 9. Levi Strauss Grant: The Levi Strauss Grant application for Greathouse Park was denied by Levi Strauss Company. 10. Pavilion Useage Policy: Connie Edmonston suggested having the public to rent the pavilions for $5 per hour which would go towards paying a supervisor. She feld it would cut down on breakins and their vandalism problems. Staff will investigate into the matter. 11. Ozark Flyers: David Lashley reported he was contacted by Tom Hughes to move the Model Airplane flying range to Industrial Park. Lashley responded that Tom Hughes would need to visit with Dale Christy concerning the matter. MEETING ADJOURNED: NEXT PRAB MEETING: Education Building. D. DRAWER F "YOUTH THEATRE PROGRAM" GUIDELINES 74704 (501) 521-7700 PARKS & RECREATION DEPARTMENT 442-9242 The "Youth Theatre" Instructor is: 1. Under the direct supervision and guidance of the University of Arkansas as appointed by the Drama Department, Dr. Roger Gross. 2. Responsible to the Parks Director and/or Administrative Assistant. 3. Responsible for conducting Youth Theatre classes to meet the needs of the youth. 4. Must abide by the University of Arkansas Graduate Assistantship Standards. 5. The Parks & Recreation Department will pay the amount of a Graduate Assistantship to the University of Arkansas for a graduate student to administer and conduct a Youth Theatre Program. The graduate student will have their tuition wavierd and will receive their check from the University of Arkansas. 6. The Instructor is expected to be half-time and to spend at least eighteen hours per week conducting and administering a Youth Theatre Program for the Fayetteville Parks & Recreation Department. 7. The Youth Theatre Instructors responsibilities are: a. Have the approval of the Parks Department on all matters concerning Youth Theatre classes and the overall program. b. Sets a schedule of classes and conducts the classes. Classes are to meet as scheduled. Any deviations must have the approval of the Parks Department. c. Publicizes the program through the use of the newspapers, radio stations, brochures and the schools. d. Keeps accurate attendance sheets, enrollment fees collected and items purchased and donated for the program. e. Continuously seeks to upgrade the "Youth Theatre Program".
