DRAWER F moi :gni 521.7700 PRAB MEETING July 13, 1982 The Parks and Recreation Advisory Board meeting came to orde r at 4:15 pm at City Hall. MINUTES: Minutes were approved as mailed. OLD BUSINESS: navl 1,. Model Airplane Improvements: Henry from the Ozark Fliers Model Club submitted a proposal for improvements of the model airplane course on Highway 265. He said that the improvements would give Fayetteville a quality flying field and would allow many more people to enjoy the field both as a spectator or as a participant. The Ozark Fliers submitted the following proposal: (The list is in the order of preference/need.) 1. A widening of the North-South runway and a 40' X 400!' asphalt runway installed (3" asphalt). A 150' diameter control -line circle. (Currently the runway is all grass in which the club sowed and maintains) 2. A pavilion to accommodate visitors, spectators and participants. 3. Water and restrooms should be provided in or near the pavilion. 4. .A security fence for spectator safety and to protect the field from vandals. 5. The driveway into the site should be paved or maintained to the City's standards. (Approximately 200') Currently there is no place for interested people to get involved in model airplanes. There is an average of 50-60 spectators/members each weekend at the course. The club as 3a members that utilize the area constantly year-round. Mr. estimated the course is utilized 18 hours per week. Improvements as such would qualify the club to host meets. The club currently has $700 and is a non-profit organization. Membership fees are charged to maintain the field. There is a $10 initiation fee plus $3 per month for members. The PRAB discussed that the Parks Department has provided little assistance to the course. They have fenced the area and provided picnic tables. C Page 2 PRAB July 13, 1982 There is water at the highway and a box. There is not a sewer line and it would need a septic system. The PRAB decided that they would like to have a plan of the area and estimates. They discussed that the area improved needed to be permanent and away from housing areas as much as possible. S outh of the Lake and the land west of Hwy 265 were discussed as possibilities for the course. The Board questioned justification for building a pavilion for such a small interest group. A course site by the lake would have trees for shade. Also city land by Industrial Park was another possibility. Dale Clark said he would take Mr. Shinall to these other areas to see if there sites would be feasible. The PRAB concluded that they are receptive to help the Ozark Fliers Model Club but are skeptical to upgrade that area when the Club is not real happy with that area. 2. Walker Park Useage : Dale Clark received a letter from Joseph Katzbeck informing and asking permission for use of Walker Park on July 25 and August 8 to hold music concerts. Clark was skeptical in that this group had previously used Wilson Park and had violated the noise ordinance. According to Mr. McCord, the Parks Department can not forbid someone to use city Parks and that the public has the right to as long as they do not charge an admission. Mr. Katzbeck had also ask for permission to use city electricity. There is an outlet by the pavilion that is opened to public use. The Board decided that they would inform the police of the concerts. 3. City Pool: Total Deposit for May 31 - June 30 = $5690. 80 Total Attendance for May 31 - June 30 = 4787 City Pool Concession for May 31 - June 30 = $2234. 96 4. Developments: a. Walker Park North Status : Dale Clark and Bill Waite will visit with Rick Mason as to the status of Walker Park North. b. Asbell Gym Rennovation: No Action c. High School Tennis Courts: Dale Clark reported that the courts will be completed by the end of July. d. Swimming Pool Filters: Beverly Melton will check to see what will be done with the city pool filters. The Youth Center would be interested in salvaging the city pool filters if possible. e. Wilson Park Parking : The plan for the new city pool parking needs to be submitted to the city. Beverly Melton reported that a loud speaker system will be needed for the new pool. The plans for the new city swimming pool after all is finalized needs to be in the newspaper. Dale Clark is investigating housing for park maintenance. He is looking into the Page 3 PRAB July 13, 1982 possibility of the old water towers. Housing is mainly needed for equipment storeage and also a small office. f. Washington Mountain Status: Dale Clark reported that the city does have their offers out. The Board requested to find out the status so that they can make preliminary plannings for committees. 5. Maintenance Projects a. Asbell Soccer fields: The soccer association is already starting registration for fall soccer. The Board will wait until early spring to have Washington County do some ground work on the soccer fields. Dale Clark reported that some dirt has already been spread on the fields. The Board discussed that some agreement will have to be made with the Soccer Association in order to give the grass time to grow if they want to have a good field. b. Wilson Lake Tower: Terry's Machine Shop suggested putting forms and pouring concrete around the wall to seal the tower and to firm it. Some water is seeping through the tower and is going out. The dam is holding, but the valves are leaking. The upper valve is shut and it is working fine. The lower valve is either leaking or the water is leaking out through the rocks. Dale Clark suggested sealing the tower up, that the gates are not really needed and this would seal off the bottom salve. The PRAB decided that they need to ask the city for money to close up the bottom valve if that ;is the solution to the seepage problem. Dale Clark is going to ask the police to scuba dive and check the gate at the tower. c. Seabee Schedule: There is nothing much the Seabees can do without equipment and the Board can not find equipment to be loaned. d. Off-season Field Upgrade: David Lashley suggested that Parks needs to decide what needs to be done to the softball fields to upgrade and get them in shape for next year. OTHER BUSINESS: 1. Children's Theatre : Dr. Ryan reported that he is waiting to have a committee meeting until the members get back into town around the first of August. 2. Annual Parks Celebration : The PRAB discussed the possibilities of having an annual parks celebration of some sort. They decided to discuss possibilities at their long-range planning session/ 3. Lake Fayetteville: Dale Clark reported that he has had some calls that Lake Fayetteville needs to be restocked. Clark said he will speak with Ralph Fourt about restocking Lake Fayetteville. Page 4 PRAB July 13, 1982 ,4. Industrial Park Area: Dale Clark, Bill Waite, and David Lashley _investigated prospective ball fields out by Industrial Park. They are considering fields there in the future (5 to 7 year). They will have Dale Christy to investigate what area would be available. MAIN, Box 184 FARMINGTON, ARKANSAS 72730 July 8, 1982 I wish to inform you and ask permission for the use of 'Walker Park Sunday July the 25th and for Sunday Au;ust the 9th to hold music concerts in. The first date July 25, will be hosted by Lee 'Tam'coulian ani myself and will hope to feture jazz and classical talent. The second, August 8, mill be an anti Nuclear peace rall: and concert hosted by a colition of which I am a part '"eaturing some bands but mostly the accoustic musicians ending in an open stage of sorts. For both I am asking.pernission to be able to use city electricity and forgoe the added noise of a generator. We understand we will comply with the city ordinences concerning the use of drugs and or alchol and will, in keeping with good taste style of the music:, try to stay reasonably near the guidelines set out by the city sound ord`_nence. Although legal counsel has informed me that no formai permits are( )cessary for the use of the city parks to hold concerts and events in,,I still wish to inform you and the city of our intentions of using Walker Park on the above mentioned dates and also seek permission for the use of city electricity. We'would need no more than an ordinary 115 volt 15 ampere circuit. • We thank you for your attention in this matter and hope for an affirmitive response to the use of city power. Thank you. Joseph E. These improvements are for the safety and comfort of the participants and spectators. These improvements will give Fayetteville a quality flying field and allow many mote people to enjoy the field both as a spectator or as a participant. The improvements will bring the flying field up to the standard of the City of Fayetteville's Park System . These improvements were recommended by the Ozark Fliers Model Club who have maintained the site for the past 10 years. HISTORY: • In approximately 1971 the City was able to buy the watershed lands around Lake Fayetteville to protect its water supply. The City designated these lands to be park areas such as the
