DRAWER F 72702 (501) 627.E PRAB July 12, 1983 The Parks and Recreation Advisory Board came to order at 3:00 pm MINUTES: Minutes were approved as mailed. BUSINESS: 1. Lake Wilson: Dale Clark reported that Ralph Fourt, Fish and Game Biologist, recommended that Lake Wilson be drained. Dale is to visit with Mr. Bunn. 2. Asbell Dirt Work: The County has completed the dirt work. The Parks crew is responsible for discing, seeding and watering the soccer and softball fields. It will be planted with fescue, rye and burmuda. 3. Asbell Gym Renovation: Dale Clark reported that the School Administra- tion approved the renovation for Asbell Gym. 4. Charles A. Finger Park: The City Board of Directors officially named the park by Washington Mountain to be "Charles A. Finger Park". The Board approved for Bill Waite to"continue his plans for the park. 5. SBA Grant: Connie Edmonston reported that the City Board of Directors approved the Parks Department to apply for the SBA Grant totalling $2,033. The Grant will provide landscaping around the swimming pool and the castle area at Wilson Park. 6. Swimming Pool: Beverly Melton reported that there is definitely a parking problem around the pool. The Board decided to wait until next year for a sign stating "City Swim Pool" to be made. The Concession Stand also needs a sign. Dale Clark, Richard Naylor, Don Grimes, Beverly Melton, and Connie Edmonston met at the swim pool to discuss minor items to be completed at the pool. Dale Clark highly recommended that Naylor not have -to -pay the penalty at the swim pool. The Board recommended that there be deadlines for the items not completed. Meyer University of Arkansas 521-4147 Lou Vogele Fayetteville 442-8866 Connie Edmonston Administrative Assistant, Parks Department July 12, 1:30 pm Hal Brown stated that in the last few years according to his study performed by students from the public schools, there has been a rise in organic nutrient level of the lake which will harm the fish. They have not found a large amount of fish kill at the lake yet. People who fish at Lake Fayetteville reported that fishing has not been as good. The forum discussed that this could be attributed to the fact that there are more people fishing and therefore less fish per person. t I Page 2 PRAB FAYETTEVILLE, ARKANSAS F. 0. DRAWER F 72702 (501) 521-7700 Richard Meyer from the University of Arkansas said that we need to look at the recharge area for Lake Fayetteville. There are approximately six submerging springs in which most of the water comes into the lake. Ed Dunn from the State PC&E stated that we need to find the ground water maps and recharge areas. Mr. Meyer stated that nutrients affectthe quantity, not quality of the organisms. Parks need to look at the fish samples from the Game and Fish. The University of Arkansas has made many studies of Lake Fayetteville which are available through Les Mack (575-4403). Mr. Meyer stated that the water has been affected greatly by the climate. Rick Johnson from the Health Department reported that they had tested the well water north of the Lake which were highly contaminated. He said that there is an animal waste dump above the homes that was probably creating the problem and also in the water shed that runs into Lake Fayetteville. Mr. Johnson stated that they will continue taking samples in that area and will keep in touch with the new field guy from PC&E. Mr. Meyer suggested investigating the recharge areas of Lake Fayetteville. Connie Edmonston is to contact Ralph Fourt, Arkansas Fish and Game Biologist for samples of their test and how they are stocking and managing the fish in the Lake. Ed Dunn suggested that for a more effective fish management program, one might consider drawing the lake down. Mr. Meyer also stated that Dean Smith from the University of Arkansas Zoology Department has data on animal waste in Lake Fayetteville. Hal Brown will communicate with Rick Meyers as to the studies the University is doing at Lake Fayetteville and to compare their data. Mr. Meyer stated that there are symptoms of problems at Lake Fayetteville, but that there is no disease yet...
