DRAWER F 72701 15011 521.7700 PARKS & RECREATION ADVISORY BOARD August 4, 1980 at 1:30 p.m. Present: Waite, Ryan, Lashley, Widder, Reagan, Clark. The minutes were approved as written. Dale introduced Billy Riley. and Ernie McWha, lifeguards at City Pool, who were involved in the incident bf the youngster getting stuck in the drain in the bottom of the pool, necessitating rescue and resuscitation. These boys had the presence of mind to shut the pump off, permitting 'thelirescue . Dale 'ex pressed his gratitude and admiration. David also expressed the board's • gratitude. 'Allen Beauchamp'said'sidewalks on' the north side would mess up children sledding in the winter, that there is an adequate gravel path. We all agreed to a need for City sidewalks. Mr. Wilson will attend the City Board meeting to plead for sidewalks around Wilson Park. David questioned the need for sidewalks on Louise; said we need sidewalks on the east side of Wilson. Bill said we need to study sidewalk needs in the parks, that the traffic control belongs to the Traffic Department. Allen recommended a stop sign at the corner of Prospect & Wilson, going east. David will make the appropriate recommendations to Perry Franklin of the Traffic Department. Mike Cooper from FHS requested use of Wilson Park tennis courts from 2:30 p.m. to 4:30 p.m., Monday through Friday. He also requested time on the courts for matches. Two courts are always left open for the public. Sign was stolen. Ryan made the motion to approve this request. Seconded by Brinner- passed unanimous. For one year only. Mike will see that three signs are posted. • John Teas spoke about Plexipave surfacing on two (1973) courts at Wilson Park - wearing. Hot weather presently is a factor. Ed Kinsey will do the work. Alternatives to Plexipave are expensive and some are not as adequate. Ryan made the motion to do this work; Waite seconded. Unanimous. Clark will.handle. Alan spoke about recently completed tennis tournament - about 100 people. David had questions about projected growth of tennis in our City. Alan feels we need public center, as opposed to private tennis clubs. He says • • • Parks Board August 4, 1980 Page 2 that UofA students have literally taken over the courts at Wilson Park, that Fayetteville tennis -playing citizens have taken recourse in private tennis clubs. Ryan asks how can we have control. There were 120 youngsters enrolled in Parks & Recreation's 10 -week summer tennis program. Dale suggests this interest could be broadened. Dale wishes to present a year-round tennis program with Alan at next meeting. Alan says we need six courts at schools in order to play tennis matches instead of the existing four. Bill suggests maintenance and pool management and a tenni center could be housed in one building. Parks Board agreed that FHSesix courts during match play, cutting down playing time by one hour. A motion was made by Waite; and was .seconded by Ryan - passed unanimously. John Teas says the new lights at Wilson courts arc not positioned correctly. Dale recommends meeting with S'WEPCO for help. Reagan reported on the dedication of the Environmental Sculpture Garden in Wilson Park on July 20th. String music, a dance program, free cokes, short speeches by Janice Meggars, Frank Williams, and Frank Sharp, made up the program. Tom reports that copies of drawings by architecture students for the new city pool are on file in the City Engineer's Office. The City Board approved plans for fields 2 and 3 at Lake Fayetteville and engineering studies are underway. Theyshould be built this fall. David expresses concern about: (1) maintenance in parks, i.e. examine present crew job descriptions, organizational chart, etc. in an effort to facilitate small improvements and increase general efficiency, (2) police surveillance of our parks. David feels we should be thinking hard on these two matters. Women's softball tournament ( ) later this month (15th - 17th) at Asbell, Lake Fayetteville, and the Industrial Park. E. Reagan
