Waite, Widder, Knight, ReaganyBrinner, Ryan. Minutes approved as
Dale wrote Ed Kinsey requesting Plexipave on two courts at Wilson Park. He
will respond to Sturman, who will get bid waiver'.' Work has to be done before
temperature drops to 400.
Reagan reported on meeting of Greenspace Subcommittee of Planning Commission
Sept. 2nd. She was not able to attend, could not find an alternative Parks
Board member at such short notice. Chairman Ernie Jacks says the Greenspace
Subcommittee will not meet without a Parks Board member present. Bill Waite
volunteered to serve as alternate to Reagan.
Widder reported on $15,000 grant from the Federal Highway Administration for
bicycle interests in Fayetteville - matched with $5,000 of City funds - for
signing, designating routes, education. The City Board has designated a
volunteer bicycle enthusiasts committee for 7:30 Tuesday.
George requested that the PRAB be thinking on 1981 CD askings as worked up
by Reagan, Clark and Lashley. Industrial Park area ineligible. Greathouse
is OK. Asbell has a problem because of school use vis a vis Youth Center.
Rick Mason said this could present a problem for CD eligibility. The PRAB
feels our Asbell request is important and valid. As far as land acquisition -
when the CD request goes to Little Rock, the area of land has to be designated.
We approved one undesignated parcel in southwest Fayetteville, east of the
Bypass._ .,
About Washington Mt. - the board feels we can include the $200,000 for
development of the five acre park at the bottom of the hill, with a trail
to the top, small area at Pinnacle -in our 1981 CD requests.
Bruer said_he. feels Washington Mt. has low priority. Waite says in lieu
of a Greenspace Ordinance; we need-to-utili7c'-CD"for land acquisition.

The consensus of the board is that we ask for DSF5,000•for land acquisition
at Washington Mt. top and bottom; $125,000 for development and building a
connecting trail. Reagan will report this to Lashley.
George opened discussion on 1982 CD: Dale reports soccer interest has
peaked. He expects it to be fairly constant at 250 youngsters.

Tom asked if a new pool at Wilson Park would qualify for CD. Bill responded
that Rick Mason said at our joint meeting that a city wide facility is not
eligible.
Dale had a request from an individual for permission to trap beaver at Lake
Wilson. We will think on this. Tom says a steel jawed trap is inhumane and he
does not want them on City property.
Moving sewer line at Lake Fayetteville on No. 2 and 3 fields has to.be done by
bids. This will set us back seriously in our time frame. George will speak
to Sturman about this.
The State meeting of Ark. Recreation and Parks Association is Sept. 20-22.
Dale will be speaking on school and city cooperation in recreation and Rodney
will work with him.
Alan Beauchamp will come to the next meeting to present the comprehensive
tennis center plans.
Bill asks the board's feeling about a new pool. Wilson Park is not eligible
for HCRS because of wiring not being underground. Would cost us $75,000 to
put wiring underground. Bill estimates 5750,000 for a new outdoor pool in
Wilson Park.
Rodney will see electrical people and get a figure for us at our next meeting.
Mark asks if the City has regulations against firearms - there is a problem
with guns being fired at Lake Wilson.
