PRAB MEETING
June 8, 1982
The Parks and Recreation Advisory Board meeting came to order at 4:10 pm
' at City Hall.
MINUTES: Minutes were approved as mailed.
OLD BUSINESS:
1. Swimming Pool Committee: Beverly Melton reported that the Pool
Committee will have their last meeting tomorrow before the plans are
submitted•to the Health Department.
2. Walker Park: Dale Clark reported that $1108 damage to the plaque was
taken to court. The boy who hit the plaque was fined and is working out
public service work at Walker Park. The damage was filed on the -owner
of the cars insurance.
Clark said that there is a drainage problem between Field #1 and #2, and
the concessions. Sego discussed the problem with parking and his
concern for safety of the children near the parking areas. Clark said
1!e was concerned about spending more money on parking lots than what
Parks do on the ball fields. The Board discussed the possibility of
opening the southwest area for parking.
3. Children's Theatre: The Drama Workshop has .been completed and was
very successful. The Board needs to apply for the drama staff graduate
•
assistantship before July if they are interested. It would cost approximately
$2, 000 for 1981 and $2, 000 out of the 1982 budget. Dr. Ryan recommended
that the. Board wait and apply for a grant with the Arkansas Arts Council
this fall for funding in 1982.
Motion: Ryan/Melton- To fund the Drama Workshop staff person with fees
from the students and any additional money needed for 1981 from the budget
or Trust Fund. To fund the $2, 000 in 1982 for the Drama Workshop
instructor to be included as a staff position in the budget.
The PRAB appointed Dr. Ryan as chairman of the Children's Theatre
Committee to be formed of interested people. The committee will be
exofficial with Dr. Pat Romanov.

NEW BUSINESS:
1. Plat - Winchester Square Subdivision: The PRAB reviewed the plat
on Highway 16 west by Ozark Electric. The Board decided to wait
to make a decision on whether to recommend park land or money in leu
until more information is gathered on the status of the Marinoni land
development.
2. Asbell Soccer Field: Pete Heinzleman from the Soccer Association
recommended to the Board that the north field next to the Girl's Softball
field needs to be improved. The field cannot be used often because of
the poor drainage. Improvement of this field would help the Association
to play most of their games at Asbell so they could be more centrally
located. This would make a total of five soccer fields. The field needs
more filldirt and grass seed. Heinzleman said the Soccer Association
would provide the workers if the Board could get the machinery and the
dirt. The Board decided that Asbell is very accesible and that work
needs to be done now - soccer season starts in six to seven weeks.
Dale Clark will write a memo to Mr. Grime's to see if the city would
lend their equipment on a weekend. The Board also discussed the
possibility of the CBs doing the work The problem is where to reroute
the water drainage. A surveyor named Doug'Hemingway from the Soccer
Association has volunteered to look at the land layout. The Board decided
to let Hemingway survey the land and then determine how much money
is needed to have a work order made.
3, Parks Maintenance -Improvement Seminar (Colorado) Dr. Ryan
informed the Board that there is a Parks Maintenance -Improvement
Seminar in Colorado that is sponsored by the National Parks and
Recreation Association this August. He expressed that it would be
very beneficial to send Dale Clark to this meeting, The Board
appointed Dr. Ryan to obtain information concerning the cost of the
trip.

4. Greathouse Park : Dale Clark said that a woman called complaining
about the upkeep and improvement of Greathouse. The bridge is still
to be built in the park. Levi Strauss Company said that would be interested
in helping to improve this park since it is located by their company building.
5. Long -Range Planning Session: A long-range planning session will be
set in the near future. Due to the conflicting schedules, the session
tentatively planned on Friday, June 18th is cancelled.
6. Recreation Interrz Mary McKinney will be doing here internship with
Connie Edmonston for the next five weeks. She is a graduate student at
the U of A in Recreation.

NEXT PRAB MEETING: The next PRAB meeting will be held on Monday,
June 21 at 1 pm, City Hall.
