PRAB MEETING
April 27, 1982
The Parks and Recreation Advisory Board meeting came to order at 4:15 pm
at City Hall.
Minutes: Minutes were approved with the correction that it is Lake
Sequoyah house that Dale Clark is investigating instead of the house
at Lake Wilson.
OLD BUSINESS:
I.. CD Report: Connie Edmonston had visited with Rick Mason about the
CD progress for Washington Mountain and Walker Park North.
Mason said nothing could be done at Walker Park North until the
CD money is available in July. The appraisals for Washington
Mountain purchase will be ready in about a week.
2. Sequoyah South Plat: Jim Stephens met with Dale Clark and Connie
Edmonston concerning his plat land. The Parks is entitled to 1. 3 acreas.
The Parks need to have the area surveyed to mark the dedicated plat
land and the land Mr. Stephens would be interested in dedicating to the
Parks & Recreation Department.
3. Grand Opening for Walker Park: Grand Opening for Walker Park
South will be on Mnnday, May 17. Games will start at 6 pm. Dr.
Ryan will make the arrangements for the Grand Opening Ceremonies.
4. Concession Cups: Concession Cups with Fayetteville Parks and Recrea-
tion Department on them were ordered and should be delivered in
three weeks. Twenty thousand cups were ordered for the ball parks
and swimming pool.
5. Soccer Fields : Dale Clark and Pete Heinzelman met to discuss the
soccer field situation at Asbell. They discussed the possibility of
having CB to do the field leveling at Asbell Park for the soccer fields
since they do not know when the field at Walker will be ready.
6. Wilson Swimming Pool Report: Beverly Melton, chairperson for the
Wilson Park Subcommittee, displayed a proposed drawing of the city
swimming pool to the PRAB. The pool is in a z -shape with a shallow
general area, shallow teaching area, deep swim area, and a diving
area. There are eight lifeguard stands. The drawing consisted of
a bathhouse, wading pool and the main pool. The bathhouse consisted
of a lobby area, management room (basket room with an office),
an equipment room (for pumps, etc, ),concession stand, and a men's
and women's locker room, Suggestions included: the equipment room
is too close to the concession stand and it would be noisy; a larger
basket area; roof over -hang the concession area for some shade;
have graphics; have outside showers to help eliminate dirt and sun tan

oil in the filters and water; lower the equipment room; have solar
power for heating the showers; skylarks in the roof; hide the pipes
so they do not have to tearup the sun deck for maintenance.
Melton suggested that some of the dirt from the pool might be used
elsewhere in the other parks.
The time table for the pool is as follows: June 1 - plans submitted to
the State Health; July 1 - advertise for bids: August 1 - take bids;
August 15 - start construction.
NEW BUSINESS:
1. Leverett II Plat: Waite/Melton: Motion - To make the recommendation
to take the money in lieu on the Leverett II Platt. The PRAB felt
that this area was already served by Woodland, Agri Park, Leverett,
and Asbell School Park areas.
2. Beverly Melton recommended to the Board that they need to start
itemizing the money needed for professional studies so that it be included
in next year's operating budget.
3. Rick Mason: Rick Mason and David Mc.Wethy made a. recommendation to the
PRAB concerning using CD money at Walker Park North. They felt
that the creek needed to be redone by building a box culvert along the
back property line. This would serve two purposes - 1) give a level
surface, and 2) for flood control. With this being done, only the
northeast section of Walker Park could be cleared for the softball and
soccer field that were requested. Also on the southeast corner a
fishing. lake and dam would be built to help with flood controll and for
recreation. The PRAB members present were pleased with the
recommendation and advised Mason to go ahead with his plan.
Mason said the PRAB needed to mark the existing trees that they want
to relocate and to transplant them, and that in order for CD to get a
survey the area needed to be brushhoggged first. These needed to be
done .ASAP. Mason explained that there were two big main trees in
the pr cposed lake area that would be left for islands if possible.
The existing bed for the lake is now twelve feet deep and there are
some springs that feed it.
The PRAB discussed the possibility of getting a club to help collect
money to relocate the trees at Walker Park. The Garden Clubs were
suggested as possibilities. Organizations that might volunteer to help
were suggested by the Board.- CB, Army Reserve, Vo -tech students,
and the Federal Program with the Summer Youth.
4. American Legion : Dale Clark, David Lashley and Connie ' Edmonston
met with the American Legion to discuss the possibility of buying the
American Legion field on a long -term lease. : The American Legion

were not in favor of selling their land.
MEETING ADJOURNED at 5:40 pm
NEXT MEETING: The next PRAB meeting will be held on Tuesday,
May llth at 4pm. This will be their Spring Tour.
