PARKS & RECREATION ADVISORY BOARD
1:30 p.m.,)July 7, 1980
Present: Knight, Reagan, Lashley, Ryan, Widder, Brinner, Clark, Waite
The meeting was called to order and the minutes of the last meeting were approved.
Frank Williams spoke about dedication of the Environmental Sculpture Garden
in Wilson Park on July 20th at 3:00 p. -m. Tom hah researched the possibility—
of stocking with fish. Dr. Rick Meyer will monitor the water condition and
make a recommendation. Program on the 20th will begin with music. David
will assemble balance of program. Dale says the Street Department has located
huge sandstone boulders for the west side of the east ditch.
Frank introduced Phil Thompson as a consultant for some changes to cut labor '
costs in parks.Davi.d._recommends he talk with Dale.
Jim Beavers from YCC brought his workers and a proposal to this board to
initiate a feasibility study for swimming in Lake Fayetteville. NWARPC
supports this. Jini says Lake Fayetteville is a dying lake, especially since
Lindsey's housing development to the east; but that water quality is safe and
clean. Swimming area would be between the boat dock and the dam.
David responded that we need time to consider, to assemble funds, to apprise
NWAESC, the fishermen,and he promised action in one month. David asks board
members—to—bcconsidering this matter for discussion next meeting.
Mark reported on a grant application submitted by the Energy Advisory Commit-
tee (of City) for $20,000 to the Federal Highway Administration for improve-
ment and design and clarification of bicycle routes and accomodations within
the City of Fayetteville. David wrote an approving letter to accompany the
grant application. Mark says there should be some word on the application
by September.
David read his memo of May 14th to Mr. Grimes regarding, (1) parking at
Asbell and why CD hasn't expedited, (2) second ballfield at Lake Fayetteville
bids need to be advertised, and (3) problem of action between the City and
Brian Walker that is currently in the newspapers.
Dale reported on conditions at Walker Park:
1. fence down on north side - will be repaired by phone company
2. tennis nets stolen in spring - now only one is usable
3. one railing on ladder to slide was missing
4. pavilion roof still has hole in it
5. water fountain drains onto the ground

Dale feels the condition of this park at this time of year is not comparably

David asks how we can do better maintenance in our parks. Dale feels the
problem is not maintenance, but vandalism. He may spend more of his manhours
doing maintenance of tables and bathrooms and play equipment and less on J
beautification and trash pick-up.

David McWethy gave a history of Walker Park - culminating in an agreement in
May, 1979 with Brian Walker which superceded all other agreements and when
its conditions were fulfilled, would release to the City the deed to Walker
Park from escrow at I•lcllroy Bank. The problem revolves around a HCRS $200,000
grant contingent on some CD funded projects in Walker Park. Rick Mason says
no CD funds will be spent on Walker while litigation over the deed goes on;
that street construction is not approved by HCRS. David McWethy asks if
this board is willing to return deed to park and end litigation. HCRS $200,000
has been approved; will this money be available to us if we move the Walker
project to a new location. lom says we need to,assure programs presently in
Walker that they will be honored in a new location. If we moved could we
remove light poles and bleachers? Rick Mason says legal fees will be
mountirlup also. Lashley says our position is to keep the park, to suffer
through litigation. We also need to be involved in all deliberations con-
cerning Walker so we can make an informed recommendation and we requested
David McWethy inform us when meetings occur.
Torn introduced gentlemen from Landscape Architecture Department at the UofA
(instructor - Ed Schweitzer) who have plans for Wilson Park and a new pool.
Keith Franklin presented a new map of existing conditions at 'Nilson Park.
Lashley expressed a wish to have this nicely detailed map. Second map was
soils and slope. Third chart dealt with usage and placed the new pool north
of where it is. He uses solar collectors to heat the water and extend the
season.
Ken Eastin located the pool in approximately the sante place. He designed
a viewing place for underwater, recommended removing old pool and placing
maintenance building in that area.
We requested copies of these plans and the others the class did.
Sturman Mackey brought plans done by the City Engineer for ball parks at
Lake Fayetteville. He requests a study by another engineer study (HCRS
project) to establish west boundary property lines and insure drainage.
George made the motion, Tom seconded, passed unanimous.
Kiwanis (Sequoyah) wants to provide half funding for a picnic shelter in
Wilson Park. $4,000 total with west campus building trades doing the work.
Levi Strauss has cone back to us suggesting we make another application
for a grant of $12,000 - 515,000.

Gentlemen:
For several years the Parks & Recreation Advisary Board has seen the. need
to accommodate those utilizing the bike as a means of transportation as
well as for recreation purposes. We have discussed the matter on many
occasions and have concluded each time with no viable solution.
Usually our discussion has been on the creation or designation of bikeways
appart from any present street system. The answer has always been that
such a system would be too costly. Then too, we have not had the expertise
to realize what would be needed or adequate. Thus, we have been unable
to make any progress in assisting the bikers.
We encouraged the formation of the separate Committee to study the needs
and to make a proposal. We are aware of the increased usage of bikes for
transportation and recognize the need for providing safer means of allowing
for this means of transportation. We believe that.. the Committee has a
good plan and one that is workable within the present parks and street
systems. We wholeheartedly concur in the needs for safety education and
the awareness brought about by the use of visual marking of routes.
This may very well be the viable solution for which we have been searching.
At the very least, it is the beginning of a program to promote bikes as an
alternate means of transportation not to mention the valuable use as a
recreational activity. We encourage your favorable action on this proposal
and we look forward to an expedient initiation of the program.

I: I understand from the C.D. office that the money allocated for the Parks
project at Asbell to alleviate the parking problem and to provide additional
basketball play area has been approved by the R.U.D. office. We were hopeful
in expediting this project for use this summer. George Knight, Chairman of
our Parks Development Sub -committee has made an on site review with a local
contractor for what might be possible. We would like to prepare the specs
and submit for bids at the earliest possible date.
II. We have had the specs in on ball field 2 at Lake Fayetteville some time
and we need to get the bids so we can use this 'field later this summer.
I understand there is a question of priorities with both projects.
These have been very high on our prio rity list and we would like to take any
action possible to expedite immediately.
III. The PRAB would like to be informed of any activities in Walker Park
before they happen. In order to adequately advise the Board of Directors on
matters pertaining to this park, we need to have the information before it
happens. As it stands now, it seems that we have nothing to do with the pro-
ject being implemented at that site. If this request is out of line and not
consistent with the responsibilities assigned to the PFAB by the City Board,
please let us know. It seems pertinent that we coordinate what is to be with
what is already there.

Subject: Green Space & Future Park Site Accuisition
Date: June 2, 1980
In 1976 the Parks & Recreation Advisory Board (PRAB) :as contacted by repres-
entatives of the Northwest Regional Planning Office who were interested in
developing a guide to our parks. In July of 1976,,Chairman Holland requested
NW Regional Planning to formulate a master plan for Parks of Fayetteville.
The Chamber of Commerce also indicated an interest in such a brochure.
In November 1976, Bobby Harlan (NW Regional Planning) reported to PRAB
on progress being made with the brochure. The plan was to list present parks,
size, and available facilities. In Augusts 1977, the PRAB moved to reouire
green areas of park areas in each new subdivision. Chairman Holland met with
City Manager Grimes concerning an ordinance and the City Board discussed the
matter September 6, 1977. In January 1978; the Planning Commission was
reouested to conserve green space in new subdivisions being planned. Without
any guidelines the Planning Commission referred the matter to the FRAB who
in turn consulted with NW Regional Planning. In November, 1978; Larry Wood
• (NW Regional Planning) reported to the PRAB with a proposed plan incorporated
with the parks brochure being prepared. At that time the PRAB agreed to
certain guidelines and asked for the finished brochure which. would include.
the parks inventory and the suggested guidelines for inclusion in an ordin-
ance.

A draft of an ordinance was prepared for the Planning Commission to consider.
The plan was for each subdividerto provide green space or cash in lieu of
land for future park development. After several months of consideration, the
Planning Commission recommended no action of the mandatory dedication of land
for park sites and recommended the Board of Directors consider an increase
in ad valorem taxes, voluntary tax, and payments in lieu of tax
With this background we would like to advise the Board of our concerns and
opinions. Needless to say, our Board has changed as well as yours during the
tine this matter was under consideration. We restate our concern for the need
of land for future park sites. Our parks utilized for recreation are crowded
and congested. We have restored our confidence in the principles we have
adopted. Briefly, to make possible recreation opportunities for all, distrib-
ute throughout the city, and to emphasize neighborhood parks, are the goals
we are trying to meet by accuiring green space to allow for future neighbor-
hood parks. We have seen the market value of one potential site increase beyond
our means.
Without elaborating further, our recent tour indicates that the neighbor-
hood park concept is a good one. Our recent work with the elementary schools
in providing playground ecuipment at school sites will help. We believe that
the time to set aside future sites is now and we need for you to consider our
future needs.

We could utilize the present Subdivision Regulations (Article IV, Section B,
-Conformity) which would allow us six months to appeal to the Planning Com-
mission for reservation of park sites within the boundaries of a proposed
subdivision and allow us the opportunity to accuire (purchase) the sites. We
see this as a rather unwieldy time consuming process and one that would require
some provision for purchasing the sites.
We need your consideration of this matter. It has been under consideration
by the PRAB for h years and we need to move it from the table to a positive
means of accuiring future park sites. When you are ready, we.will.be avail-
able for discussion of the matter in more detail.
