PRAB MEETING
January 25, 1983
Minutes
The Parks and Recreation Advisory Board came to order at 4 pm
at the Continuting Education Building.
MINUTES: Minutes were approved as mailed.
BUSINESS:
1. Children's Theatre: Dr. Pat Romanov from the University of
Arkansas Drama Department and Sara Hennig, instructor of
the City's Children's Theatre classes updated about the
Drama Program. Dr. Romanov expressed how creative dramatics
helped in learning in the elementary school and that it
helped to "free natural IQ" in the children. Drama classes
will start as follows: Beginning Acting: two 5 -week sessions
starting on February 24 and April 7. Advanced Acting: one
8 -week sesssion starting on February 21.
The PRAB discussed means of better promoting the program.
Beverly Melton is going to contact the Star Shopper and
Frank Rackerby the Open Channel. Other suggestions were
Life Styles, newspaper adds, and english department and
school presentations. Sara Hennig and Connie Edmonston
will meet to formulate some type of committee/parent
structure to help support the program.
2. Committees are as follows:
Budget & Planning Committee: Lashley, Melton, Knight
Facilities & Development: Waite, Melton, Knight, Sego
Recreation & Personnel: Ryan, Thomason, Rackerby
3. Annual Meeting of the Fayetteville Parks & Recreation Trust
Fund: The Parks & Recreation Trust Fund receives $2700 per
year from the charitable trust of James K Gregory. Chairman
David Lashley reported that the Fayetteville Parks &
Recreation Trust Fund has $6,440.56 in its savings account
todate. Officers of the Trust are the same as the PRAB
officers.

4. Committee Reports:
A. Washington Mountain: Dale Clark reported that the City
Board approved to purchase Grimes property of approximately
16 acres at the bottom of the mountain. The Board expressed
that they were not in favor of condeming the parcel of
land at the top of the mountain in order for the City to
purchase it for Park land.
Motion: Sego/Melton In view of the real estate findings,
the PRAB is not interested in acquiring the pinnacle of
the mountain but will continue to support the City Board
for acquisition of the lower part of the mountain.
Discussion was that it would cost the city to maintain
the upper part, etc. Motion passed unanimously.
(The Northwest Arkansas Times reported in January 25, 1983
paper that 17.25 acres at the foot of Washington Mountain
was acquired for $45,000.)
B. Swimming Pool Report: Beverly Melton reported the following
timetable for rennovation of the City Pool:
January 31: Pre -conference bid at 3 pm in Continuing
Education Building
February 14: Bids Open
March 1: Construction Begins
June 1: Completion of the pool.
C. Walker Park North Construction: Dale Clark reported that
the two soccer fields and one softball field will have
bids opened on March 14, start construction on March 24,
and complete construction on May 31. Total cost of the
project is estimated at $38,500 by McClelland Consulting
Engineers, Inc. PRAB discussed that they need to
decide what playground/picnicfacilities would be beneficial
in that area. The City Board approved for CD Money to
include playground and picnic facilities, and basketball
courts.
D. Asbell Rennovation: Dale Clark reported that the Board
informed him that the money was there for Asbell Rennovation.
The committee can go ahead and work on the project.
E. American Legion Field: PRAB consensus to keep in contact
with the American Legion Field.
F. Children's Theatre: Connie Edmonston reported that the City
Board approved for the Parks Department to apply for a

grant from the Arkansas Arts Council for matching
funds to hire a Graduate Assistantship to instruct
Acting classes for the Fall of 1983, Spring of 1984,
and Summer of 1984.
5. Long -Range Plan Presentation: It was the consensus of the
PRAB to review whats been done in the past, where the
Department is now, and what is being planned for the future.
The PRAB discussed making a presentation to the City Board
concerning the PRAB direction and philosophies.
6. Spring Tour: Spring Tour of the parks will be in early
May. PRAB members,are to review their calendars and a
date for the spring tour will be set at the next Board
meeting.
7 Agenda items for next PRAB:
Park plat priority list; naming "No -name Park;
Park/Youth Center/School meeting; Wilson Lake gates;
Work schedule priorities; program activities for
Spring and Summer; Exercise Trail, Music Program;
Public Relations & Volunteer Program
