PARKS & RECREATION BOARD TOUR OF PARKS
October 28, 1980 at 12:00 noon
Present: Knight, Widder, Brinner, Waite, Reagan, Lashley, Clark
WILSON PARK
Vandalism to sculpture garden: gargoyle head under bridge is smashed - some
"arms" on bridge are damaged. Street Dept. is to set big boulders on the
west side of the east ditch.
Two "new" tennis courts resurfaced. Lights working "fairly well" since Aug.
(Clark) Just about paying for the electric bill. No vandalism.
Dale said Arnold Christy of the Gas Co. said to leave gas pipe exposed in
south part of park - no danger or problem.
• Some leaks in pool - will be repaired before next season.

Dale wants to widen part of the creek and wall to collect water for irrigation.
Dale will check all tables and benches and barbecues. Buying 10 new tables.
Three sweetgums from 71 Drive-in were located in the southwest part of the park.
ASBELL PARK
Need barricade for the southeast parking lot.
Soccer people request water and care for soccer fields.
Trash can doors are hanging open.
Did not go to gym. No change in status.
LAKE FAYETTEVILLE - SOUTH PAVILLIOiI
Current problem with people (including our Tom Brinner) getting locked in -
the gate is locked at dark. Police, neighbors have been involved. Dale has
to rescue. Unacceptable to leave gate open. We will consider a loudspeaker
system to warn park visitors.
One fine wood trash container vandalized by burning.
Four lights destroyed (requires shooting with rifle). One light was burning.

Dale will put 50-60 ft. chain link at each side of the entrance.
Bathrooms will be in working order by spring.
LAKE FAYETTEVILLE - NORTH
Outfield needs seeding. The north bank is eroding, needs seed, fertilizer
and filling.
Climber is badly damaged.
LAKE FAYETTEVILLE - NORTH PAVILLION
Dale is starting on fence.
Land mowed, looks good. No complaints from neighbors on area left to grow up
by the Environmental Study Center. Reagan will contact Mr. Krei to come be-
fore our board for an update.
Model airplane area looking well kept - no noise, complaints in a year. Group
requests a picnic table.
Did not go to archery area - no change there.
ROUTH - No needs.
NO NAME - Did not visit.

Soccer people interested in fields here. Land is rough and sloped. Could
accomodate three soccer fields, maybe a softball practice field. We agreed
to (1) inform Mr. Grimes (2) finance an engineering study.
BUTTERFIELD - Not visited. Needs same as last year.
ROOT - Not visited. Dale will try to budget for a staff person at pavillion.
WALKER
New parking lot in progress west of ballfields, east of creek. Four sweetgums
from 71 Drive-in were set in. New fence planned for north side, closer to
road. Tennis courts in poor shape - one net post pulled out of ground.. Fat
evergreens from 71 Drive-in were set south of tennis courts and look fine.
South Block St. is being built - our new land very rough. Looks like a
sizeable project.
JEFFERSON
Picnic tables are broken.
Dale reports neighbors are taking an increased interest since we put in new
playground equipment.
Drainage remains poor in southeast corner.

HAPPY HOLLOW •
Good shape. Moved two backstops and two soccer goals. Best kept pavillion.
BABE RUTH PARK
18 signs are on outfield fence.
We need legal description of 15 acres given to parks by Chamber of Commerce.
Dale suggests it could be used to produce sod for parks use.
AMERICAN LEGION
Mr. Bob Keegan asks for our help. Field needs mowing. This program is for
same age group as senior Babe Ruth (15-18).
GREATHOUSE
Footbridge repaired. Mark suggests a sign cn South Brooks Ave. indicating
park location. One picnic table needs a bench.
We need to ask the City Attorney to write Kenneth Easterling to reclaim our
four acres from him.
Some small trees are still alive.
This park gets very little use.
• WASHINGTON MOUNTAIN
Drove up W. Farmers. Consensus: good area for a park.
Drove up Root Ave. and turned on W. 15th for another viewpoint.
ASIDE: We need plats on all park property.
Red Arrow - east of bypass, south of 15th St. needs a park
HOTZ PARK
Looks good - nice sign - neighbors complained so no basketball goal was erected.
LAKE WILSON - Did not visit. Dale and Tom reported the lake was way down.
Dale has not been successful in closing upper watergates.

Subject: Parks Development Projects
We believe our responsibility is to keep you and the City Board
advised of matters which seem very important to us and to which you
might provide some authority or clout in helping us accomplish our
goals. We have a couple of matters in this category at the present
and would like for you and the City Board to be aware of our concerns
and need for assistance.
I. Asbell Parking Lot (CD 1980) We saw this as a real need as did the
Board in January 1980. We have a serious parking problem at asbell
and we have just finished a season when we have had problems with
parking in places which should not be allowed. We believe that policing
is not the answer, but that the additional parking for softball and
soccer would eliminate most of our problems. We are continually
frustrated by the delays and unusual amount of "red tape" with CD
funding. We addressed this same issue in a memo to you on May 14, 1980.
There has been no progress since that time. The current soccer
season ends in November and unitl March the fields will not be in use.
The fields take a real beating through use and cars driving on them
don't help. In order to have the parking lot available for use in
March we see now as the time for the engineering and bidding to be
accomplished If we don't start now, we will have a more severe
problem next spring and summer.
II. Walker Park Development (CD) We have been informed that the
streets are nearing completion but we have still not seen any
preliminary plans for the remainder of the project. We are concerned
that the plans be prepared now so that bidding and construction can
be accomplished before next baseball season.
III. Lake Fayetteville Softball Fields (HCRS/City) We have a problem
in that a sewer line must be moved before the fields can be constructed.
Our information is that the engineer is waiting on State Health Dept.
approval before bidding the sewer job. We see a real problem with
accompOlishing the construction before next softball season. You are
no doubt aware of the demands we have on ball fields and the use they
receive in season. We hope to expedite this project so that the fields
will be ready by March, 1981.

IV. Green Space - We commonly call new park lands green space which
may not be a proper terminology. However, we see the acquisition of
lands for future park sites as a very important matter. We have
proposed to the CD Sub -Committee on Parks and Recreation the allocation
of funds for purchase of new sites. We have also appealed to the
planning commission to reconsider the matter of requiring each
subdivision to set aside areas for neighborhood parks
