DRAWER F 72701 PARKS & RECREATION ADVISORY BOARD (Called Meeting) November 18, 1980 at 1:30 p.m. 15011 321.7700 Present: Clark, Ryan, Lashley, Widder, Reagan, Brinner, Waite - Rick Mason, Don Bunn, Wayne Jones and Vernon Rowe from flcClelland Engineering, David McWethy. Meeting was called by Lashley to discuss ways of facilitating projects at Walker Park. McClelland Engineering was hired to do the work. The question was asked if the entire park is in the master plan under con- sideration or only the developed 20 acres - Just the 20 acres. Vernon Rowe says his firm will get the park napped from aerial maps of SW Bell's and then pin down locations of buildings, etc. Mason asks for a well-developed master plan. David feels we should consider additional acreage when we plan - 15 acres. Rowe questions the value of renovation of existing shelter and restrooms. Waite asks are there vandal -proof bathroom facilities? No. Rowe recommends specifically located faucets for irrigation. Tom Brinner has requested SWEPCO to figure costs for putting wire underground. From meter in (on 16 Bypass), it is the City's responsibility. Next item: 150 additional spectator seats per field. Dale says some old seating is in poor shape. Jones says they will assess as part of this project and provide replacement seating. Question of putting a new fence south, close to right-of-way, eliminating parking there entirely. Concensus seemed to be that this is a wise safety move. Rick suggests utilizing any usable existing fence. f'lcwethy questions vehicle access off 15th St. Jones says the question of gates can be ccnsieered as we go. We will replace picnic tables in the same general area. Bike rack by ball fields. Memorial plaque: idicating henry 'Walker as donator. Cast metal on a stone. HCRS has to be desig,lated here also. Rowe will come up with a design. McWethy asks Rowe for figures ori replacing wiring and light fixtures with high pressure sodium with the benefit of saving energy. Should we light T -ball field? Clark says we must consult baseball people. Parks Bd. Minutes Page 2 • Handball/racquetball courts and tennis practice area - Dale says to ask Louis Watts of NWARPC for details. Location to be decided later. Pre -cast concrete dugouts will have to be built. Costs a lot to set them down into the earth, drainage problem also. Dugouts need to be cleanable, to be high enough for adults, and be above ground. Dale says too many water fountains proliferate the problem of vandalism. Concession stand renovation will be a complete redesign. Rowe will bring a design. Landscaping - along newly paved areas - 13th St., new parking lot. McWethy says UofA might give us nice evergreen trees, pines, spruce. Rowe will bring plan. Next meeting will be December 8th. We will call a special meeting if the engineers need it. Asbell - extend 53 existing parking spots to south, with four basketball goals, fence west boundary to prevent traffic going through. Maybe an additional exit off Lewis. Tom brought up item: new city pool. Dale reported that budget meeting was indifferent, but the budget item will go before the City Board. David suggests bringing students drawings of pool plans before the City Board. Tom will also bring video tape of underpinnings of present pool for graphic demonstration of need. HCRS will no longer fund swimming pools. Tom will go to the finance meeting of the City Board. E. Reagan
