DRAWER F 72701 1SO1; 521-n0 PARKS & RECREATION ADVISORY BOARD December 1, 1980 at 1:30 p.m. Present: Lashley, Waite, Brinner, Ryan, Widder, Reagan, Clark. Minutes of November 3rd (regular meeting) were approved; minutes of November 18th also. Tom opened discussion on Nov. 18 Special Meeting - Walker Park projects. Decried the expense of following federal regulations. Concensus: No alternative. Board unanimous in feelings against this unnecessary expenditure of tax dollars. Tom has a letter from the UofA landscape architecture student, Tom Beneke, to teachers at Woodland advocating great development of Gregory Park. We feel that the -status quo with modest modifications is our plan for that park. Dale will be in touch with Mr. Beneke. Rodney brought recent transfer of land across from Asbell ballfields from QofA A .i to UofA Phys. Ed. David expressed desire for FRAB to work withthe University to share use of field. We need the space for soccer. Rodney will get information for us on this matter. He predicts touch football will grow as fast as soccer has. Lashley spoke on Greenspace. Ordinance being drafted for Planning Commission requiring new developers to pay per unit and this fund will be used IN THIS AREA for purchase of land, and for maintenance. David sees this ordinance as stop gap. Waite says it is to our advantage to have park districts large. Lashley feels there was a very positive feeling toward parks at the Greenspace Subcommittee meeting. David attended initial plat review of development of Washington ;fountain at which Street Dept., City Engineer, etc. all had criticism and input. Based on present ordinance, David outlined what land we want up there to purchase as a park - 5 to 10 acres at base of mountain, trail to crest, about one acre at top. David feels fair market value, which we would have to pay, is the amount develop- ers paid for the land. NWA!tPC has the capability to search out possible park sites in accordance with the new plan. Larry Wood will expedite. NWARPC will notify PRAB chairman when initial plats come up for review. Planning Commission will adopt the parks plan developed by NWARPC. David will monitor. 1981 CD askings now: Asbell gym $75; Wash. Mt. land and development $60;PO4' future southwest land development $32,500; Greathouse $3,000. Reagan will keep informed. Final CD approval by City Board will be December 21st. David will ask McClelland Engineers for a neap of our land at the Industrial Park. • • Parks Bd. (cont.) Dale and George have not yet developed work schedule for Parks employees. Nothing on Lake Fayetteville ballfield. Nothing on soccer at No Name Extended. New swimming pool: we need $200,000 match money. Pool item is still in '31 city budget. Torn strongly stated that what we need is an engineering study of new pool and disposal of old pool site. He will attend crucial meeting on this December 7- h . McWethy reports HORS is now funding swimming pools. it;Bid #4100 on moving sewer line at Lake Fayetteville is on the agenda for the City Board meeting on December 2nd. Dale will put CETA people at Jefferson, Bates, Root pavillions 3:30 - 5:30 p.m. Proposes fee ($10.00) for team practice use. Ideal would be to have pavillions open till 10:00 at night and on weekends. Jack Kreie - report on Lake Fayetteville Environmental Study Center. Gave history of development. 5th graders of Fayetteville and Springdale and 10th graders study water quality. $100,000 federal money was obtained and used. The director is now Hal Brown. YCC summer jobs used in many ways to develop area. Mr. Kreie feels there are possibilities for opening the Center for use by Youth Center, older people, Chamber of Commerce. Working now on a long terns comprehensive plan - water quality in lake not deteriorating as fast as Kreie felt it would from new houses in watershed with septic tanks. Lashley asks if we would be informed if there were a big change in water quality. Lines of ESC property defined. We had a question about property west of the Center that ESC is using. It is clear these people are using all of their property carefully. Dale suggests fire barrier on the east side. Mr. Kreie agrees. He spoke of basic disagreements with Springdale on the philosophy of running the Center. He hopes to ask Fayetteville Schools to take over maintenance of the Center and charge Springdale for the service. Rodney suggests ESC writing its story for ,journals. David asked Mr. Kreie about swimming area between boat dock and darn. Difficult to locate. No YCC at the Environmental Study Center this summer. David suggests RSVP might be interested - Mr. Kreie supports this, is working with these people in an effort to have the Center used and cared for during summer months. E. Reagan •
