DRAWER F 72701 1501) 521-n00 PARKS & RECREATION ADVISORY BOARD November 3, 1980 at 1:30 p.m. Present: Lashley, Ryan, Reagan, Clark; Knight, Brinner Whit Hensman and Mike Hill from Sherman Lollar baseball requested the Board's blessing for them to go to the City Board to request exception from ordinance 1594 (17A-31). The signs presently are in violation of the new sign ordi- nance and parks ordinance. 18 signs at $150 for the first year and $75 renewal for three years brings major and necessary income for Babe Ruth. Mike cited the isolation of Babe Ruth as a favorable factor and said we could deal with other requests for signs as they would come up. Dale said boys this age (14-16) are reluctant to sell candy or raffle tickets. We discussed alternatives for financing. Hensman and Hill seem open to suggestions - presented 1980 financial statement. David suggested we offer field maintenance in lieu of . CETA people would not have the skills. The concensus seems to be against the Board approval of signs. Dale suggests we offer to finance program director. Hensman says Sherman Lollar wishes to name one field in honor of Orby McClelland. Reagan got.1981 CD askings: Asbell gym $75,000; Washington Mt. land and ;c12.5 development $75,000; future land purchases in southwest Fayetteville $32,'500; landscape improvement on South 71, Greathouse - improve wood bridge $1,000, fence on the west side $2,000, total $190,500. Reagan will stay in touch with Delvin Nation. There will be a CD budget meeting on November 6th at 7:30 p.m. Reagan will invite Krei to the next meeting to bring us up to date on the Environmental Study Center. George, Bill and David have been working with the Planning Commission and the Greenspace Subcommittee. Impractical to try to use present ordinance which seeks to designate park sites after plats reach City Planning. David suggests targeting a general area where we need parks, designating restriction with option for us to buy. George says we will never get any free land from developers. David would like to utilize the NWARPC study done by Larry Wood. More on this next meeting. David talked to Wayne Jones with McClelland Engineering in regard to the cost of a study on No Name Extended - roughly $500. Harry Vandergriff says the proposed use of this land is perfectly OK. David will collect information on measurements of fields and parking, etc. and correlate. Bids advertised yesterday for moving sewer lines at Lake Fayetteville North. Dale explicated the 1981 pool budget. Said we need to recap entire pool or replace it. Increase in personnel salaries contingent with increase in • • • Parks Board November 3, 1980 Page 2 minimum wage. Tom expressed fear for the condition of the pool, suggests moving forward with a new pool. Figure is 5400,000. We will discuss the new pool financing at the next meeting. Dale went over the Parks & Recreation General Fund 1981 Budget. He ex- pressed the need for a new brochure. We made changes and additions including funds for Babe Ruth program; $400,000 for a new pool; $30,000 for soccer fields at No Name Extended; $5,000 for PAR -CORE ,logging course at Wilson Park. to E.
