PARKS AND RECREATION ADVISORY BOARD
Monday, September 14, 1931 1:30 p.m.
PRESENT: Lashley, Widder, Waite, Reagan, Clark
Mark gave specific information on bike racks - one fairly standard, one
for one -bike -only, extra secure. Prototypes being made in City Weld Shop.
Locations: Asbell - two conventional racks (10 slots each); Babe Ruth - one
conventional rack (10 slot); Bates Park - two one -bike racks; Butterfield -
two one -bike racks; Greathouse - two singles; Gregory - two singles; Lake
Fayetteville near softball - one 10 slot; boatdock - one 10 slot, north side
two singles, south side two singles; Sweetbriar - two singles; Wilson - three
10 slots; Square - eight singles.
Motion by Waite to approve Mark's presentation. Reagan seconds. Unanimous.
Dale researched Square Park - inside the sidewalk around the Old Post
Office in parks property. All else is in jurisdiction of Streets Department.
David read his summary of the status of this park including his recommendation
that ALL the Square Park be under Parks and Recreation. David feels DFU
should continue to manage these gardens. Parks has been contributing $3,000
to Flower Fund per annum. David will state PRAB position at City Board meeting
September 15, acknowledging by $250 contribution each month our support of the
Square Gardens, that complaints be directed to the Flower Fund Committee, that
PRAB wishes to be informed of problems.
Dale gave figures on concession stand in City Park - summer total -
$7,563.56. Slow season. Total attendance 14,450 with 512,191.34 income.
,.Good summer would be 22,000 attendance. Dale thinks rainy and cool weather was
"the big factor.
David asks if we really want a new municipal pool. Dale feels we should
go with smaller pool at Wilson, with projection for another pool in Root area.
Bill says 8E of kids in this area belong to private clubs.
Concensus that we support Swimming Pool Committee recommendation.
David wants board to tour parks in October. Bill will schedule.
Dale says park signs will go up after two other. projects.
Presentation from Art Browne of Chamber of Commerce Civic Improvement
Committee to counteract vandalism with a program promoting pride in parks and
increased usage - with considerable community involvement, questionnaire sent
to a cross section group by University of Arkansas group. Result was a plan
by Browne organizing a large group of volunteers. Bill said most people's time
is already committed, why not work with schools PTA's. PTA's are already

functional and certainly interested.

Proposal by Art Brown tabled for the present.
Dale has been asked by flr. Grimes to submit priority items for Sales Tax
money. 1) pool; 2) administrative assistant for Dale, 10-12,000; 3) one full
time maintenance person, two part time (20,000). If CD does not come through
for Walker Park North, would we want to spend Sales Tax here. $187,000 est.
income for Parks for one year. Bill suggests more program people in the summer
Dale says Jefferson and Asbell are doing very well in the summer and that Root
and Butterfield probably would not be successful. Bill says we need land
acquisition for parks in No. - name area. Rodney says we need more performing
arts, specifically providing a place for such performing arts to be housed. David
asks Rodney to do a description of such an arts program.

Dale wants beautification - perhaps beginning with a small garden in Wilson
Speaking now of job description of proposed administrative assistant Dale
adds 1) weekly inspection of all park facilities; 2) coordinate and recruit
volunteer services; 3) administer and trace out Greenspace Ordinance income;
4) be aware of potential income from all sources.
