DRAWER F 72701 15011 521-7700 PARKS & RECREATION ADVISORY BOARD May 5, 1980 - 1:30 p.m. Present: Lashley, Widder, Brinner, Knight, Reagan, Clark, and Waite. The minutes of the April 7th meeting were approved as circulated. David opened discussion on Greenspace in new land developments. At present, the Planning Commission seems to wish any Greenspace to be paid for by new legislation from the City Board, utilizing the present ordinance. Waite says the present situation is unworkable because of the six month deadline for us to consider a park site in a new development. David favors returning the problem, with all its various ramifications and developments, to the City Board; Waite agrees. Concensus is that we go to the City Board seeking an ordinance requiring developers to donate land for Greenspace. Discussion of questionnaire sent by Energy Advisory Committee of the City. Mark responded to question: Do we consider conservation in our policy making? He recommended bike paths to encourage more bicycles, less cars. Tom said he favored sidewalk ordinance in new developments, but we seemed to agree no bikes should be on sidewalks. Mark saida bike lane on the side of the road has been proven hazardous. He said bikes are safer in main flow of traffic. David wonders if we can utilize the new City Sidewalks Program. Mark recommends a study of bikeways in this city. Mark and Tom will be the subcommittee responding to this. Dale suggests staffing all school parks during the summer in an effort to keep people in thier neighborhoods. George questions proliferating hnc David offers Friday as SEMI-ANNUAL TOUR DAY - May 9th, at 12:30. Wilson Park at Environmental Sculpture Garden. Has Dale stocked Lake Wilson with fish? David reported communication gap with City Finance Department. He will redouble his efforts to get our G.O. Bond expenditures up to date. Dale reports $500 for Babe Ruth scoreboard was expended. Tom reported on status of City pool - replacement of leaking pipe was very complicated. Fayetteville Plumbing & Heating did the work and it is now complete. Tori recommended using rustoleum paint on the steel pipes in the filter room; getting a new vacuum hose; replacing buoys and ropes. Dale says he would like to open May 23rd. Tom reported on Environmental Sculpture Garden - Frank said CETA has not paid these workers in six weeks. Also he asks us for $500 for shrubbery. The Arkansas Arts Council guarantees funding through May 15th. The problem with drainage needs to be addressed(by wall we have already approved). Dale • • (Minutes of Parks Board cont.) C says his general budget could not stretch to provide $500. Bill expressed fear that we would be left with an incomplete project. Reagan will call Don Edwards to see if the Arkansas Arts Council will fund shrubbery and gas for tree moving machine. George says he and Dale have laid out new softball field at Asbell. Back- stop was 5950 plus $300 for each fence. Ready in two weeks. There is a great need for parking on the east side, but cannot happen until CD funds are available in June. Cars now come across the ditch on the east side. George says next year we will need more soccer and softball fields. Bill sees Asbell going all softball and suggests we seek elsewhere to locate soccer. Soccer people want to stay at Asbell - they are negotiating with the University for use of land east of Asbell. Dale suggests we will need a new location for_adUlt softball fields perhaps at the Industrial Park next year - funded by HC&R`•. ,fc.,g$ Tommy H , with the golf driving range at Lake Fayetteville north, expressed fear our new softball field is going to infringe on his enterprise. Dale says he and Ryan are making an application to MRDDS (state) for a full time physical therapist, working under City Parks & Recreation Department. Dale was approached by Tom Pucci, tennis coach at the University to use City courts for a tennis camp - conflicts with our summer tennis teaching program. Dale says a portable bandshell has been purchased by the Symphony Society and the City_Parks &_Recreation Dept, and will be stored at Wilson Park. e Hwonders about guidelines for use. Rodney and-Da•}e-are--taikin-g-about-an adult volunteer band. Bill wonders if there is someplace we could locate a second track. Dale says Butterfield is an ideal -location --for- soccer and girls softball fields. Tom says the Fish & Game Commission sometimes is interested in correcting lake conditions when they are deteriorating and harming fish.
