DRAWER F 72701 (1501) 6z1 -no PRAB MEETING August 10, 1982 The Parks and Recreation Advisory Board meeting came to order at 4:20 pm at City Hall. MINUTES: Minutes were approved as mailed. BUSINESS: The Trust for Public Land Agency : Dale Allen from the Trust for Public Land Agency in Tallahassee, Florida, gave a presentation to the PRAB of the services they offer. The Trust for Public Land Agency is a private non-profit agency for land conservation. It consist of three programs: 1 -Public Land Acquisition (can acquire land at less than market value - currently at 25% below market value); 2- Urban Lands Program (acquire open space like from donations, lot vacancies etc.); and 3 -Land Trust (rural agriculture/ ranch projects). Their operation is self-sustaining. Benefits include tax and timing; flexible purchasing arrangements; confidentiality; and it takes the middleman out. The PRAB will keep this agency in mind on future land acquisitions. OLD BUSINESS: 1:.. Long -Range Planning Session: The Long -Range Planning Session is set for Monday, August 30 at 4 pm, City Hall Director's Room. 2. Children's Theatre: The City Board approved to appropriate $1600 from the City Sale's Tax to finance a graduate assistant from the University of Arkansas. The $1600 will provide a children's theatre program for this fall. The graduate assistants name is Sarah Hennig. She will be starting the middle of August. 3. Meeting date/time: The PRAB decided to keep their meeting on the second and fourth Tuesday of every month at 4pm. It will be held in the Continuing Education Building when the City Administration Building is being remodeled. FAYETTEVILLE, ARKANSAS P. 0. Softball Tournament Admissions : Dale Clark was informed that the Parks and Recreation Department needed to obtain permission from the City Board to charge admission at the Lake for the State Tourna- ments. Clark explained that they have charged admissions in the past not to make money,but for the tournament to break even. It is predominantly those teams coming in to Fayetteville that pays the money (only spectators pay, players do not). If Fayetteville did not wish to host the tournament, they would loose the prestige and all of the revenues brought in to Fayetteville. Last weekend Fayetteville hosted the Men's B Slowpitch State Tournament which consisted of thirty-six teams . Only seven were from Fayetteville. The tournament defini.tly generates income into this area. A survey was distributed to the teams last weekend which included items such as how many were in their party, how many nights they stayed in Fayetteville and where at, how many meals they ate out in restaurants, and how much they spent on food here in Fayetteville. Only one survey was returned. Most State Tournaments do charge an admission fee to spectators. Melton/Waite: Motion To recommend to the City Board to adopt a resolution allowing the Parks and Recreation Department to charge a nominal spectator fee for tournament events that are not part of the regular league. The Board suggested that an itemize 1981 and 82 budget of softball be presented to the City Board. 2. Walker Park North: Melton/Waite: Motion To recommend to the City Board to include picnic area, playground equipment and basketball courts to be in the plan for C.D. money at Walker Park North. 3. Beaver Lake: Dale Clark, Rodney Ryan and Connie Edmonston visited with the Corps of Engineers about the possibility of obtaining a long-term lease at Beaver Lake for a resident camp. The Corps of Engineers said that Parks could use their land along the shoreline, but would need to look at private sector for land. (eg.
