DRAWER F PRAB MEETING Minutes March 22, 1983 71701 [601[6]1.1700 The Parks and Recreation Advisory Board came to order at 4:10 pm at the Continuing Education Building. MINUTES: Minutes were approved as mailed. BUSINESS: 1. Garden Club Report: Beverly Melton reported that she and Connie Edmonston attended the Garden Club's Feder- ation meeting. Asrguest speaker, Melton informed the ,Federation about PRAB and also possible projects for the Federation.such as assistance in landscape for the swimming pool, creek area, and walk-through garden all located at Wilson Park. She stressed that professional plans were essential before any landscaping and planting could be completed. Melton invited the clubs to contact the Parks Department in reference to individuals who would like to work on special projects and also if they have growing material to donate for use in the parks. Connie Edmonston is to keep a list of the projects suggested and materials that the clubs are interested in donating to the parks. Melton also reported that the Garden Club Federation is sponsoring a Landscape Design School for the State on September 13, 14 and 15. Instructors are paid $50/hour to speak (maximum of 2 hours). Fee is $30. PRAB recommended that they support the school and to reserve two spots in the class. Melton is to followup with the letter that she presented to the PRAB to be sent to all gardenclubs. and a letter to the Garden Club Federation. 2. Swimming Pool Wall Art Contest: Beverly Melton and Frank Rackerby presented to the PRAB rules and regulations regarding an art contest for a mural on the wall of the new swimming pool's bathhouse. Motion: To recommend to the City Board of Directors for.:. their support and funding of this project. Ryan/Sego Motion passed unanimously. Volunteers in the Parks: Connie Edmonston reported that that one group, Phi Delta Theta Fraternity, has already volunteered work in the parks. They worked on March 5 painting the restrooms interior, tables and signs at Lake Fayetteville North Shore Site. Tau Beta Pi, 30 to 40 workers, and Pi Beta Sigma with Zeta Phi Beta, 15 to 25, are scheduled to work this weekend, March 26 at Lake Fayette- ville North and South Shore sites and at Wilson Park. Angle Flight and Alpha Angels are scheduled for Saturday, April 9. Several other groups have inquired about volunteer work in the city parks. 5. Wells Fargo Grant: Connie Edmonston reported that the Wells Fargo Grant would give funds up to $2500 for a Fitness Course, Jogging Course, Senior Citizen Walking Course, or a Free Wheeling. The catch is that these courses total cost is $6100 to $7100. Therefore, the Parks and Recreation Department must match the grant with around $4100 plus installing the equipment within a::..six month period. Wells Fargo would supply a publicity package for the park's course which would provide t -shirts, visors and PR for the park. PRAB discussed several site possibilities such as Gregory Park.. and. Wilson Park. The Board tabled the discussion to be reviewed in the Programs Committee headed by Rodney Ryan. 6. 1983 Budget: PRAB received a copy of the approved 1983 parks budget. Board members are to review the budget. 7. Park Beverage Cups: The plasticcups ordered for the ballfield concessions and swimming pool concession were presented to the PRAB. The first softball tournament is scheduled for this Saturday, March 26. It is the Friends of Youth Tournament to raise money for the Fayetteville Youth Center. 8. Green Space Ordinance: Dale Clark reported that the Green Space Ordinance was declared unconstitutional by Honorable.. Judge Butt on March 10, 1983. Itwas the unanimously consent of the PRAB to recommend to the City Board of Directors to pursue the appeal of the preservation ofithe..Green Space Ordinance. 9. City Board of Directors - PRAB Meeting: IPRAB will present the long range plans to the City Boar of Directors on Tuesday, March 29 at 4:30 pm, Continuing Education Building Room 107. PRAB will have a short meeting before the long range presentation starting at 4 pm.
