Present: Waite, Reagan, Lashley, Knight, Clark 001)521.7700 ROOT - David - we need to drag field and spray weeds. Problem with availability of lights in gym as lightswitch is managed from within the school. ROUTH - some evidence of picnickers. We need a trash barrel. LAKE FAYETTEVILLE - North pavillion - road needs oil to(check with Street Department) to keep dust down. New fence up and looks great. Gate already damaged. Boatdock - complaints about caretaker not being consistent in enforcing rules. Ballfields - two new fields nearly complete and the area looks like a grand softball complex. Need some more play equipment for little children. Parking inadequate. Ballplayers complaining about sharp ornamental tips on new fenceposts. Dale wants to buy pump and pump lake water to grass on new fields. Water fountains vandalized. Dale suggests tennis courts for the area south of new fields -- would have to solve problem of drainage. Concession doing well, manned by Parks staff person. Anticipate need for more restrooms. David wants signs posted DO NOT LITTER. South pavillion - road needs work. Beautiful and well used area. Water fountain running. Restrooms functional. Day camp held here. Light globes replaced. Homosexuals gather here. SWEETBRIAR - cabers breaking off cement benches. Park gets good use from limited area. BUTTERFIELD - picnic tables are vandalized, not used, will phase them out. Move the backstop. Our soccer goals being used by Strikers and we need to get them back. GREGORY - Area needs neatening. Fence in sad shape. Dale says we need posts and cable to keep vehicles out. Park gets minimum usage. David suggests improving appeal by cleaning out underbrush in picnic and pavillion areas. Bill says people won't picnic where there is no play equipment. Board gave strong agreement to both suggestions. ADDENDA - Dale says we need one more full-time maintenance man and three summer people. Ballfields upkeep is costly in manpower. Dale also says we need another truck and a trailer to haul a tractor. We lease our tractor from Williams Ford for $1,000 a year. George says construction on basketball court/parking at Asbell begins July 7. Dale asks if use surveys (to qualify for CD) at Washington Mountain and Asbell are proceeding. No action by Rick Mason. DRAWER F 72701 June 26, 1981 TO: Parks & Recreation Advisory Board City Board of Directors FROM: David McWethy, Assistant City Manager RE: Grant for swimming pool (501) 521-7700 I spoke yesterday to Chris Peek, a Little Rock person with whom I have dealt most successfully in the past on (he Walker Park and Lake Fayetteville Park HCRS grants. He indicated that Department of the Interior Land and Water Conservation Fund grants --formerly administered by HCRS through the state Department of Local Services --have not been funded for calendar year 1982. While the state received $2,600,000 last year the most we can reasonably expect in 1982 is $1,800,000 and President Reagan has recommended $0 to the stat es, preferring that it all go to the National Park Service. The actual funding level for 1982 won't be known 'til September or October but even if the state gets $1. 8 million in LWCF money state Parks & Tourism (who now administers these grants in Arkansas) will probably get one-third off the top. The bad news is that this would only leave a million or so to distribute among the thirteen applicants. And cities (like Fayetteville) who have received previous LWCF grants will be given last priority. There is no good news. Therefore, I recommend that we go ahead and submit the swimming pool grant application, but be prepared to withdraw it if, after October, it becomes apparent that there will not be enough money to fund it, or if Fayetteville's application is given such a low priority that all other applicants will be funded first. In my Judgement the effects of inflation for two years, and federal regulations, would not make it feasible to wait this long for a $200, 000 grant for a $700, 000 pool. Now if the federal share could be increased to 50%, that might be another matter.... 1 • • • c i TO: City Manager and City Board of Directors FROM: David Lashley, Chairman Parks & Recreation Advisory Committee It has recently been brought to our attention that a more serious problem is developing in Wilson Park. This has been brought to our attention by residents in the area surrounding the park as well as people using the park. There is a congregation of "hoodlums" gathering most every night in the early evening until much past the 11:00 p.m. curfew. They are making substantial noise, litter, and -..oi,...: ,.: drinking, We are co»•rrnc�ci a'out the litter and drinking in other parks, as well. It may be time to enforce the ordinances which control the above acts in order to stop the further development of a bad ., situtation. IL would be very helpful if you would consider this matter and advise the appropriate officials of what needs to be none. June 17, 1981 • • 1 TO: City Manager &. City Board of Directors FROM: David E. Lashley, Chairman Parks & Recreation Advisory Board c mMEN We have just completed our semi-annual tour of_our parks. A detailed report of that survey is available on request. Those of us making the tour are generally pleased with the progress toward improving maintenance. We still have a lot of room for improvement and you will be hearing more from us in the future regarding additions to our maintenance program. We have several projects in progress and some others on the drawing board. We do not consider the application to HCRS for the swimming pool a very encouraging source of funds. The swimming pool committee is proceeding with alternatives and nnre firm costing so that we can present to you a more feasable plan for development. We have -one request coming out of our discussion this morning and that is that we would like to know about the arrangements for providing the back-up census information in the 1981 C. D. Budget. We don't want to lose the Asbell Gym project nor the Washington Mountain Park project. Any help you can give in having the C. D. office gather the necessary information to support the proposed projects would be greatly appreciated.
