PRAB MEETING
Minutes
November 9, 1982
The Parks and Recreation Advisory Board came to order at
4 pm at the Continuing Education Building.
MINUTES: Minutes were approved with the spelling corrected.
BUSINESS:
1. 1983 Budget: The Advisory Board reviewed the General Budget,
Sales Tax Budget, Swimming Pool Budget, and the Lake Recreation
Budget Discussion was on the Lake Recreation Budget in which
will come under Parks and Recreation the first of the year.
2. Green Space Fee: Connie Edmonston reported the following
fees in the each park district:
Northwest District: $2478.
Northeast District: $8260.
Southwest District: $1050.
Southeast District: $ 105.
TOTAL: $11893.
3. CD Report: David Lashley visited with Sandra Carlisle from
Community Development and she will give him an up to date
CD report for the November 23rd PRAB meeting.
The Board discussed the possibility of the purchase of or
lont-term lease of the American Legion Park. Lashley asked
the American Legion to have a cost estimate for the'ballfield
improvements (eg. lights). The Board also discussed the
possibility of using CD to buy the field and to upgrade the
field to the quality of the other fields in Fayetteville, and
also to purchase playground equipment for a park.
4. Wilson Swimming Pool Report: Beverly Melton reported that
an estimate for rennovations of the old pool and negotiations
for the new pool will be presented to the City Board of
Directors. Concrete sod samples will be taken to see if
the cement structure of the old pool is still good before
estimates for rennovations will be made.
Also the possibility of having three satellite pools located
at Wilson Park, Walker Park, and in the northeast section of
the city were discussed. The Board said that each year the
Department is always added more maintenance projects and
are not compensated proportionately in their budget.

The Board discussed that a satellite pool at a school site
would not be feasible due to the fact there is no room
at any of the school sites because of the soccer fields,
etc, and also the problem with the safety and liability
of the children.
It was the consensus of the PRAB that they are dedicated to
one pool beim at Wilson Park where it always has been.
If they built a pool elsewhere, it would have to be justifiable
at its own merits - funding, maintenance, upkeep funds, staff,
etc.
5. Turkey Trot Report: Connie Edmonston reported that there were
fifty-eight runners in the Turkey Trot last weekend. People
wen.very happy with the run and would like to have one next
year.
NEW BUSINESS:
1. Central Event: Rodney Ryan recommended that the Parks and
Recreation Department have some sort of central event.
The Board discussed the possibility of working with the
Octoberfest. Beverly Melton is on the Octoberfest Committee
and will keep the Board informed.
2. Lake Recreation Boat Docks: Dale Clark reported that the
Boat Docks at both Lake Fayetteville and Lake Sequoyah will
come under the Park's Department jurisdiction on January 1,
1983. Clark and Edmonston have been visiting with the
Boat Dock operators. The operators work seven days a week
from sunup to sunset. The Board recommended to look at
the dock operation for one year and then make the necessary
changes. They also discussed closing the docks for two
to three weeks the last of January and the first of February
since it is so cold.
3. Book Reviews: Rodney Ryan suggested having a book review
each week in conjunction with the City Library. Graduate
Students could be used for the book reviews. It would
need to be self -supportive and possibly tickets of 25C each
sold. The Book Clubs in the city also might be interested
in this project. Rodney Ryan will investigate the possibilities.

MEETING ADJOURNED at 5:50 pm.
NEXT PRAB MEETING: Tuesday, November 23 at 4 pm at the
Continuting Education Building. Sara Hennig from the Children's
Theatre, Al Einert, will give presentations.
