Present: Knight, Lashley, Thomason, Reagan, Widder, Waite, Clark, Melton
Minutes approved as written April 6, 1981.
Beverly says Newton Hailey is having problems with aerial maps of proposed
pool area -- so no update on pool.
Dale says Asbell lease approved by school. He needs only to take copy to
Community Development.
Asbell! now not eligible for 1981 Community Development. Reagan reported Rick
ason said a survey could be done. We question why 1980 Community Development
approved at Asbell and now 1981 is not. Reagan will pursue.
Don Grimes asked if we are interested in purchase of golf range on west side
of Lake Fayetteville as owner is retiring. We have no idea of financing but
certainly are interested in acquiring that land.
Naming Babe Ruth Park ballfields -- Babe Ruth people would like a field
named after 1) Orby McClelland, 2) Jim Gibson. Unanimous approval for Waite
to get City Board approval tomorrow evening. Names to be put on scoreboards.
Back field for Gibson, front for McClelland.
McWethy spoke about Asbell Community Development eligibility for 1981. We feel
the area will be eligible when Washington Plaza gets considered. McWethy asks
if this Board would do a survey in the area. Mason says even if a survey showed
51% L & MI, HUD might reject because the gym does not serve resident youngsters.
Mason checked Asbell School and found only 22% L & MI.
City wide projects prohibited by Community Development. George said he would
like to talk to HUD directly to get some assurance that if we walked the area
to survey we would be doing something useful. He will call Charlie Blevins
(378-5951) at HUD and we will make a decision after that.
Rick Mason says same problem exists with Washington Mountain area and we have
to prove eligibility. He checked and found 23E residences and 42% L & MI
(1970 census).
Both of these areas have to be qualified in about seven days. Dale suggests
modifying programs at Asbell to qualify. Rick says only totals are available
from 1980 census.

George came back from telephone conversation with Blevins at HUD who asked for
usage stats on gym. Suggests we get names and addresses of youngsters presently
using the gym -- not any busing. Said school can only use gym four hours a day.
Dale will get current figure on usage at Asbell gyro -- and addresses. Reagan
will stay in touch. Community Development will not approve $35,000 undesignated
park land 1981.
Washington Mountan: E. Farmers St. qualified for Community Development street.
Rick has a list of streets and numbers and we will do a survey. Community Develop-
ment has a form we can use.
Annual tour of parks, May 23 and 30, Saturday, 8:00 a.m. City Park -- Reagan
will have. Lennis call. Brinner resigned from Board.
David will recommend Beverly Melton to replace Brinner.
Reagan called friend who does surveys -- recommended we call Ken Bailey in
Tulsa (918-743-9569) who has private survey company,and employs people here in
Fayetteville. Dale will call.
Bill Waite replacing George as Chairman of Facilities and Parks Development
committee.
McClelland not producing engineering for Walker projects. Waite will call to/

Ken Bailey will be in Fayetteville tomorrow and visit with Dale. Community
Development will do tabulations and furnish forms. Dale will report to Board.
Bill reports on Babe Ruth. McClelland Engineers -- we will ask for $26,000
but $12,000 if we modify plans and get some help from City. Carrying this to
City Board tomorrow night (see last months minutes for particulars).
Dale says Field Three at Lake Fayetteville is three weeks from completion.
Some leveling needed on Field Two but it will be in use May 26. County con-
tributing 210 tons of SB2 for parking area E of present parking at Lake Fayetteville:
Dale gave status on soccer -- 400 youngsters, plenty of goals, seven fields.
Consensus that program has peaked.
Sturman has "frozen" our G.O. Bond balance to safeguard payment
in progress. David's figures do not reconcile with City's.
Dale gave fee schedule for use of ballfields, 52.5 per field per
questions this money going into City's General Fund.
Rodney said his talk with tennis people produced less enthusiasm than anticipated
for tennis center. Rodney will do more research.

Dear Bob:
Enclosed for your information and files is a tabulation of bids on
the above referenced project for dugouts, scoreboards, water fountains,
water lines and bleachers.
The City Board of Directors awarded, on April 21, 1981, the bids for
each item as checked on the bid tabulation. A total summary of costs for
ballfield No. 3 is also attached. Also, although there are no federal or
state funds involved with ballfield No. 2, a total cost summary of all
bid items is attached.
Purchase orders are being issued this date for all work awarded as
checked under Bid No. 450.
As you know, the City Board has appropriated funds to cover all costs
in excess of $30,000 for ballfield No. 3. Please forward, to us, the
State contract so that our $15,000 HCRS Grant may be secured by execution
by our Mayor and City Clerk.
Formal contracts are being prepared for the dugout work, water fountain
and line installation and scoreboard acquisition and installation. A
formal contract will not be necessary on the bleachers, as these are being
acquired under purchase order only. Assembly of the bleachers will be
done by our own employees.
