PRAB MEETING
March 23, 1982
The Parks and Recreation Advisory Board meeting came to order at 4:15 pm
at City Hall.
MINUTES: Minutes were approved as corrected.
NEW BUSINESS:
1. Ernest Jack and Julie Nash from the Ad Hoc Landscape Committee of the
Planning Commission were present at the PRAB meeting to discuss their
attitudes and philosophies concerning preservation of nature so that the
PRAB could work jointly with them. Mr. Jack explained that his committee
originated from the resolution passed by the City to lead the effort to
preserve nature in Fayetteville. He suggested to the Board to do their
best to preservation and to try to incorporate landscaping in the overall
planning. The Board expressed their concern for preservation of trees,
but also the high cost to relocate the trees. Mr. Jacks said that he did
not expect any budget to work with. Julie Nash explained that the Committee
pertains to commercial only, not private, and that they are not a policing
agency at this point. The Committee and PRAB concluded that it is important
that whomever is planning a park (eg. Engineers) should be aware of the
Resolution concerning preservation of nature.
OLD BUSINESS:
1. Plat Land on Sequoyah South: Jim Stephens attended the Board meeting to
answer any questions concerning his plat. His plat concept was passed
by the City Board on March 16. Mr. Stephens said that there will be no
more than one hundred -thirty living units. They will be condominium
type housing. Motion: Melton/Knight - It was approved to take the park
land in the subdivision somewhere by the pond and to work with the planner
as to the regulations provided by the City Ordinance for public parks.
Mr. Stephens reported that the development will start with Sherman Street
and then will move into the single-family housing.
2. Wilson Park Sub -Committee: Chairperson of the Wilson Park Sub -Committee,
Beverly Melton, gave a report from the Open Public Meeting held on Monday.
night. She reported the following concerns:
1)The Traffic Problem - safety
2)Hooligans in the Park - recommended that the police have routine stops
in the park. Illegal acts such as selling drugs, possession of liquor in the
park, and overnight sleeping in the park are taking place.
3)Need for sidewalks around the park - safety
4)The Purity of the creek water from the sewage drainage. The Board
recommends that the Water & Sewer Dept. investigate why there is an
overflow after heavy rains.
The Committee was there just to listen to the public's concern , no decisions
were made at this meeting.

Mrs. Melton said that the traffic problem of Wilson Street seemed to
come from Prospect Street to Louise Street. She recommended that the
Parks need to eventually do something with the ditch there -such as placing
a drainage pipe and covering it up on the west side of the Park. This
would help eliminate the people/traffic problem. The big ditch seems to
be the problem area. Melton also questioned the general vehicle travel
in the park. She suggested possibly having parking on the outside of the
park and no parking inside the park except by the pool.
-The PRAB recommended for Beverly Melton to go before the Street and
Sidewalk Committees about the problems in Wilson Park. The Board
expressed their concern for the joggers, walkers, etc. around the Parks
area, not necessarily the traffic problems.
-Dale Clark reported that seven out of the 22 swing sets need to be repaired
and that the ground around the merry-go-round needs to be replaced with
some type of material that would be durable and safe.
- Melton requested that the Board members make a list of what items and
concerns have been brought up in the past concerning Wilson Park.
- Connie Edmonston will research the history of Wilson Park.
2. Asbell Renovation: David Lashley reported that the PRAB needsto present
a plan for the Asbell Renovation to the City Board. George Knight's committee
needs to investigate as to what needs to be done and if consulting is needed and
if so, how much it will take. The Board decided that they need to
discuss with the Schools as to assisting in financial help to the renovation.
3. Beverly Melton advised to have an orientation for the subcommittees to
be more informed of the Parks and the PRAB philosophies and accomplish-.
ments. Such items as maps and handouts were discussed.
4. Lashley recommended that the Board re-examed their Swimming Pool
Program as to when they opened and closed for the season,. and to also
have a contengency plan for the new pool.
5. Connie Edmonston reported that June is National Parks and Recreation
Month and that June would be a good month to promote our parks and to
give recognition to the Board members.
MEETING ADJOURNED at 5:55 pm.
NEXT MEETING: The next PRAB meeting will be held on Tuesday, April 13
at 4 pm, City Hall,
