DRAWER F 72701 15011521.7700 PRAB MEETING Minutes February 22, 1983 The Parks and Recreation Advisory Board came to order at 4:10 pm at the Continuing Education Building. MINUTES: Minutes were approved as mailed. BUSINESS: 1. Swimming Pool Committee Report: Beverly Melton reported that bids came in for the rennovation of the city swimming pool at $344,031. The City Board of Directors approved $350,000 with contingencies. The Board asked if the fees for the new pool would be revised. Construction has already started. Melton said that she was going to take pictures of the pool's construction on a daily basis and will make a scrap- book of the progress. She recommended that Connie Edmonston also take pictures for the Department. The pool is to be completed by June 1. There is a penalty/bonus clause of $300 per day. 2. Walker Park North: CD is ready for the PRAB's recommendations of playground and picnic facilities in the park. 3. Washington Mountain Land Acquisition: CD is also ready for the plans for development of the 17 acres at the foot of the mountain. 4. Children's Theatre: Connie Edmonston reported that there were eighteen youth present at the Advanced Acting class. Sara Hennig does not have a field study student from the University in which to assist her. PRAB suggested getting a "Parents Committee" and a Theatre Committee to help assist the Children's Theatre program. 5. Music Committee: Dale Clark reported that Dr. Ryan, Connie Edmonston and himself met with the Music Department at the University of Arkansas to discuss the possibility of starting a community vocal and instrumental program. The program would cover a broad range of age groups. They discussed the possibility of working with the school music instructors in devising and implementing a summer program. Clark and Ryan will followup on this with the high school band director. The program would be devised of several mini productions. FAYETTEVILLE, ARKANSAS P. O. DRAWER i Page 2 PRAB February 22, 1983 72701 i5011 621-7700 Beverly Melton suggested that the Autumn Fest would be a good time to assemble the musical talent in this area for a presentation to the public. The PRAB also discussed the need for the public to be aware that the Parks and Recreation Department schedules large gatherings at the parks so as to avoid conflicts. The Symphony Society will be presenting their Spring Pops Concert.: at Wilson Park on Saturday, June 11. 6. Autumn Fest: Beverly Melton informed that the Autumn Fest will be held on September 30, October 1 and 2. The Autumn Fest Committee is wanting the Parks Department to help organize some type of event for the youth on Saturday after the parade and also on Sunday at the Mall. Suggestions from the PRAB were a magic show, Bill Faubus's lion, a train in which to give the children rides, local music groups show, and a pet parade contest. Connie Edmonston is to followup on these ideas. 7. American Legion Ballfield: Connie Edmonston stated that Sandra Carlisle said that the American Legion Park would not qualify for assistance from CD. The PRAB asked Connie to find out what areas do qualify for.. CD money. David Lashley opened discussion of the American Legion's proposal last meeting for the leasing of the American Legion field to the Parks Department. Lashley stated that he thought we owed and were obligated to the American Legion boys to provide a facility of the same quality as we do to the other age groups. Lighting of the fields would cost approxi- mately $30,000. PRAB raised the question "Is it high enough on our priority list?". Upgrading of the fields could not be done until next year or possibly longer. David Lashley read a drafted letter to Mr. Lavender stating the Parks Department proposal which would be required to have the approval of the City Board of Directors. Motion: Melton/Sego To send David Lashley's letter to the American Legion with the understanding that it will have to have the final approval by the City Board and that the Department does not have the funds available. The PRAB also discussed the feasibility of expanding the Babe Ruth fields so that the American Legion could play on their lighted fields. However, this would create a problem with scheduling and the ecpandable space of the outfields is FAYETTEVILLE, ARKANSAS F. 0. DRAWER F Page 3 PRAB February 22, 1983 72701 [5011 621-7700 probably inadequate. Charlie Sego stated that the Babe Ruth League is anticipating an increase in the number of their teams this year. 8. City Board Presentation: The PRAB will meet with the City Board of Directors on Tuesday, March 8 at 4:30 pm until 6 at the Continuing Education Building. PRAB will discuss their objectives and long-range plans with the City Board. Agendas will be mailed to PRAB members prior to the meeting. MEETING ADJOURNED at 6:30 pm.
