The regular meeting of the Parks and Recreation Advisory Board met at 7:45 am in
-City Hall.
POOL - Beverly Melton
Drafts of the proposed contract by McGoodwin Williams and Yates to provide engineering
for the construction of a swimming pool in Wilson Park, were passed out. Each member
is to read the draft and call Beverly by Wednesday morning with additions or deletions.
MINUTES
Minutes were approved as mailed.
HAL BROWN - of the Environmental Center
1. The PRAB has heard from the EC annually. We may need to hear more often
2. Hal invited all to visit.
3. Hal presented an excellent slide program. He also handed out brochures and
literature.
4. Water purity going down. A guess is that it is from the wasts from the develop-
ment across the highway and on the hill.
5. Because of vandalish, their needs are:
a. To establish boundaries with adequate fenc,ing.
1. Chain link in accessible areas
2. 5 strand barbed wire in remote areas.
b. To know exact boundaries
c. To plant short leaf pine and multiflora rose.
d. To have perimiter mowed.
e. Permissoon to move ahead
f. Personnel and equipment help whenever Dale's men are free (early spring).
g. To give Dale a specific proposal for money.
A motion was made by Rod Ryan, seconded by Bill Waite that, "A no trapping ordinance
be adopted for all lakes and park areas. Trapping for muskrat to be discontinued
unless they become a problem, then th PRAB uuthorize muskrat trapping for a short'
time:: Motion carried unanimously. David will make a memo of this to the City
Manager and the City Board. David will also check the ordinances
6. They ask that requests for cutting of dead trees be denied. These become
"den" trees for wild life.
7. The Scout area need maintenance. It would be more utilized if so done.
8. Hal will survey the Nature Park north of the VA hospital. They are always
looking for areas to be kept natural. Could be utilized by the schools, retired

propel, etc.
9. Hal is available to give noon programs such as to civic clubs.
10 PRAB needs consulting fees left in the budget to help with situations such as
the water quality study done each year.
11. The agreement with the schools needs to be reviewed.
MEETINGS
The next meeting will be Tuesday, December 22, 7:30 am in city hall.
VACANCIES
1. Need someone from the school administration
2. Contact anyone interested to make application.
AD HOC
Committee for Asbell Gym - George Knith, chairman. Need personnal cooperation:
school, FYC, PTA and city.
COMUNITY DEVELOPMENT
Would like to spend the $130,000 allocated for Parks and Recreation on the Asbell

hood.
1. American Legion Field
No cost on purchase yet.
2. High school tennis courts
Harry Vandergriff has asked the city to build two of the four new courts at the
high school. This is in the '82 CD Budget.
3. Soccer and softball fields at Walker are still being designed and engineered.
4. If the Asbell project does not go th rough then alternatives - in priority - are:
a. Walker Park North
b. Purchas of American Legion field
c. Two tennis courts at the high school.
5. The 1982 CE Block Grandt funds need to be reviewed concerning Parks and Recreation.
BOARD AGENDA
PRAB needs to be on the agenda the 15thh
1. Put a hold on CD funds.
2. Swimming Pool
JEFFERSON
Need to meet with PTA and others of the area for neighborhood input as to what they
see as their needs.
LONG RANGE PLANNING
Too many committments on our time now. We will try to plan for a retreat later
on in '82.
ASBELL
• 1. Come up with some viable plans
2. Have plans in preliminary stage so they can be shown and generally discussed.
3. Consider the fact that CD funds may not be available.
4. Bill Wait's sub committee on development will look at the general area use.
REORGINIZATION
There needs to be a thorough look at how PRAB functions and how things are accomp-
lished. (in light of a new Administrative Assistant) Rod is to get together
with Dale and Connie.

Connie miste will begin January 1, 1982. She will be housed temporarily at the
FYC until City Hall is rebuilt. She must meet with the committees.
