Minutes
April 12, 1983
The Parks and Recreation Advisory Board came to order at
4:05 pm at the Continuing Education Building.
MINUTES: Minutes: were approved as mailed.
BUSINESS:
1. Naming of Washington Mountain park land: Dale Clark stated
that the City Board of Directors requested the opinion of
PRAB as to naming the park land at the base of Washington
Mountain "Finger Park".
Motion: Sego/Ryan PRAB feels comfortable with the park
being name "Washington Mountain Park" since the mountain
as been named Washington Mountain for quite some time
and the park is at the base of the mountain; however, if
the City Board of Directors views Charles J. Finger as a
"personality well worth remembering in the annals of
Washington County history", PRAB would also be in concurrence
with naming the park "Charles J. Finger Park". Motion passed
unanimously.
2. Pool Fees: PRAB discussed recommending to the City Board a
change in the swimming pool fees at Wilson Park. The past
fees were as follows:
Elementary - 50C
Jr & Sr High - 750
Adults - $1.00
Season Pass
Elementary - $12
Jr & Sr High - $15
Adults - $20
Family - $35
Dr Ryan reported a survey taken of swimming pool fees in
the Texas that the mean fee for children was between
50c to 75C and for adults was 75C to $1. The study concluded
that pool fees could be raised 25c to 500 and be justifiable
to the public.
The Board discussed the useage of the pool and how the public
would view the rise in fees and if the rise in fees would
cause some of the public not to be able to afford useage of
the pool. The following fee changes were discussed:
Season Pass:
Pre-schoolers - 50C $15.
Grades 1 - 12 - 750 $15.
University and Adults - $1.50 $25.

The question as to whether mothers who take their toddlers
to the wadding pool should pay was also raised.
The Board tabled discussion of the pool fees until April 26
meeting. Clark will bring the figures from the cost of
operations of the pool last year and compare them with the
revenues of the pool. The Board concurred that they do not
want to make profits but need to at least break even. If
fees are raised, they need to be justified.
3. Swimming Pool Policy/Program Committee: Beverly Melton,
Rodney Ryan, Dale Clark and Connie Edmonston will meet to
discuss policies and programs for the new swimming pool.
The meeting will be on Thursday, April 12 from 2 - 4 pm
at the FYC.
4 Walker Park North: Bill Waite wrote a letter to Sandra
Carlisle describing the desires of PRAB in regard to
additonal development of Walker Park North. The major
additions requested involve expandingthe facilities to
provide an area for basketball, to provide picnic facilities
(benches and grills), and to provide playground equipment
suitable for younger children.
5. Wells Faro Grant: Rodney Ryan is investigating sites and
funding for a fitness trail.
6. Swimming Pool Art Contest: Beverly Melton reported that the
mural contest is tabled until the next City Board meeting.
