Minutes
June 28, 1983
The Parks and Recreation Advisory Board came to order at 4:10 pm.
MINUTES: Minutes were approved from June 14 meeting.
BUSINESS:
1. Lake Fayetteville Water Quality: David Lashley visited with
Ed Dunn who is head of the State PC & E Clear Water Lake
concerning the water quality problem at Lake Fayetteville.
Mr. Dunn will meet with PRAB, Hal Brown, Rick Johnson and
Don Grimes on Tuesday July 12 at 1:30, Continuing Education
Rm 110. PRAB will hold their regular meeting following
at 2:30 pm.
2. Walker Park North: Bill Waite reported that the Navy has not
approved the contract concerning the parking lot/basketball
court at Walker Park North.
3. Washington Mountain: Bill Waite reported that he just received
a map of the land at Washington Mountain and will be calling
a committee meeting shortly for facilities at the park.
Sandra Carlise informed that playground companies such as
Miracle will help design a park free of charge.
4. Wilson Park: Beverly Melton reported that the swimming pool
is operating fine. There are a few problems such as shade
at the kiddie pool. The Board discussed the possibility of
using a parachute for shade. Richard Naylor, Project Coordin-
ator reported that the plaster work on the floor of the pool
is unsatisfactory and that he recommends that the City withhold
nine thousand dollars from the final payment to assure that
the floor is repaired to current acceptable standards. Repair
would have to be made at the completion of the swimming season.
The Board recommended for a meeting with Richard Naylor be
set to discuss the unfinished items at the pool. A checklist
will be made of items needing finished or potential problem
areas. Connie Edmonston is to setup the meeting with Richard
Naylor, Don Grimes, Beverly Melton, Dale Clark and herself.
It was the consensus of the Board not to cut the price of
"season passes in half for the last part of the season as they
have done in the past.

5 SBA Grant: Connie Edmonston reported that the SBA Grant
is ready and waiting approval from the City Board. Al Einert
designed landscaping around the swimming pool and castle at
Wilson Park for a total grant application of $2,033.
6. Ballfield Concessions: Connie Edmonston presented the Board
with the financial report of the ballfield concessions.
Expenditures were $2,003, Salaries $1,795, and deposits
$5,385, which gives acprofit of $1,587 as of the middle of
June.
7. Swimming Pool Financial Report: Connie Edmonston presented
a financial report of the swimming pool. See enclosed report.
8. Lake Wilson: Dale Clark reported that Ralph Fourt from the
State Game and Fish reported that the fish that were stocked
in Lake Wilson did not survive and that it was due to the Brim.
Mr. Fourt recommended that since the spillway is not holding
he would drain the Lake down to get rid of the Brim and to fix
the leak. The Board recommended that if the lake is drained,
it is important to publicize it.
9. Asbell Dirt Work: Dale Clark said that the dirt work at Asbell
is to be started by the County on'July 5th.
10. Asbell Gym Renovation: Dale Clark reported that Purchasing Agent
Sturman Mackey said that he could bid items separately as long
as they were under $2,500.
11. Babe Ruth Baseball Lighting Upchurch Electric was awarded the
lighting bid for Babe Ruth baseball field O1 for $10,000 to
be taken from the 1984 Sales Tax Budget for Parks. Babe Ruth
will install them.
12. General Operations: It was the consensus of the Board that
the Parks Department needs to bring up to standards and upgrade
the facilities, parks and programs existing and not to add more.
They discussed that it was not their intentions to use Sales
Tax for general operations but for special projects such as
the swimming pool.
