PRAB MEETING
Minutes
January 11, 1983
The Parks and Recreation Advisory Board came to order at
4 pm at the Continuing Education Building.
MINUTES: Minutes were approved as mailed.
BUSINESS:
1. Industrial Park Area: City Manager, Don Grimes informed
the PRAB that the Model Airplane Club could setup their
course on higher ground closer to Norris Industry with
the understanding that they might have to move if the
City decides to sell the land. They definitely can
move down into the flood plain in that area. The PRAB
expressed that they would first like to put a master
plan for that area together to thelude soccer and softball fields.
2. Bargo Engineers: Don Grimes asked the PRAB their feelings
of Bargo Engineers buying the land down the creek. Bargo
Engineers are only interested in cleaning up the area by
the creek. It was the common consent of the PRAB to sell
the property. Grimes said he would get with Dale Christy
for the legalities and a contract on the land.
3. Long -Range Planning Sessions: The PRAB felt that they were
ready to put all the long range plans together for a report
to be presented to the City Board of Directors.
4. Election of Officiers: It was the consensus of the Board
to continue the officiers as is: Lashley - Chairman;
Knight - Vice Chairman; Melton - Secretary/Treasurer
5. Rotary Club: Charles Hubbard from the Rotary Club asked
if the Parks Department would help the St. James Baptist
Church in building a basketball court. The Board said
they would help with labor or as an in-kind service but
where cash is not involved. It was the common consent
of the Board not to participate.

6. Lakes: The Lakes are closed and will reopen on January 13.
Clark said it has worked out fine other than they have made
some provisions for boat owners to checkup on their boats.
7 CD Report: Connie Edmonston made the following report received
from Sandra Carlisle.
Walker Park: The park is in the process of being surveyed.
Trees cannot be moved from that park until spring.
Washington Mountain Land: The City Board of Directors
agreed to purchase 6k acres of Grimes land at the bottom
of the mountain with CD money and to fix the street.
8. City Swimming Pool: Dale Clark reported that Don Grimes,
Bob Cantrell,Richard Naylor and Connie Edmonston met to
discuss construction of the city pool. Naylor was hired
by the city to draw plans in which to place bids on by
the last of January. The cost was be approximately
$250,000. The Kiddie Pool would be hooked into the filtration
system of the main pool. The dock size would be increased
on the south side. They discussed the possibility of going
to vending machines instead of having a concession stand.
It was the consent of the PRAB to continue with the
concession stand instead of the vending machines which would
be opened to the park and ballpark areas.
9. Children's Theatre: Connie Edmonston reported that a
new session in Children's Theatre would be starting in the
last of February. There will be two 5 -week sessions in
Beginning Acting Classes, and one 8 -week session in Advanced
Acting which will again give a production. It was the common
consent of the Board to use the Trust Fund if need be for
the Graduate Assistantship this spring.
10. Business for Next Meeting: Connie Edmonston is to work on
the long range planning summary, Public Relations Program,
and Volunteer Program. Dale Clark is to work on the
priority list of parks for Einert's engineering study.
MEETING ADJOURNED at 5:35 pm
NEXT PRAB MEETING: Tuesday, January 25 at 4 pm at the Continuing
Education Building.
