PRAB MEETING

The Parks and Recreation Advisory Board came to order at 4:10 pm
at the Chamber of Commerce.
MINUTES: Minutes were approved as mailed.
BUSINESS:
1. Concession Cups: Dale Clark presented a sample of the plastic
cups that he would like to use at the softball and swimming
pool concession stands. Plastic cups would help the litering
problem and in the long run would help to save money on
staff cleanup. A sixteen ounce paper cup cost 4.2c, whereas
the plastic runs 7.5C. These cups would primarily be used
at the ballparks and also possibly some at the swimming pool.
Clark asked the Little League if they would like to use these
cups also, but they get theirs donated. It was the consensus
of the Board to go ahead with the plastic cups. People would
hopefully keep these cups and it would be good PR for the
Department.
2. Lake Fayetteville University Project: Mark Anderson, a student
from the University of Arkansas in landscape architecture is
doing a project in his field of Lake Fayetteville. He will
include the Boards long range plans of Lake Fayetteville in
his study.
3. Greathouse Park: Dale Clark reported that a swinging bridge
is being constructed at Greathouse Park. SWEPCO is placing
the poles and anchoring the cable for the bridge. The bridge
will be six foot higher than the last one.
4 Model Airplane Course: Hank Chinalt presented the Board with
a plan for the model airplane course improvements. The
pavilion would include a storeage room and two bathrooms.
Chinalt reported that at the last flyin they had 250 people
attending. The Board expressed their concern of that area
being a development area. They are hesitant to spend money
at the Highway 265 location. A more permanent area is needed.
It was the consensus of the Board to move the model airplane
course. Dale Clark will look into the Industrial Park area
with the Model Airplane Club. There is water and sewer
in the vicinity. Estimates of the project will be needed.

5 Sequoyah Kiwanians & Downtown Rotary Donations: Both the
Sequoyah Kiwanians and the Downtown Rotary Clubs would like
to build a pavilion in the parks. Beverly Melton's sub-
committee of Wilson Park will make recommendations as to
where to place the Rotary pavilion. The Board discussed the
possibility on the west end where there is no other attraction.
A gazebo (hexagon) type building was discussed.
Either Lake Fayetteville Softball Complex or Walker Park
were discussed as possibilities for the Kiwanians pavilion.
Dale Clark and Connie Edmonston will explore the parks as
to placement of the pavilion.
Beverly Melton suggested a vehicle or trailer that would
have a portable type stage. This could be hauled to the _
different parks for special events. It would also house
a PA system.
6 Noon Kiwanian's Memorial Tree Grove: Jim Weatherby from the
Noon Kiwanians saidthat they would like to contribute a
Memorial Tree Grove to one of Fayetteville's Park. A tree
would be planted in memorial of deceased Noon Kiwanians and
of citizens of Fayetteville. They would start with fifteen
to twenty trees.. The Parks Department would have the
obligation to water and maintain the trees. The Memorial
Tree Grove will be placed in Wilson Park. The Board
recommended the project, but that the Parks Department
could not guarantee the trees with the vandalism problems.
7. Wilson Park Swimming Pool Report: Beverly Melton reported
that on October 12 t e Bids will open at 10 am. On the 13th
the Wilson Park Pool Committee will review the bids and the
bids will go before the City Board on October 19. The
bathhouse is being drawn by Hailey, Powers and Froening
Architects.
8. Turkey Trot: Connie Edmonston reported that the Parks and
Recreation Department is hosting a Turkey Trot on November
6th at Lake Fayetteville Complex. The Turkey Trot is a 2% mile
cross country run before Thanksgiving. There is no entry
fee. Prizes include Turkeys, donated by Cargils & IGA; cornish
hens, donated by Tysons; t -shirts, donated by Best Sports:
Sequoyah Kiwanians will help man the run. KHOG is also one
of the sponsors.

9. Walker Park Land Donation: David Lashley reported that there
is a delay on John Reed's land on the east side of the creek
to be donated.
10. Lake Wilson: Dale Clark Reported that the Lake is down
considerably. The Water and Sewer Department are working
on the water tower. The house is transferred to the Parks
and Recreation Department domain. Parks will be responsible
for the renter. The well pump from the house at Lake
Sequoyah was transferred to Wilson's house. The city has
been having trouble with people stealing the rocks at the
Park.
11. Washington Mountain: The city is awaiting agreement with
Mr. Grimes as to the roadway he requested. The upper part
of the mountain is appraised at $32,250. The owners are
asking $100,000. An order of condemnation for the land
will be before the court on October 5.
12. Asbell Committee Report: George Knight reported that his
committee consisting of Don Honeycutt and Rick Tanneberger
made the following observations of Asbell Gym.:
The Slab is good; it has a good steelstructure, but it will
be hard to expand. The court area cannot be expanded it
width due to the existing stell structure. Goals could be
placed on half court. Honeycutt estimated it would cost
$80,000 to $100,00 to build a new gym. The ground level
on the east side is higher than the floor. The following
recommendations were made by the Bommittee:
-Need a dike or restraining wall to stop the water problem
- Add two goals in the middle to make four goals for practice.
-Redue the floor - pour a cap on it or seal it someway
-Paint the floor
-Expand the west end for spectator room - Need six foot more
for three level bleachers
-Need exhaust fans
- New lights
-Fix the walls
-New insulation and something to protect it
-Possibility of mini youth center office toward the parking lot.
- Dale Clark recommended that an office with a desk, game room,
candy and coke machine 4 needed.
-Rennovation is estimated at $20,000 to $30,000.
The PRAB recommended for Knight's committee to make detailed
plans of Asbell Gym. Need to find out how much the schools
will help out.

13. Dale Clark reported that John King from the Agronomy
Department at the University of Arkansas volunteered to help
develop turf -grass program for the ballparks,
14. Next Meeting: The Board has Hal Brown from the Environmental
Center to give a presentation at 4pm. The Board will ask
Mr. Einert to come and discuss future needs of the parks
regarding landscape at 5pm.
MEETING ADJOURNED at 8 pm.
NEXT PRAB MEETING: Tuesday, October 12, 4pm at the Continuing
Education Building.
