DRAWER F 72701 [5011 er-nao PARKS & RECREATION ADVISORY BOARD MEETING Friday, June 19, 1981 1:00 p.m. Present: Knight, Reagan, Lashley, Waite, Ryan, Clark, Citizens Swimming Pool Committee, Crook, Hailey, Melton, Tarvin, Cypert Beverly gave general scope of committees presentation of pool: replacing all structures, giving the community a new pool to.be proud of. David said Parks & Recreation Advisory Board was shocked by the cost Hailey Powers came up with and that we must make concessions, probably doing about $400,000 worth of first phase. Cypert suggested keeping olympic size, including diving in one end. George asked if concrete was only way to go. Tarvin said we could choose alternatives, but concrete is necessary for diving pool. Old pool slightly less than olympic size. Saine filter would serve swimming, diving and wading. Phase One as it stands utilizes old bath houses. David asks minimum we have to have. Barbara says a swimming/diving pool would cost more than $706,000 first phase. Cypert said would the increase be the entire cost of phase III (diving tank) 5105,000. Tarvin says no. Hailey gave savings here as 5100,000. Cantrell suggests we stay with this original plan in phases, rather than modifying and cutting corners. Diving tank most expensive per square feet part of this project. Tarvin agrees David holds for quality. Beverly says we will need large exclusively swimming pool with projected population increases. hlcWethy points out that HCRS does not take kindly to us decreasing the total amount of this project, once the grant is underway. Lashley suggests modifying depth to 10' on one end with one meter board to permit some diving initially. Cypert agrees. Barbara says to go back to adding diving to Phase One, changing engineering to SHOTCRETE walls. Hailey says SHOTCRETE or GUNNITE would give pool life of 15 years as opposed to 30 years with reinforced concrete. Hailey said we could use less decking in Phase One. Beverly says swimming only would use less expensive pumping. Newton says Phase Two can be cut in two. Beverly suggests diving tank be moved to Phase Two. David questions having diving at all. Cantrell says to hold with one meter boards. Clark says not to cut decking as swimmers need the area to sunbathe and socialize. Grimes says can't we initaily fill in old pool with excavated materials from new -- also won't we need an extra lifeguard for separate diving tank. David says Phase Four (demolition, parking, landscaping) should be second and diving tank last. Cantrell questions engineering -architect, etc. fees and asks can this be cut down and would McGoodwin take on time rather than straight percentage. Barbara says if we go with limited diving in Phase One, means we will never build a diving tank. Cantrell says then we will not have olympic diving competition. Tarvin says preliminary estimates are meant to be high, with adequate cushion built in. Suggests we go with pool and diving tank initially and see what bids come in -- if they come in too high, take diving tank out. Ryan asks would present Phase Four be the alternative, or the diving tank. Now group meets with finance people of City Board 4Osborne, Linebaugh, Lancaster). David gave summary of our conclusions. Knight asks can we approach HCRS for more money on later phases. Yes, if this agency is then in existence. Tarvin suggests that if we get the $200,000, it could mean favor for getting later funds from HCRS. Osborne says no pool if county sales tax increase does not pass and then we have a problem. No other possibilities of funds. Pool might help sales tax to pass. Osborne asked if Greenspace Ordinance money in lieu might apply here. Too long until we accumulate enough to matter, Lashley. Osobrne says Reagan's programs, cutting taxes, will balance out the increase in sales tax. Lancaster says go ahead and submit grant application. Says City Board agrees now to spend a matching $200,000 and that's all. Osborne says needs have not yet been prioritized for publicizing in favor of sales tax. Concensus: submit grant application and see how City Board reacts to $706,000 on July 7. Grimes questions Landscaping Two $20,000 and Four 518,000 -- and $270,000 bathhouse. t•kWethy remarked that HCRS response will not put money in our hands until 1982 with construction in 1933 -- inflation will affect. Newton will modi y plans and give to Beverly and present to City Board on the 7th.
