PRAB MEETING
July 27, 1982

The Parks and Recreation Advisory Board meeting came to order
at 4:10 pm at City Hall.
MINUTES: Minutes were approved as mailed with the correction
of the spelling of Henry Chenalt
OLD BUSINESS:
1. Lake Fayetteville Highway 265 Model Airplane Course: David Lashely
and Henry Chenalt investigated the other possible sites as recommended
by the Board. Neither the north side of the lake nor south side
would be feasible for the club . The north side is in flight pattern
of the Springdale Airport, and the south site has trees and power
lines in the way. Mr. Chenalt said the club would be happy to stay
where they are on highway 265. They have yet to investigate a site
atfindustrial Park. The Board recommended that the Ozark Fliers
Model Club make a detailed plan of the improvements for the Model
Airplane Course.
2. Sales Tax Revenues: David Lashley reported that any surplus in the
estimated sales tax will be tacked on to the budget estimated for
next year.
3. Children's Theatre: Dale Clark wrote a memo recommending to the
Qty Board from the PRAB to support and help fund a graduate
assistantship from the University who would be responsible for
developing a Children's Theatre Program. The graduate assistantship
would cost $1600 for this fall and $1600 for 1983 spring semester
(vilL be included in 1983 budget request). A fee would be charged
to participants in the program to help cover operating cost.
NEW BUSINESS:
1. Wilson Pool Closing Date: Dale Clark asked the Board their opinion
of keeping the pool opened longer this season. He has had request
to extend the season and said that he thought it would be a good
idea to see if it would work. Motion: Ryan/Melton To extend
the season for Wilson Pool providing good publicity of the extension

with Dale Clark's descression as to the actual closing day.
The pool would be opened for three additional weeks. Closing
date would be at least until Labor Day weekend. The PRAB
discussed promoting parties for the schools, fraternities and
sororities.
2. Softball: Dale Clark reported that the softball regular season
is completed. with tournaments now taking place at Lake
Fayetteville. There will be money left in the softball and
concession account that will be used to upgrade the softball
complex. Dale Clark reported there will be approximately
$5., 000 to $6, 000 left. This money will be used for scorekeepers
box, bleechers, to upgrade the picnic/play ground area, and
possibly parking. Fayetteville will be hosting the Men's State
B Slowpitch tournament on August 6, 7, and 8; and the Women's
State E and EE Slowpitch tournament on August 20, 21, and 22.
The Board recommended that Connie Edmonston take a survey
of the teams participating in these tournaments so that a report
of the revenues and such that softball brings in to Fayetteville
can be given to the City Board and newspapers. The survey should
include such items as where the teams stay;, how many are in their
party; how many miles they traveled to attend; how many nights
they stayed; and how many meals they ate out at Fayetteville.
3. Lake Fayetteville Development: Dale Clark said that in the future
the land down from the dam needs to be utilized. There is approx-
imately five to six acres lusting there. He also discussed the
possibility of developing an overnight camping area east of the
boat dock. These willtediscussed at the long range planning session.
OTHER BUSINESS:
1. Late Wilson: Dale Clark reported that the Police Department will
inspect the tower. Lashley said the Board needs to find out what
date the tower- was built in order to determine what kind of valve
it has The dam is still loosing some water.

2. New Wilson Swimming Pool Progress: Beverly Melton reported
that there will be no advertising for the bids until the city has
the approval from the Health Department. The pool will be
close to construction on September 1.
3. Washington Mountain Acquisition: Bill Waite reported that the offers
have been made, but there has been no response from the land owners.
Walker Park North Development: Bill Waite reported that Walker
Park North is fifth on the priority list and that nothing has been
done yet. It was the common consent of the Board to petition to
the City Board to add to their concept of Walker Park North. The
PRAB recommends adding to the one softball and soccer field: the
addition of picnic and playground facilities, and basketball courts
which could also be used for parking. Bill Waite will be in charge
of preparing the plan and to get it on the City Board agenda.
David Lashley reported that Mr. Grimes had spoken to John Reed
and that Mr. Reed seemed very receptive to donating the strip
of land on the park side of Tin Cup Creek. Ed Connell is looking
into the deed.
5. American Legion Field: David Lashley expressed his concern for
upgrading the American Legion Program. The Board expressed
that they are interested in helping but could not upgrade the facility
if the. City does not own or have a lease on the land. Lashley is
going to speak with the American Legion to express his concern
and to see if they have any suggestions. The Board will discuss
this issue further at their long range planning session.
The Board
feels that they need to be concerned with all phases of recreation
within the City.
6. Long Range Planning Session: The long range planning session has
been set for Monday, August 30 at 4pm, City Hall. It will run
into the evening hours with a short break for dinner.
