PARKS $ RECREATION ADVISORY BOARD
Monday, January 5, 1981.at 1:30 p.m.
Present: Waite, Brinner, Widder, Lashley, Reagan, Clark, and Wayne Jones
from McClelland Engineering. December minutes were approved.
David: Engineering in progress on Industrial Park land.
Wayne Jones: Sewer at Lake Fayetteville ballpark is in place and ready for
testing. Dirt work to be done by the County with us furnishing wages for
labor and vehicle fuel. David asked Wayne to get a second field staked,
working with Dale.
Walker Park - map in progress. Ballfield work (wiring and fencing) might
be manageable during ball season. Jones says he is "on schedule" with
Walker.
Asbell - Wayne did aerial map of Asbell area. We need a lease agreement
with the schools so parks can have jurisdiction over an increased 280 ft.
to the west. Dr. Winborn is working on this. Present parking 50-55 cars
in the east parking lot. One option is to widen the present lot - another
is to pave south and east of concession for 42 cars (accomodating 108 cars).
Wayne suggests using good used fence from Walker to build a barrier in the
area of the new parking - not eligible under CD.
No dollars on parking areas. $20,000 for Asbell parking in our CD. David
favors building the new parking lot. Bill suggests tying two parking
projects together and phasing them. CD will let bids on these. Soccer
starts mid-March.
No engineering yet on changing lights to underground at Walker. Dale
wishes to ask baseball board to forget lighting the fifth field at Walker
in favor of improving and updating present lights. Two poles inside the
southeast field need moving. The present lights arc high wattage incan-
descent.
Wayne says the old bleachers at Walker built with power poles need major
renovation.
Wayne presented a plan for No Name Extended soccer fields - as done by
Clark, Lashley, and Jones. Three fields are laid out - no trees cut.
\11 three fields and parki::g lot would cost $71,000 (SW $20,000; NW $20,000;
E $27,000). Lashley suggests asking County or soccer people for help as
this cost is beyond us right now.
Dale says we should begin the use of all available flat surfaces in the City
for soccer fields (schools, industry).
Toia and David asked for the new City pool at the last City Board meeting on
December 15th and got approval for $400,000 (half procured by grants). David

appointed Tom as Chairman of the ad hoc swimming pool committee, drawing from
interested and informed people out in .the committee. Suggests Beverly Melton,
Barbara Crook, Delvin Nation - David wants people who are interested. in
swimming and in parks. The City Board approved $2,500 for preliminary
planning. We need someone with grant expertise - Bobby Harlan from NWARPC,
McWethy from City. Lashley will call the list and report names to Tom. Dale
reported that Tom got compliments from the City Directors after his video
tape presentation On the present pool.
Dale suggests submitting this new subcommittee for City Board approval. David
will write the memo.
Wiring at {Nilson will have to go underground if we arc to get an IICRS grant.
Lashley reported on the meeting with Reagan, Waite, and Larry Wood to divide
the City into four large districts to simplify pars development and management,
roughly Highway•71 and North Street are dividing lines.
Waite attended a Planning Commission meeting with this new map in conjunction
with the new Greenspace Ordinance and both were,approved. (Donation of land
or money in lieu of - a tax on everything that is platted.) There will be a
public hearing at the next Planning Commission meeting - no opposition is
expected.

Model airplane people want to trim trees to the north of their area.
Reagan asked for evaluation of our attendance at UCS - .ne decided that
attendance at monthly meeting was not mandatory, but that our representative
should go to the annual meeting.
David presented a'diagram of Parks Department and the Parks & Recreation
Advisory Board. He emphasized the need to give high priority to programs
as opposed to maintenance and capital improvements. Committees (Budget &
Planning; Facilities `v Park Development; Recreation .; Personnel) were re-
appointed.
