Present: Lashley, Reagan, Widder, Clark, Beverly Melton and Wayne Jones.
Report of the Swimming Pool Committee by Beverly Melton. Consulted McWethy
who recommended hiring o;. firm for preliminary study. Beverly recommends

Wayne expressed the opinion that letters be sent to
local architectual and enginee;•ing firms for their qualifications, opinions,
and estimates. [David says we should go the longer route. Dale concurs.
The letter is to come from Sturman with a time limit to respond to Tom
Brinner by Feb. 11th. There i; a problem with dwindling membership on the
Pool Committee: Brinner, Cantrell, Cypert, Melton. David will call Bob
CE,otreil and Conrad Kr•auft. The preliminary drawings will have to have
PRAB & City Board approval, and will have to be in by March 31st for spring
_.ubmission to HCRS.
Wayne Jones brought us current on projects:
Lake Fayetteville: City doing earthwork. Sturman preparing to advertise
for bids on fencing and lighting two ballfields. Estimate on dirt work -
Feb. 30th given:optinum conditions. Fence and lighting by May lst.
Asbell: preliminary plans finished.
Walker: Wayne brought a drawing of the master plan and explained their ideas
and designs, keeping to our original list of improvements. Also including
some recommendations for future. Will have specs and costs by Feb. 9th for
PRAB to prioritize or mike changes.

=Art Browne, Beautificatinn Committee, asked David how we are beautifying parks,
and how can he get people to help. David cited vandalism and. littering as
the most importr,nt problems.
Tonight the City Board disc::szes the Greenspace Ordinance amendment in which
private parks built and maintained by developers, approved by PRAB, would
srtisfy our neighborhood park needs and fulfills Greenspace Ordinance. PRAB
would not want restrictions on such parks. Will trust City Board to do the
right thing.
David met with Paul Shaffer and Pete Heintzelman about soccer field needs -
about 15 Melds. Dale made rounds of industry and schools and found 8 or 9.

The first meeting of the ad hoc Swimming Pool Committee of
the City Parks and Recreation Committee met at 7:00 in Cainpbell-
Bell, chairman Tom Brinner presiding.
Introductions were made. All then studied the layouts made
by an architectural class at the University of Arkensas.
Tom Brinner indicated that the city is to try for matching
funds for an HCRS grant. $200,000 from each is possible, totaling
a possible $400,000. The city has made a conunittment. The Parks
and Recreation Committee chose an ad hoc committee to study
building a new pool, bathhouse, parking, etc. in Wilson Park.
The city will allow $2,000 for a preliminary proposal.
Following considerable discussion the committee's concensus
was:
1. To plan an open hearing for all qualified architectural and
engineering firms in the city. Allow each firn, to know facts
and criteria for the project. .
2. To have these firms make a written proposal for flat fee

for everyone.

It is hoped to have chosen one proposal the Spring of 1981,
receive funding by the fall of .1981 and begin construction by the
spring of 1982.
