PARKS AND RECREATION ADVISORY BOARD
Wednesday, September 9, 1981 1:30 p.m.
PRESENT: Lashley, Widder, Ryan, Melton, Reagan, Clark, Cantrell, Cypert,
Tarvin, Crook, Phyllis Rice -Northwest Arkansas Times
- This meeting was held at the Youth Center and also included the Swimming,
Pool Committee.
- City is offering water tanks on E. Dickson to any department which can use
thein. Parks and Recreation Advisory Board will check them out during October
parks tour.
- Bicycle Task Force (Widder) is having two types of bike racks made up and
needs Parks and Recreation Advisory Board guidance and approval of places
to put them -- city pool, Walker Park, ballfields. Parks Department will
maintain.
- Beverly gave current findings of the Swimming Pool Committee: two alternative
plans locate new pool in same approximate area as present pool. Mans compli-
cations: grade level, remodeling old buildings, tearing down maintenance
buildings, six big trees would undoubtedly perish and building that close
to old pool (or remodeling old pool, a suggestion considered unfeasible)
would mean we would have no pool for one whole season.
Third offering: build pool in center of present Wilson Park softball field.
Advantages: level, open, no need to tear anything down, less need for con-
cession (ballfields are the big concession users). Softball field would
have to be built - Industrial Park or Walker, cost $30,000. $536,000 for new
olympic size pool, dressing rooms, restrooms (not public). $30,000 for new
ballfield - Total $566,000. Public restrooms and concession stand further
down the road. No diving pool, no tall diving board, no observation.
Cypert suggests public input for uses of old pool and area. Given the general
favorable consensus of those present, Lashley suggests presentation of plan
and figures - locating new pool in center of present ballfield - to City
Board at September 15th meeting. Melton and committee will present. After
dismissing the Swimming Pool Committee with appreciation, David asked them
to remain on the job until things are farther along. Crook says present
figure, $536,000, represents careful work that has gone into "costing" and
is an improved value to taxpayers. Tarvin gave nine months as building time
for this pool.
- Dale said City Board will want to wait on HCRS application - this could be
crucial because HCRS operates with different rules.
Tarvin is in touch with State Parks and Recreation grant office (Jerri
Durandowski) and the HCRS grant result will be known end of September.

It would be most helpful if we could have information on the
status of CD.funding.
We are concerned that we have heard nothing regarding the census
surveys to be conducted by the CD office in the Asbell and Washington
Mountain areas.
These two projects were budgeted for 1981 and half the year is gone.
We would like to proceed with plans but cannot until we have the approvals
which are contingent on the census analyses. It would be lmost helpful
if we could be made aware of any progress.
It is our understanding the CD Director reports to the City Manager
and is responsible to the Board. This is the reason we are asking
for information that would be reliable and official.
