DRAWER F PRAB Minutes May 24, 1983 72702 (501) 621-7700 The Parks and Recreation Advisory Board came to order at 4:05 pm at Continuing Education Building. MINUTES: Minutes were approved as mailed. BUSINESS: 1. Lake Fayetteville Water Quality Report: Rick Johnson from the Washington County Hea th Department gave a report to PRAB concerning the water quality. problem with Lake Fayetteville. He said that in the past they thought the quality of the water was from septic tanks. His Department studied the water shed of the Lake Fayetteville area and found that everything south of Highway 68 and Price Mountain on the east all drained to Lake Fayetteville. All the houses north and south of the Lake are connected to either Fayetteville or Springdale's Sewer. There are lots of agriculture and chicken houses in the water shed area. Therefore, from their study they concluded that they could not say that septic tanks were the problem. Mr. Johnson reported that PC&E (Department of Pollution Control and Ecology) were examing the holding pond north of the Lake that feeds into Clear Creek (which feeds into Lake Fayetteville). The Company that is dumping is trying to get a permit for their operation. Residents in the area are having fly problems and their well water test have read "unfit to drink". PRAB expressed their concern of the water quality of Lake Fayetteville and concluded that they would send a letter to the Director of PC&E including Hal Brown's water quality test. The Board also discussed setting up a forum about the pollutant factors of Lake Fayetteville including Washington County Health Department, Hal Brown from Lake Fayetteville Environmental Study Center, Jim Brooks from PC&E, and Jamie Hueings also from PC&E. The date of the forum -will be set in June. 2. Asbell Gym Renovation: Don Hunnicutt presented the PRAB with estimates for renovating Asbell Gym. Asbell Gym committee set priorities for the projects. The committee consists of George Knight (Chairperson), J.D. Lyman (Asbell Principal), Melvin Price (School Buildings & Grounds Supervisor), Rick Tanneberger. Estimates were as follow: Interior: 1-A. Protect Ceiling $1,300. Protect Walls $3,800. 1-B. New flooring $5,925. 1-C. Lights - protection $ 700. Cut french drain $1,100. • FAYETTEVILLE, ARKANSAS P. D. Netting upper level 1-I. Repair Shower Walls 1-J. Repair Water Fountain Exterior: $1,700. $1,500 $2,300 $1,200 $1,100 $3,690 $ 200 2-B. Repair siding $12 to $14,000 2-C. Build East Foyer $6,200 2-D. Open Upstairs $ 200 2-E. Bleachers $1,800 2-F. Refloor Upstairs $4,400 TOTAL ESTIMATE $41,515. PRAB talked about leaving the upstairs as a balcony for spectators. Mr. Hunnicutt recommended piece bidding in order to save overhead fees. Dale Clark will check with Sturman Mackey for proecdures and also with the School Administration for their approval. The final step will be the approval of the City Board. This plan was adopted by the consensus of the PRAB. 3. Walker Park North Development: Bill Waite is taking the necessary steps for approval of the parking lot through the Naval Reserve and City Attorney; McCord. 4. Wilson Swimming Pool Report: Dale Clark reported that Mr Grimes said the swim pool renovation was on schedule. The date for opening is June 8. The City Board of Directors approved the admission fees as recommended by PRAB. Connie Edmonston presented the Board with a Staff/Policy Handbook for the City Swimming Pool. Motion: Knight/Melton To approve the Handbook. Passed unanimously. Beverly Melton reported that the pool art mural is June 3. Asbell Dirt Work: Dale Clark reported that he was waiting for final approval for the job to start. 6. Official Opening of the Swimming Pool: Connie Edmonston and Beverly Melton will work on an official opening ceremony of the swimming pool 7. Babe Ruth Lights: Dale Clark stated that he had quotes coming from three sources for relighting Field ¢1 at Industrial Park. An umpire was hurt due to the current lighting. Clark reported that he will have to get approval from the City Board at their next meeting. 8. American Legion Field: David Lashley reported that the American Legion were again unable to attend the meeting. It was the consensus of the Board to wait for the Legion to come before the Board with a proposal. 9. Job Description Handbook: PRAB discussed that each position needs a Job description that will be presented to the Board. Dale Clark recommended that it would be helpful for the Maintenance Supervisor, Bob Braswell to attend PRAB meetings.
