PRAB MEETING
February 8, 1983
Minutes
The Parks and Recreation Advisory Board came to order at 4 pm
at the Continuing Education Building.
MINUTES: Minutes were approved as mailed.
BUSINESS:
1. American Legion Baseball Park: Tom Lavender from the American
Legion presented the PRAB with the following tentative proposal
for the Parks and Recreation Departments use of the American
Legion Baseball Park:
20 to 50 year lease from the Legion to the City
The Legion would expect the City to:
Light the field
General maintenance of the park
Improvements on the bleachers
To provide as much parking as possible
Use of the field would give the Legion teams first
priority.
The PRAB decided to table the proposal until next meeting.
Discussion was that the Board would need to lock the lease
so that the Legion could not sell it to a third party.
The Board also wanted to investigate wether CD money would
be elligible in that area and also to be used on lease money.
The Board recommended that a 50 year lease would be best.
2. Committee Reports:
A. Washington Mountain: Dale Clark reported that the City
purchased 17 acres of land at the bottom of Washington
Mountain. With the CD money left over from the purchase
of the land, development can hopefully be underway.
The park also needs to be named.
B. Walker Park North: Walker Park North is to be completed by
McClelland Engineers on June 1. The City Board approved
that picnic facilities, playground equipment and basketball
courts be also installed with the leftover CD money.
Bill Waite is working on some plans.

C. Asbell Rennovation: George Knight is setting a
meeting to duscuss rennovation plans.
D. Swimming Pool: Beverly Melton reported that swimming
pool bids are closed on Tuesday, February 15 at 10 am,
Rm 409 Continuing Education Building.
E. Children's Theatre: Connie Edmonston reported that
winter classes will start on February 21. There are
nine beginners and nine advanced pre -registered as of
now. Pizza Hut agreed to sponsor an add in the paper
to help publicize the acting classes.
3. Long Range P1anYReport:.:PRAB.will diseuss the format .
at the next PRAB meeting.
4. Naming "No -Name Park"
Goshen, Vandergriff
Motion: Melton/Ryan;
as "Vandergriff Park"
passed unanimously.
. Suggested names were Flynn, NE Park,
To designate Hwy 265-45 Park temporarily
for identification purposes. Motion
5. Youth Center/School/Parks Agreements: Dale Clark reported
that the Youth Center, School Administration and Parks
representatives met.. to prepare a written agreement of
each organizations obligation in the past. This meeting
helped to orientate the new Superintendent, Winston Simpson
of what has been the agreement. The PRAB suggest that
they invite Mr. Simpson on the parks tour to the school parks.
They also discussed inviting the school administration and
superintendent when discussing plans for rennovation of Asbell
gymnasium.
6. Spring Parks Tour: The Spring Parks Tour is tentatively set
on Tuesday May 3 and Thursday May 5 starting at 7:30 am until
around 10 am both mornings.
7. Summer Recreation Programs: Dr. Ryan discussed starting a
summer music program and also a community band/concert type
program. The PRAB is to explore with ideas for the
music/band program. Dr. Ryan will make some contacts within
the community to help determine the interest and need.,
8. Volunteer/ Public Relations Programs: Connie Edmonston gave
the enclosed report on a Volunteer and Public Relations

Program to be •included in the long-range plan package.
The Board added to start a catalogue of list of jobs
possible any' to classify people with expertise in
these areadKwould be interested in helping or volunteering
their services.
9. Autumnfest Meeting: Beverly Melton reported that there will
be an Autumnfest Meeting on Friday, February 11 at 9am,
Continuing Education Building. Connie Edmonston will be
attending to represent the Parks Department.
10. Exercise Trails: Beverly Melton enclosed in the last
PRAB minutes an article about the Lions Club building an
Exercise Trail. David Lashley said he would discuss it
with his Lions Club.
11. Professional Services: Motion: Knight/Ryan; To adopt the
following priorities of professional services for making
platts.
1. Wilson Park; 2. No Name Park; 3. Washington Mountain
4. Gregory Park, Asbell Park, Bates Park, Root Park,
Butterfield Park, Sweetbriar Park, Happy Hollow Park,
Greathouse Park, Jefferson Park, Industrial Park,
Lake Fayetteville Park, Lake Wilson Park, Hotz Park,
Routh Park
MEETING ADJOURNED at 5:45 pm
NEXT PRAB MEETING: Tuesday, February 22 at 4 pm at the Continuing
Education Building.
