The Parks and Recreation Advisory Board came to order at 4:10 pm
at the Continuing Education Building.
MINUTES: Minutes were approved as mailed.
BUSINESS:
1. Lake Fayetteville Water Study: Hal Brown and student, Peter
Joenks rom the Environmental Center presented a study on
"The Effects of the Hydrologic Cycle on a Water Ecosystem."
The study involved test of underground well water, streams,
ravines and the lake's nutrient levels. Results indicated that
the largest portion of nutrients entering the lake were a
result of run off. Looking at the tributary, springs, and
flow area of the lake, it signified that the highest nutrient
levels favored the side of the lake which came directly from
agricultural areas. Lowest nutrient levels were from the
residential areas of the lake. As the nutrient levels increase
the oxygen levels decrease. The nutrient levels inthe lake
increases as precipation increases. Normally, in a body of
water, evaporation should tend to increase the nutrients.
However,man's activities have reversed the norm and caused
nutrients to increase during rainfall periods. When actually
the rain should serve as a diluting factor it is instead
acting as a polluting factor.
The PRAB discussed with Hal Brown the problem with the lake
aging and people north of the lake having bad drinking water
due to liter dumping. The Health Department is testing the
well water in the surrounding area of the lake. Hal stated
that only if there is a fly problem can the Health Department
take action against animal waste dumping. The PRAB expressed
their concern for the problem and for Hal to keep them informed
of the progress.
2. Environmental Study Center Request: Hal Brown said that the
boat dock at the environmental center is needing to be repaired.
Since it is opened to the public, he asked PRAB if they would
be interested in 2 to 3 days of labor to help repair the dock.
Dale Clark stated that it would have to be ih_August or
September before his maintenance crew would have time. It was
the common consent of the Board to donate in-kind services to
Lake Fayetteville Environmental Center's facilities.

Hal Brown also stated that they were in need of a new pontoon
boat so that they can continue their water studies. They are
also going before the Fayetteville School District and Springdale
School District to help in funding a boat.
Motion: Melton/Waite To donate $1,000 out of the Park Trust
fund for purchase of a new pontoon boat at the Lake Fayetteville
Environmental Center. Motion carried unanimously.
3. Sewage: City Manager Don Grimes discussed the new sewer
proposal with the PRAB. He stated that they were looking at
a split flow and pipe line up Mud Creek. This would run east
of Sweetbiar Park in the creek. It would present no problem
to the creek. The final plans will be made at the Sewage Plan
meeting on May 19th at 3:30pm, Continuing Education Building.
4. C.D. Projects: Bill Waite informed the Board of the progress
of C.D. in the parks. He stated that it was approved to have off
street parking at Walker Park North. Sandra Carlisle recommended
that Walker Park North remain the same so that a separate
monument for C.D. will not have to be displayed. Ground work
has been started at Walker Park North for the soccer and
softball fields.
Bill Waite and Dale Clark will select a parking lot for
Washington Mountain Park.
5. Swimming Pool Mural Contest: Beverly Melton reported that all
of the publicity was out and that she was followingup with the
judges. Judges will appraise each entrant independently and
then scores will be combined of all the judges to determine
the winner.
6. Wilson Park Master Plans: Connie Edmonston reported that she
had visited with Einert and he will set a meeting to discuss
the master plan of Wilson Park.
7. Maple Hills Garden Club: Connie Edmonston visited the Maple
Hills Garden Club and they are interested in donating some
type of landscaping to the parks. It was the common consent
of the Board that their first priority .for landscaping would
be around the new pool such as shrubby. This would however
have to be in the master plan of Wilson Park.

8. Small Business Association Grant: Connie Edmonston received
information concerning the SBA Grant for landscaping. The
Northwest District will receive approximately $25,000 to be
distributed among the nine counties. The Board discussed
that Lake Fayetteville Softball Complex needed landscaping
and that this grant might be a good source for improvement.
Connie Edmonston is to contact the District Headquarters for
further information.
9. Dirt Work at Asbell Park: Dale Clark reported that Wimberly
Engineer was approved to do the dirt work for five soccer
fields and one softball practice field at Asbell Park.
10. Park Lake Properties, Ltd.Donation: David Lashley read the
letter from Park Lake Properties .which donated their green
space fees of $7,735 back to the parks.
11. Spring Park Tour: The Spring Park Tour is set for Tuesday,
May 17 starting at 7 am at Wilson Park near the Castle.
