DRAWER F 72701 1501] 521.7700 PARKS AND RECREATION ADVISORY BOARD Monday, August 3, 1981 1:30 p.m. PRESENT: Melton, Lashley, Widder, Reagan - David welcomed Beverly Melton as new board member. David discussed house and eight+ acres owned by City at Lake Sequoyah, managed by Water & Sewer Department. City Board asks our recommendation as present tenants unsatisfactory and lease up. Our concensus is to recommend to City Board to turn this property over to Parks and Recreations and fix up house with city funds and rent it. Beverly suggests we leave the house with Water & Sewer and review in three years and parks take property. Dale wants a rec vehicle park out there but questions whether people will travel that far to use it. When such a park is made we will need house for caretaker. Motion by Melton to recommend to City Board that the land be turned over to Parks and Recreation and the house be fixed up and rented and left with Water & Sewer until needed by Parks. Seconded by Widder. Unanimous. - Minutes of July 6 approved with correction "drain" gate at Lake Wilson. -.David bothered that there has been no action in getting Asbell and Washington Mountain qualified for CD. David will go to Grimes on this and also to City Board. Has already sent detailed memo June 26. - Memo Lashley June 17 to City Manager in regards to drinking and rowdy behavior in City Park. Dale reports much improvement, police taking good action. - David went to City Board and they agreed to remove stipulation on 15% share of sales *_ax that ,:ill go to Parks and Recreation. - David reported on Seabees participation in new Walker Park land development. Seabees can only work once a month. So far no plan has been made as spoken of last meeting. David suggests we hire an engineer, get a plan, carry it to City Board. Dale says we can go to City Board for money to pay for an engineering study. David will do this for plan for development for Walker Park. - David will ask that Parks have a permanent spot in City Board agenda on the third Tuesday. - Beverly reports on s:rimming pool -- committee has asked Tarvin and Hailey to revamp plans to come in close to S400,000, swimming pool ONLY. - Dale reports Lake Fayetteville fields complete except for water fountains. Players avoiding fence with points on top. • • • • - Asbell parking -- basketball staked but that's all. ��- Prioritization of improvements noted in Parks tours still has to be done by Waite. - Meeting moved to Grimes office. Asked Mr. Grimes about permanent spot on agenda. (Wo. Suggestion that Parks and Recreation Advisory Board meet second Monday. - iic'Wethy spoke about a contract needed between Square Park maintenance person and Parks Department. Lashley says Parks Department has never had responsibility or authority. City Board has not been consulted on this. Problems with planters leaking. - Clark was approached by a person who wantsto live in house at Lake Wilson in exchange for caretaking. House managed by Water & Sewer. David spoke in favor of this move provided City will give us extra funds. Beverly reminds us that we control tenants. This item caused us to re -think Lake Sequoyah hq.use problem and also Lake FalH`t-- ville caretaker. We now feel we need to have more control over these houses anu people and concessions and will ask City to inform us when said leases expire. In effect this cancels Meltons earlier motion. - Preconstruction conference at CD office August 4, 10:30 on Walker Park projects. Dale and David will attend. - David presented his idea of hiring a Parks and Recreation Administration Assistant with an office in City Hall -- concerned with: 1) PR; 2) clerical; 3) budget 'control; 4) Planning. Job would be full-time and would separate Parks from Youth Center. David wants time data figures on park maintenance people -- for basis to ask for more people and for checking employees for efficiency and pro- motion. He also wants job orders. - Motion by Reagan to table this motion until September. Melton advises informing City Board of this problem and our direction with no request for action. - Downtown gardens: problem with DFU flower fund financing and managing and City (Parks) paying $3,000.00 per year and having no say. HUD built planters and there are seriou4roblems with them. No clear cut authority prevails. David asks Dale to research just what is park property in Downtown Gardens.
